Description of BID 8730: Engineering Design and Support Services – Power Trail Grade
Separated Crossing at Harmony Road

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 –QUESTIONS & ANSWERS
1. Can the City provide maps of the known existing utilities in the area?
Existing utility information cannot be provided at this time but known utility info will
be provided to the selected firm/team. The proposing firms/teams can anticipate
many utilities in the area including City Light & Power, City Water, PRPA, Comcast,
CenturyLink, water districts, etc. Proposing firms/teams should state reasonable
assumptions regarding utilities and base their scope, hour and fee estimates on the
stated assumptions.
2. Has the City started coordination with Platte River Power Authority (PRPA) or Union
Pacific Railroad(UPR)?
The City has not begun formal coordination with PRPA or UPR at this time.
3. Can proposing firms/teams include 11x17 sheets in the proposal and will they count as 1
or 2 pages?
Proposing firms/teams may use up to 3 single sided 11x17 sheets in their proposal.
Each 11x17 single sided sheet up to 3 will count as 1 page each. Each 11x17 single
sided sheet over 3 sheets will count as 2 pages each.
4. Has utility potholing occurred, and do proposing firms/teams need to include potholing?
The City has not initiated utility potholing at this time. Per page 9 of the RFP, the
selected firm/team should have a potholing contractor they can use to get potholes.
The City may choose to use the City's on-call potholing contractor instead of the
Consultants’.
5. Can the contract use standard hourly rates instead of Cost Plus Fixed Fee as stated in
the RFP?
The RFP states that the contract will be a Cost Plus Fixed Fee contract. This is
revised stating that the contract will be an Hourly Rate, with a Not to Exceed total
fee amount.
6. Can the proposing firms/teams develop a cost estimate for the kickoff phase and feasibility
study/alternatives analysis, and then provide hourly rates for work occurring after the
feasibility study?
It is expected that the proposing firms/teams develop a cost estimate for the initial
feasibility study and alternatives analysis phase. It is also expected that the
proposing firms/teams develop a cost estimate for the remainder of the design
contract after the feasibility study. Proposing firms/teams should state reasonable
assumptions and base their hour and cost estimates on the stated assumptions.
Please see Page 21 of the RFP for how Cost and Work Hours are scored. Because
this RFP is not a Low Bid selection, hour and fee estimates are used, in part, to
determine if proposing firms/teams understand the scope of work.
