Scope of Work

Project: Old Town Library Park Water and Sewer Rehabilitation and Replacement
Project Understanding
The predesign phase for the Zone 3 water and sewer R&R area identified the scope of
improvements that can be accomplished within the current project funding (Figure 1). This limit
of the work defines the first phase of the Old Town Library Park (OTLP) Water and Sewer
Improvements. It is anticipated the OTLP Phase 1 project limits may extend slightly to optimize
connections with existing utilities and/or improve service connections.

Final Design Phase
Objective: Prepare drawings and technical specifications for the project area using the city’s
APDS process for construction by the city’s APDS Contractor.
Task 5 – Develop Construction Documents
Objective: Refine design developed in the preliminary design phase and develop additional
drawings to form the project construction documents.
TASK 5.1 FINALIZE CONSTRUCTION LIMITS AND METHODS
Refine basemapping to incorporate meter data and sewer services from predesign.
Develop plan view design drawings to identify improvements, construction methods, and
reconnections to existing utilities
Identify approach for water service and meter improvements
Identify temporary water service plan
Identify wastewater flow management plan
TASK 5.2 PREPARE 60% DRAWINGS FOR SUBMITTAL
Develop full drawing set for updating construction cost estimate and city review.
Anticipated sheet list is as follows:
o Cover sheet
o General notes, legend, and abbreviations
o Overall Utility Plan (1-sheets)
o Mathews Street 4” Waterline replacement (2-sheet)
o Oak Street 4” waterline replacement (3-sheets)
o Whedbee Street 4” waterline replacement (3-sheets)
o Olive Street 6” waterline replacement (2-sheet)
o North Alley Sewer 6” Replacement Plan and Profile (1-sheet)
o South Alley Sewer 6” Replacement Plan and Profile (2-sheet)
o Water and sewer standard details (2-sheets)
o Water meter relocation details (2-sheets)
o Civil details (1-sheet)
TASK 5.3 DEVELOP PROJECT SPECIFICATIONS
Select and edit City standard technical specifications for application to OTLP project
scope (Div 02 – Site Work, Div 03 – Concrete, and Div 05 – Metals).
Develop project specific technical specifications to address work elements not covered
within the City’s Master Specifications. Anticipated project specific technical
specifications are summarized below:
o Pipe bursting
o Ground monitoring
o Fuseable PVC pipe (or equal)
o Wastewater Flow Management Plan (Bypass Pumping Plan)
Submit specifications for review between project progress meetings

TASK 5.4 PREPARE 90% CONSTRUCTION DOCUMENTS FOR COST RECONCILIATION
Discuss and address City/Contractor review comments from 60% drawing submittal and
interim review of project specifications
Update 60% drawings and submit 90% for cost reconciliation process
Attend reconciliation meeting
TASK 5.5 PREPARE FINAL CONSTRUCTION DOCUMENTS
Finalize drawings based on City/Contractor comments during reconciliation process.
Submit Issue for Construction (IFC) drawings.
Key Assumptions:
Contractor will prepared dewatering permit as required
Floodplain use permit not required as scope does not alter surface grades and
materials/equipment will be stored outside the floodway.
Deliverables:
PDFs for 60% and 90% submittals
PDFs and 2 full sized drawing sets and hard copy specifications for IFC submittal
