Services shall include analysis of multiple river crossings in the Poudre Canyon. The project will look extensively at alternatives and costs for the exposed 27” steel pipeline near Gateway Park, as well as analyze all crossings for both the 24” and 27” pipelines and identify a risks to those. This pipeline is a critical component for the transportation of raw water to the City’s Water Treatment Plant on West LaPorte Avenue. Damage to this pipeline would significantly inhibit access to their senior rights on the Cache La Poudre River (“River”) and thus protection of this asset is a high priority. During the most recent inspection, it was noticed that a section of the steel pipe has been exposed. Exposure is at Station 367+00 on the northwest bank of the River. The line, per plan & profile Drawing 19 of 19 as found in the Poudre Pipeline Rehabilitation Project – Final Report and Recommendation manual, crosses the river from approximately Station 364+00 to 367+00. The river bed is partly composed of large rocks and boulders; both of which lay immediately adjacent to the pipe. The pipe crosses from the west bank to the east bank on an acute angle which exposes a significant length (i.e. 300 feet) of pipe to excessive shear forces due to river bed hydraulics. The 27” steel pipe crosses at the river at eight (8) additional locations from just downstream of the mouth of the Canyon to the Pre-Sed Basin. In addition, there is a crossing of the 24” RCP downstream of the mouth of the Canyon that was not mapped during the recent investigation by PURE Technologies. Crossings in addition to that previously noted occur between: • Station 158+00 to 161+00 (27” line), • Station 166+50 to 168+00 (27” line), • Station 157+50 to 159+50 (24” line), • Station 191+00 to 197+00 (27” line), • Station 227+50 to 230+00 (27” and 24” lines), • Station 235+50 to 237+00 (27” and 24” lines), • Station 315+00 to 318+00 (27” and 24” lines), • Station 334+00 to 337+00 (24” line), • Station 334+50 to 336+00 (27” line), • Station 351+00 to 353+00 (27” line), and • Station 376+00 to 379+00 (24” and 27” lines). The following Scope of Services outlines the work believed to be necessary to determine appropriate protection measures. This scope accompanies the Fee Estimate (Exhibit B). The Fee Estimate is a spreadsheet representing an overview of the project with individual work tasks represented in rows and anticipated professional staff and subconsultant efforts and expenses represented in columns. GENERAL The remainder of this document describes our understanding of the scope of work. All project deliverables will be made available to the City in electronic as well as hard copy format (i.e. reproducible Mylars and paper copies). SCOPE OF SERVICES Task 1 - Meetings 1.1 Meetings One (1) Kick-Off meeting is anticipated to be held on site to familiarize the project team with the scope of the work and extents of the project. Stantec will prepare agenda and minutes for this meeting. 1.2 Two (2) meetings are anticipated to be held during the Investigation Phase to observe the location of the pipe and discuss findings. Stantec will prepare agenda and minutes for these meetings. 1.3 Three (3) meetings are anticipated during design. These will be held to discuss and select options, and review schedules, costs, and possible permitting requirements, etc. Stantec will prepare agenda and minutes for this meeting. Task 2 – Investigation Work under this Task supports acquisition of data to more fully define the horizontal and vertical location of the 27” RCP and the river bed and banks. 2.1 Horizontally Locate 27” Steel Water Line Stantec will coordinate with Hydro Construction to locate the pipeline at all crossing locations. Hydro will place a signal on the pipe and trace it along this footage marking the pipe at intervals so our Surveyors can shoot the alignment. Stantec may also use an audible locator wand to confirm the location. 2.2 Vertically Locate 27” Steel Water Line Stantec will coordinate with Hydro Construction to vertically locate the pipeline all crossing locations. Hydro will place a signal on the pipe and trace it along this footage marking estimated depths on the pipe at intervals so our Surveyors can shoot the locations and record the difference in depth between the surface and pipe. 2.3 Surveys A geomorphic field survey will collect data necessary to quantify and assess vertical and lateral migration potential. Geospatial data capture of specific section and profile at key locations within each reach will be performed, as well as above and below pipe crossing locations. As part of our analysis, Stantec’s surveying subconsultant, Coffey, will obtain elevations and locations on the exposed pipe sections at Station 353+00. In addition, data on the horizontal locates, vertical depth measurements, and surface profile over the pipe will be obtained. This information will be based on the datum established for the recent work on the 24” transmission line. Stantec will visually and with the use of GPS, survey cross-sections at approximately one- hundred feet (100’) intervals upstream and downstream of crossings. The distance upstream and downstream will vary based on the configuration of the river. Cross-sections will extend from top of bank to top of bank (approximately 20’ from the edge of the water). Stantec’s subconsultant, Coffey, will survey 27” pipe crossing locations and set vertical control at each crossing if it doesn’t presently exist. Trees and Willows line the banks of the river through the project area and may affect the improvements proposed. All tree trunks larger than three-inches (3”) in diameter and the perimeter of the stands of Willow will be surveyed. A BANCS assessment will be performed to quantify erosion hazard index and near bank stresses through each reach. Page 6 of 12 DocuSign Envelope ID: 16380877-C520-4696-9FFF-8C4726313E52 A Wolman pebble count will be conducted within the project reach to determine the D50 and D85 of the bed and bank material. This information will be used in combination with available hydrology and hydraulics data to estimate sediment transport competence and capacity through the existing reach. 2.4 Documentation Photographs will be taken along the pipeline alignment and of the river between Stations. The Team will use these to assess erosion potential and they may be used in the Project Memorandum. Task 3 – Alternative Analysis 3.1 Plan and Profile Sheet A plan & profile sheet will be prepared specifically for each crossing site. Aerial photography used for previous work will be included on the sheet. Horizontal and vertical location of the pipe will be placed on the sheet with stationing based on previous work. Location of trees and the outline of Willow groves, contours along the route, and location marker posts and appurtenances will also be shown. A 1”:50’ scale will be used and should be sufficient to show the detail needed for the proposed protection measures. 3.2 River Bed Stability Stantec will utilize the expertise of our Stream Restoration Group to assess the stability of the river bed and banks. Our analyses will estimate the stability of the river bed material, depth of bed movement under flood conditions, scour depth during a 100-year flood event, and lateral forces that could be encountered. Data processing and modeling will be performed using CADD, GIS, and RiverMorph software to do a basic scour analysis. Flow rate for the 100-year storm event will be determined by published data from FEMA or other reputable sources. 3.3 Alternatives Various alternatives have been used to protect pipeline crossing at Station 351+00 to 353+00. Most common practice is to encase the pipe, rebuild or armor the river banks or any combination of these three approaches. While this protects the pipe from impacts, it does not always prevent undercutting and complete exposure of the pipe and encasement. We have used various methods which have included deepening of the pipe and encasing the pipe in concrete that is attached to the bedrock, armoring the upstream and downstream sides of the pipe to a depth greater than anticipated bed migration, and placing the pipe on piers anchored to bedrock. Our stream restoration team may have additional geomorphic- based alternatives to protect the pipe in place. These will be carefully evaluated as part of this scope. Crossings are typically designed to cross perpendicular to the centerline of the river bed. So, realignment of the pipe to a perpendicular crossing will be considered. Other alternatives may exist and may be included in our assessment. Very quickly in the process we believe options can be reduced to within three (3) or less realistic and viable options for protection. Page 7 of 12 DocuSign Envelope ID: 16380877-C520-4696-9FFF-8C4726313E52 Alternatives to at-risk sections within the other eight crossing locations will be assessed and recommendation made in the technical memorandum. 3.4 Constructability Review Stantec will utilize the APDS process to include Hydro Construction in the design process. Their input on viable options will be invaluable since they can determine levels of constructability. It is anticipated that Hydro’s services will be done under separate contract with the City. 3.5 Opinion of Probable Construction Costs Stantec will utilize the APDS process to include Hydro Construction in the design process. It is anticipated that Hydro’s services will be done under separate contract with the City. 3.6 Permits and Coordination Working in the river and adjacent to Highway 14 may require permits, regardless of the fact the pipe lays within a (prescribed?) easement. Unless the work is considered an emergency, the Army Corps of Engineers (Omaha Branch) will need to be contacted, Fish and Wildlife may have restrictions on the time in which construction can occur, staging and access of equipment will be a concern of CDOT (Region 4), construction/installation of protective measures will likely require groundwater pumping which will require a CDPHE permit, and coordination with rafting companies are just a few items of coordination and possible permitting. Stantec will list possible permits and coordination as a reference should construction move forward after submittal of the Project Memorandum. 3.7 Project Memorandum The purpose of the activities outlined above, information and data collected, analyses performed, decisions made, costs determined, and recommendations will be summarized in a Project Memorandum suitable for City Staff consideration and review. The memo will include the following sections in a clear and concise format: • Executive Summary • Scope and Purpose • Methodologies used in development of alternatives • Evaluation of Alternatives • Conceptual Construction Costs, • Conclusion and Recommendations • Attachment/Appendix (i.e. Plan & Profile drawing). Task 4 - Administration 4.1 Stantec will perform in-house services to set up the project in our accounting system; prepare billings and status reports; schedule staff to meet the City’s requirements, and provide administrative duties as required to report the progress and cost of the work. Page 8 of 12 DocuSign Envelope ID: 16380877-C520-4696-9FFF-8C4726313E52 FEE ESTIMATE Exhibit B, as attached, summarizes the estimated staff hours and individual hourly rates, subconsultant costs, and expenses believed to be necessary to accomplish the Scope of Services outlined above. SCHEDULE No schedule has been prepared but it is Stantec’s intent to start work as soon as the scope and fee are approved by the City and a Notice-To-Proceed issued. DELIVERABLES The following deliverables will be forwarded to Utilities as requested. • Hard and electronic copies of agenda, minutes, logs, exhibits, drawings showing information and data obtained during this phase. • Stantec will set up a File Transfer Protocol (FTP) or Sharefile site for the transfer of project information. • Paper copies and a DVD or flash drive of the report prepared for this phase of the project. • Monthly progress updates/memos will be included with our invoices.
