Work includes identifying the pipelines to be repaired and replaced, project scope, determining the best construction methods, and the project limits. See attached supporting documentations. Service Provider agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Master Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement and this Work Order (including the attached forms) the Master Agreement shall control. The attached forms consisting of seven (7) pages are hereby accepted and incorporated herein, by this reference, and Notice to Proceed is hereby given after all parties have signed this document. Water mains in the project area range from 4-inch to 16-inch diameter with ages of 80- to greater than 100-years. The existing sanitary sewer system is of similar age with pipe sizes ranging from 6-inch to 10-inch. The city’s goal with this project is to rehab or replace water and sewer utilities, and potentially local storm sewers and inlets, in the project area such that additional infrastructure work is not required within the projected 50-year useful life of those utilities. The approximate project area is shown below in Figure 1. It is anticipated the project area boundary may change to accommodate connections to existing utilities and/or to meet available project funds. Task 1. Project Management, Coordination and QA/QC Objective: Manage scope, schedule, and staff, coordinate project technical elements, and provide quality reviews of work products. TASK 1.1 PROJECT MANAGEMENT, ACCOUNTING AND QUALITY CONTROL • Initiate project accounting, budget and resource management tools. • Prepare a project guide that clearly identifies the project work elements, deliverables, budget and schedule. • Prepare monthly invoices and progress reports. • Perform QA/QC reviews of calculations and supporting documents. TASK 1.2 PROJECT COORDINATION MEETINGS • Hold weekly and bi-weekly meetings as needed at City offices to discuss progress, address technical issues, and review submittal comments. Approximately 20, 1-hr progress meetings. Key Assumptions: • 7 month Work Order duration (predesign through issuance of construction documents) Deliverables: • Action item summary lists • Monthly invoices Task 2. Data Collection Objective: Obtain and review data necessary for predesign and final design activities. Task 2.1 Coordinate, Collect and Review City Utility Data • Obtain city LIDAR data for use as project topography and aerial imagery for drawing base plan reference. • Review water system data: o GIS data including pipe size, material, and water service locations. o Coordinate with City Meter Shop for service line and meter improvement requirements within the project area. o Coordinate with FCU Consultant (Ditesco) for water model scenario of upsizing 4-inch mains and reducing size of existing 16-inch main. • Review sewer system data: o GIS data including manhole inspections, manhole inverts, pipe age, pipe material, pipe condition/defects, sewer services, etc. to obtain a thorough understanding of the sewer system. o Identify data gaps including pipe invert elevations and coordinate with FCU consultant (Ditesco) for data collection. o Review CCTV data to validate pipe condition/defects, sewer profile, and service locations. • Review storm sewer data 419 Canyon Avenue, Suite 316, Fort Collins, CO 80521-2679 hdrinc.com 2 DocuSign Envelope ID: AD6B112A-09F1-46A2-97BE-0763B2BAE619 Fort Collins Utilities | Old Town Library Park Water and Sewer R&R Scope of Work o Review Oak Street Outfall drawings relative to water main/service line locations. o Identify inlet types within the project area and coordinate with City Stormwater group for potential improvements to address maintenance issues. Task 2.2 Perform Utility survey • Locate existing utilities and identify utility owner and contact information. • Perform ground survey of marked utilities and surface utility elements including valves, hydrants, curb stops, meter pits, sanitary manhole covers, storm manhole covers, storm inlets, etc. o Sanitary sewer invert and pipe data will be obtained from the city GIS. o Storm sewer invert and pipe data will be added based on GIS and record drawing data, if required. • Prepare Existing Utility Plan incorporating: o Ground survey of utilities. o GIS-based property lines. o Sanitary sewer invert and pipe size and material data obtained from the city GIS. o Aerial imagery provided. • Survey utility pothole locations (two separate occasions). Task 2.3 Perform Geotechnical Investigations • Review and incorporate existing geotechnical information from previous City of Fort Collins pipeline projects along Oak Street and in the project vicinity to refine and optimize proposed boring locations and laboratory testing program. • Drill 4 borings to 25 feet along the proposed replacement and rehabilitation alignment(s). o Samples will be collected in even intervals for classification and laboratory testing. o Borings will be backfilled in accordance with City standards. • Submit samples for geotechnical testing to determine in place soil parameters and characterization. Key Assumptions: • GIS and LIDAR data are sufficient for vertical design information • Potholing locations will be identified in project progress meetings and the Contractor partner (Connell Resources) will perform potholing. Deliverables: • Existing Utility Plan and associated AutoCAD files • Geotechnical Engineering Report: o Geotechnical pipeline design recommendations o Analysis of alternative and feasible trenchless rehabilitation alternatives o Construction considerations o Trenchless specifications for pipe bursting and horizontal directional drilling Task 3. Task 3.2 Identify Project Issues and Opportunities • Assess project area boundary and available budget through coordination with contractor and City. • Assess sewer condition and determine extent and type of R&R needs. • Identify sewer services and connections to mains requiring R&R. • Evaluate water system replacement limits, services and temporary service arrangements. • Identify Old Town Library Park area stakeholders and potential construction issues including: o DDA/DBA, Library Park and other city events via discussions with the City Event Coordinator. o Residential and commercial parking and access. o Library access. o Pavement condition/age and material. o Floodplain/floodway limits (Whedbee and Oak Streets). o Etc. • Prepare Project Characterization Mapping summarizing project scope, constraints and opportunities. Review, update and refine during progress meetings. • Prepare a Gantt chart or similar table outlining Old Town events that may be impacted by construction activities. Deliverables: • Project Area and Utilities Base Map • Project Issues and Opportunity Map • Old Town Event Table/Gantt Chart Task 4. Water and Sewer Rehab and Reconstruction Alternatives Objective: Develop and evaluate alternative to identify the recommended plan that provides rehab and reconstruction (R&R) of the water and sewer utilities.
