the Watson Lake Diversion Fish Passage Structure and Timnath Reservoir Inlet Ditch Diversion Structure
Design Project.
As indicated in the attached Scope of Work, we propose to complete this work effort for a time‐and‐
materials budget not to exceed $102,479. Please note that this budget includes costs for our sub‐
consultants to assist with surveying, measurement, and fish passage structure details.

DRAFT SCOPE OF WORK
WATSON LAKE DIVERSION DAM/TIMNATH RESERVOIR INLET DITCH DIVERSION DAM
FISH PASSAGE STRUCTURES
The purpose of this Scope of Work is to define the work effort by Anderson Consulting Engineers, Inc. in
support of design and construction drawings for two fish passage structures on the Cache la Poudre River.
For the Watson Lake Diversion Dam Fish Passage and Screening Structure, ACE will be providing project
oversight and review of work completed by OneFish in support of Natural Areas in collaboration with
Colorado Parks and Wildlife. OneFish will be providing detailed evaluation of alternative improvements
and design of the preferred alternative. For the Timnath Reservoir Inlet Ditch Diversion Dam Fish Passage
Structure, ACE will be providing design and construction drawings for integration of the fish passage
structure into the concrete diversion dam. Improvements for rehabilitation of the existing diversion dam
will be identified and included in the design/construction drawing. OneFish will be providing support for
the details associated with components of the fish passage structure at the Timnath Reservoir Inlet Ditch
Diversion Dam.
The following are the general assumptions associated with this scope of work:
Available topographic information is adequate with only limited survey data collection necessary
at each location. CPW will be responsible for the collection of survey data at the Watson Lake
Diversion Dam.
Geotechnical investigations will not be required for design of the improvements.
Standard City of Fort Collins technical specifications will be utilized where necessary.
A Nationwide 404 Permit, with no mitigation requirements, can be obtained for the project.

Watson Lake Diversion Fish Passage and Screening Structure
Task 1. Site Visit and Site Survey
This task includes a preliminary site visit to the diversion structure and supervision of the survey data
collected and compiled by CPW. One additional site visit, as required is also included. ACE staff will
coordinate with OneFish design engineers to provide information and insight into the hydraulic conditions
at the site. Refer to the attached Scope of Work that describes the detailed effort provided by OneFish
(dated August 17, 2017) as it pertains to Task 1.
Task 2. Alternatives Analysis/Conceptual Design
ACE staff will coordinate with OneFish design engineers during the development and analysis of
alternative design concepts for the fish screen and fish passage structures. Furthermore, ACE will be
responsible for an engineering review of the structures to promote the selection of the preferred

alternative. Refer to the attached Scope of Work that describes the detailed effort provided by OneFish
(dated August 17, 2017) as it pertains to Task 2.
Task 3. 30% Design
Following identification of the preferred alternative, ACE staff will review the 30% design drawings
compiled by OneFish. In addition, the effort will include review of hydraulic modeling, and construction
cost estimates. Comments will be provided in a memo submitted to OneFish, CPW and the NA
Department. Refer to the attached Scope of Work that describes the detailed effort provided by OneFish
(dated August 17, 2017) as it pertains to Task 3.
Task 4. 100% Design
Following a review of the 30% design information by the NA Department and the CPW, revisions and
additional effort will be completed by OneFish to develop 100% design documents. ACE will review the
information related to the design documents and the project cost estimate. Comments will be provided
in a memo submitted to OneFish, CPW and the NA Department. Refer to the attached Scope of Work that
describes the detailed effort provided by OneFish (dated August 17, 2017) as it pertains to Task 4.
Task 5. Permitting
OneFish is responsible for all permitting associated with the design project. To the extent necessary, ACE
will assist in coordination of this work effort. Refer to the attached Scope of Work that describes the
detailed effort provided by OneFish (dated August 17, 2017) as it pertains to Task 5.
Meetings/Communication: This effort was included in the attached Scope of Work provided by OneFish
(dated August 17, 2017). No costs have been included for ACE in support of this effort.
Miscellaneous Engineering Design and Permitting Funds: This effort was included in the attached Scope
of Work provided by OneFish (dated August 17, 2017). No costs have been included for ACE in support of
this effort.

Timnath Reservoir Inlet Ditch Diversion Dam Fish Passage Structure
The following tasks provide a summary of the effort to provide construction drawings and bid documents
for the Timnath Reservoir Inlet Ditch Diversion Dam Fish Passage Structure.
Task 1. Additional Site Survey and Structure Data Collection
This work includes additional surveying along the alignment of the proposed fish passage structure. The
survey will define the bathymetric information associated with the channel bed as well as pertinent
elevation data for the channel bank. Additional survey data of the existing diversion structure wingwalls
will also be obtained along with spot elevations along the upstream and downstream sections of the

diversion dam. Fieldwork will also include the collection of drilling data along the crest and apron of the
diversion dam to determine the thickness of the existing concrete. An evaluation of the wingwall along
the south bank will be completed to determine the need for structure rehabilitation or replacement of
the wingwall.
Task 2. Development of 75% Construction Drawings and Cost Estimate
The concept design that was completed previously will be refined to illustrate details associated with the
proposed improvements. This work will include completion of 75% construction drawings that will
provide plan and profile information of the proposed improvements to the diversion dam;
removal/rehabilitation of the existing stoplog bays and concrete walls; installation of overshot gates and
sediment sluice gate; installation of concrete footers for stabilization of the existing structure;
improvements to the wingwall along the south bank; integration of a fish passage structure along the
alignment of the southern stoplog bay (plan and profile information); and placement of rock structures to
pool water at the outlet from the fish passage structure. A construction cost estimate will also be
prepared with the information contained in the 75% construction drawings. This information will be
provided to the NA Department and the Engineer for the CLPRC.
Task 3. Development of Construction Drawings and Bid Documents
This task includes the development of construction drawings and bid documents for the proposed
improvements. Following the review of the 75% drawings, revisions/additions will be completed to
address all comments. In addition, design details will be provided to support the construction activities
and the development of construction costs by the prospective bidders. In support of the bid documents,
ACE will provide construction drawings and technical specifications. It is assumed that the City of Fort
Collins NA Department will provide pertinent information for the development of the bidding documents.
ACE will also provide support to the NA during the bidding process including preparation for and
attendance at a pre‐bid conference/tour, addressing questions, and tabulating bids. An opinion of
probable construction costs will also be prepared and submitted along with the Construction Drawings.
Construction Drawings and Bid Documents will be submitted to bot the NA Department and the Engineer
for the CLPRC.
OneFish will provide services to support the final design of the fish passage structure for incorporation
into the Construction Drawings and Bid Documents. Refer to the attached Scope of Work that describes
the detailed effort provided by OneFish (dated August 22, 2017) as it pertains to Task 4 (this effort
correlates to the services described in Task 1 of the OneFish Scope of Work).
Task 4. Design Summary
A design summary will be prepared that will provide pertinent hydraulic and structure data to support the
proposed improvements. This information will include a discussion of the rehabilitation/reinforcement
of the existing structures, improvements taken to stabilize the channel bed near the diversion dam,
assessment of channel hydraulics with the proposed improvements including the fish passage structure,
and criteria for determination/assessment of the overshot and undershot gates within the diversion dam.

Task 5. Permitting
No additional permitting has been identified for this project. It is assumed that all permitting needs
related to this project have been completed (wetlands survey/SHPO assessment) or will be completed as
part of the adjacent Kingfisher Project (FEMA/CLOMR, USACE Section 404).
Task 6. Meetings and Coordination
This task includes all meeting and coordination during the completion of the work. It is anticipated that 3
meetings will be conducted with the NA Department including: (a) initial kickoff meeting, (b) 75% review
meeting, and (c) meeting to present Construction Drawings and Bid Documents. In addition, it is
anticipated that ACE will prepare information and attend a meeting with the CLPRC Board to present the
Construction Drawings. Coordination with the NA Department will be conducted during the completion
of this work.
OneFish will provide services to support the meetings and coordination effort described above. Refer to
the attached Scope of Work that describes the effort provided by OneFish (dated August 22, 2017) as it
pertains to Task 6 (this effort correlates to the services described in Task 2 of the OneFish Scope of Work).

Watson Lake Diversion Fish Passage Scope of Work (August 17, 2017)
Background
The Watson Lake Diversion draws water from the Cache La Poudre River near the town of
Bellvue, Colorado. The diversion is owned and operated by Colorado Parks and Wildlife (CPW)
as part of the Watson Lake and Watson State Fish Hatchery located next to Watson Lake. A
water right for Watson Lake was adjudicated in Water Court Case No. 79CW051 with a water
right appropriation date of July 10, 1962. This water right allows for the diversion of 50 cfs in
the summer (April 15 – October 31) and 25 cfs in the winter (November 1 – April 14). Water is
diverted at the weir which is then delivered to the lake and hatchery. Water may be also
delivered directly to the hatchery via pipeline. Water is returned back to the river once it passes
through the hatchery. CPW has partnered with the City of Fort Collins Natural Areas Department
(FCNAD) to investigate options for upstream fish passage at the diversion.
CPW and OneFish Engineering, LLC (OneFish) have developed this scope of work to evaluate
options and develop designs for upstream fish passage and fish screening at the Watson Lake
Diversion.
There are several key limitations and considerations that this project must take into account.
• There should be no adverse impact to the legal water diversion decree (i.e., quantity,
timing, and point of diversion). Any suggested or desired changes in diversion
operations to facilitate fish passage should be clearly identified and addressed.
• The design should minimize any impacts on operation and maintenance of the structure
and associated diversion.
• There should be no increased risk of sediment delivery to the diversion.
• There should be no increased risk to the diversion structure and associated embankments
during future flood events.
• The design should facilitate natural stream processes as much as possible (i.e. sediment
transport).
• All design concepts and plans will take fully into account and comply with required
permits including, but not limited to: FEMA floodplain, USFWS T&E Species,
jurisdictional wetlands, State Historical Preservation Office, and any other state and local
permits as required.
Tasks and Deliverables
Task 1: Site Visit and Site Survey
• OneFish will conduct a preliminary site visit to Watson Lake Diversion with CPW and
FCNAD personnel to discuss the operation of the diversion and key project goals.
• CPW will conduct a survey of key land and water features on and around the diversion
structure. OneFish will have a designer on-site during the CPW survey to be sure
appropriate data is collected for the feasibility study.
• After CPW has completed the survey, OneFish may conduct a secondary site visit to
evaluate conditions in more detail and to collect any additional data that may be required.

• OneFish will coordinate with personnel from Anderson Consulting Engineers, Inc. (ACE)
to discuss the project. ACE has been involved with previous engineering work and can
provide valuable insight into conditions at the site.
Task 2: Alternatives Analysis / Conceptual Designs
• OneFish will work with CPW to understand goals, limitations, and expectations for fish
passage at the Watson diversion structure. CPW will provide the following data.
o Historical diversion records
o Floodplain surveys and modeling that may have been conducted in recent years
o Land boundaries and guidance for potential structure locations
• OneFish will conduct a hydrological analysis to understand conditions on the Cache La
Poudre River and operation of the diversion.
o This will include review of historical flow data on the river, diversion records for
Watson Lake provided by CPW, existing flow models for the diversion, and the
development of additional models as needed.
• OneFish will evaluate options for providing upstream fish passage. These may include
but are not limited to: technical fishway or ladder, constructed riffle, roughened ramp,
bypass channel, in stream diversion modifications, or a bolt on structure that can be
added to existing infrastructure.
o Fish passage alternatives should be focused on Brown Trout, Rainbow Trout,
White Sucker, and Longnose Sucker.
o OneFish will provide a rough estimate of the change in cost if the alternatives
were designed to pass only Brown and Rainbow Trout.
• OneFish will develop the conceptual design for a cone screen to limit entrainment of fish
into Watson Lake.
o Based on the preliminary site visit, OneFish recommends a cone screen as the
preferred option for this site. An alternative analysis is not required for selection
of the screen type.
• All designs should maintain the full diversion decree, not impede or hinder hatchery
operations, and minimize maintenance of the fish passage, fish screen, and diversion
structures.
• ACE will conduct an engineering review of the fish passage and fish screening
alternatives.
o The cost for this review is not included within this scope of work.
• OneFish will produce a report summarizing the results of the alternative analysis.
o OneFish will discuss options with CPW to ensure that all realistic possibilities are
analyzed and presented.
o For each fish passage option presented, the report will include a short discussion
of any permitting that may be required for construction, rough cost estimates,
cost/benefit analysis discussing pros and cons, cross sections, structure slopes,
plan view and elevations of associated drops, and expected water velocities.
o The report will present the conceptual fish screen design including operation and
maintenance needs, power requirements and a rough cost estimate.
o The report will be provided two weeks prior to an in-person meeting to allow for
a thorough review of the fish passage alternatives and fish screen design.

• OneFish will present these options at an in-person meeting with CPW, FCNAD, ACE
and any other project partners.
• Following the in-person meeting, the project partners will select a preferred option for
further design development.
Task 3: 30% Design
Assuming CPW identifies a preferred fish passage option from Task 2, OneFish will develop the
designs to the 30% level.
• This level of design will more precisely specify the total structure size, location, cross
section, slope, and quantities of materials that will be required.
• The designs at this level will not be sufficient to seek formal bids for construction.
• The 30% design will include, but is not limited to:
o Engineer drawings
o Hydraulic modeling summary and files
Anticipated and actual hydrology
Anticipated water rise
o Details on operational and maintenance requirements
o Documented no impact to current water right
o Updated cost estimate for final design and construction
Task 4: 100% Design
Assuming CPW identifies a preferred fish passage option from Tasks 2 and 3, OneFish will
complete the engineering designs for fish passage and the fish screen.
• Final design work will be contingent on the determination by CPW, FCNAD and other
project partners to move forward.
• All documents shall be provided in PDF format as well as the format the document was
prepared in (i.e. CAD, MS Word, MS Excel, Hydraulic model input and output, etc.)
• The final design will include, but is not limited to:
o Engineer drawings
o Technical specifications
o Hydraulic modeling analysis and files
Anticipated and actual hydrology
Anticipated water rise
o Details on operational and maintenance requirements
o Documented no impact to current water right
o Finalized project cost estimate
• The current scope of work does not cover any assistance with project bid requirements or
construction oversight. Requirements in these areas will be addressed at a later time.
Task 5: Permitting
CPW will apply for all required project permits. OneFish shall provide CPW with all necessary
backup documentation, data, and model results as necessary to fulfill permitting application
requirements.

Miscellaneous Engineering Design and Permitting Funds
At this stage, it is not possible to predict all requirements of the final design. Additional funds
have been included in the budget to help address any unforeseen tasks that emerge as the project
moves forward. The following items are not included in tasks 1 through 5; these additional
funds may be used to address these or other tasks.
• Additional permitting support
• Structural engineering design and/or review
• Geotechnical borings
• Design of a cableway to facilitate access to the far side of the river
Costs and Schedule
OneFish will conduct this work on a time and materials basis. Under such an agreement,
OneFish will be compensated at hourly rates for all labor, and other direct costs are reimbursed
at a rate of 1.1 times actual costs. The following are the standard hourly billing rates:
• Engineering: $130.00 an hour
• Drafting/Technician: $75.00 an hour
Tasks 1 through 5 of the scope of work could be completed for a budget of $43,780. Additional
funds of $5,000 for unforeseen engineering and permitting tasks have also been included
bringing the total budget to $48,780. The table below shows the cost breakdown.
This budget will be established as a not-to-exceed limit, beyond which no charges could be made
without the client’s approval. OneFish will consult with CPW, FCNAD, and ACE at the
milestone prior to moving onto the next stage of design, and prior to performing any tasks that
would draw from the funds designated for unforeseen tasks.

Background / Scope of Work
Anderson Consulting Engineers, Inc. (Anderson), is working on a project to upgrade the Timnath
Outtake diversion in Fort Collins, Colorado. One goal of this project is to modify the structure to
allow upstream fish passage. Anderson has asked OneFish Engineering, LLC (OneFish), to
provide a scope of work and cost for completing final design of fish passage facilities at this
diversion.
OneFish proposes the following scope of work:
Task 1: Final Design of Fish Passage Structure
Engineer drawings
Technical specifications
Final design report
Hydraulic modeling summary and files
Details on operational and maintenance requirements
Cost estimate for construction
