We are excited to have the opportunity to work with the City once again as we have had great experiences working with City staff on previous projects. Custom Solar has carefully read all the provisions in the RFP, reviewed provided drawing sets, attended the pre proposal meeting and has received 2 addendums. Custom Solar accepts the conditions of the RFP. Custom Solar plans to complete the work with all in- house staff. The following proposal is for a Service Agreement to perform on-call pre-construction design, cost estimating, and installation services for fully integrated PV systems for the City of Fort Collins. This proposal also includes pricing for installing PV systems at the Timberline Recycling Center and Light & Power Utility Vehicle Storage Building. Our integrated “design/build” service model includes a team of in-house licensed professional engineers, NABCEP certified installers and ICC Class A General Building contractors, making Custom Solar uniquely qualified to successfully fulfill our commitment to install the highest-value, most-reliable solar electric system for the City of Fort Collins. We bring the highest level of professionalism to every project. This solar project aligns with our core competencies as solar EPC contractors and project developers. Our management team is very experienced in design/build for commercial solar projects for large government entities with multiple stakeholders. Sales and engineering are encouraged to consider repurposing and/or reusing components of systems that we are contracted to repair and restore. Leftover materials are reused or recycled at a local recycling center. In the office, Custom Solar minimizes paper by emailing proposals and manuals to customers and by encouraging employees to limit printing. We have a reputation for working with a light touch and minimizing disturbances, noise (no boom boxes) and environmental impacts. Our successful 500kW installation of a ballasted ground mount for Denver Public Schools, on a closed landfill, in a residential neighborhood demonstrated our sensitivities to the local community and our commitment to minimize impacts through creative engineering and our collaborative design/build process. Custom Solar contributes as leaders in the local community, founding, organizing and sponsoring environmental stewardship events such as The Flagstaff Trash Bash, an annual grassroots trash cleanup event for the past 15 years in partnership with the City of Boulder. Custom Solar is also a member of the Colorado Green Building Guild, partner to The Center for Resource Conservation, and since 2007 a contributing member of COSEIA (Colorado Solar Energy Industry Association), an award winning nonprofit committed to expanding solar opportunities. Willie Mein, owner and founder of Custom Solar has a ten-year history of service as a board member for the Flatirons Climbing Council (President, VP and Treasurer), a local nonprofit advocating for responsible use of natural resources with the City of Boulder. He has served in advisory capacity to the Governor’s Energy Task force under Governor Ritter, and is currently serving a second term as a member of the COSEIA Board of Directors. Custom Solar works with residential, commercial and government clients. Custom Solar is in good financial standing and can meet both the performance bonding and insurance requirements described in the RFP and addendums. Custom Solar has grown organically through word of mouth referrals and repeat customers, is owned and managed by the original founders and has been profitable and financially stable for ten years. All products proposed/installed will be listed in the Fort Collins Utility Eligible Equipment List. 3 Project Team (Key Personnel) The lead and principal contact person for the entire proposal is Travis Lenberg. This team will also serve as the quality assurance and O&M team. Gardner "Willie" Mein (accounts@customsolar.us) is the General Manager for Custom Solar over seeing all operations and is the person having proper authority to make formal commitment on behalf of Custom Solar. Kay Anderson (accounts@customsolar.us) is responsible for communication and accounting. Custom Solar and its team hold a handful of licenses and certification which include but are not limited to licensed professional engineers, NABCEP certified PV installers, licensed electricians and ICC Class A General Building contractors. Bios have been attached for the entire team whom may be involved in the design, permitting and installation of the PV system. Bios can be found in the Appendix. Quality Custom Solar business model is centered around delivering high quality systems and customer service. Since 2008 Custom Solar has grown organically through word of mouth referrals with very little marketing. Custom Solar performs onsite site inspections prior to developing final plan sets to ensure smooth installations in the field. Our installation teams are lead by a NABCEP certified installers and all projects are reviewed following the installation by our O&M team to make sure the installation meets our quality standards. All of our projects are equipped with data monitoring systems and are monitored by our O&M team through the duration of our warranty Safety Record Custom Solar will provide a site specific safety plan for the project. This plan will detail personal protection equipment for the duration of the job, roof safety and electrical safety. It is our practice as a company to provide site specific safety plans for every job we install, detailing appropriate roof safety and directions in case of an emergency. We strive to keep a safe working environment for our team and those around us. Insurance & Bonding Custom Solar can meet all insurance requirements. Sample insurance certificate indicating compliance with insurance requirements is attached in the appendix. Custom Solar can meet the requirements for performance bonding if required on a project. Our team has experience financing, owning, operating and maintaining PV systems of similar size and complexity, under power Purchase Agreements. Custom solar has experience working successfully with federal, state, municipal and other public entities. Custom Solar has installed many systems under a Power Purchase Agreement (PPA), either through self financing the projects or working with another financing partner. Custom Solar currently owns and operates 6 PV systems operated under a PPA with different entities such as Boulder County, Boulder Valley School District, Greeley School District 6 and the Urban Land Conservancy. Custom Solar has a great deal of experience working with all of the utility companies across the Front Range including Fort Collins Utilities. We have worked with Norm Weaver (now Rhonda Gatske) on several residential and commercial projects in the past and can assist the City with any necessary documentation required for the system interconnection. We have full time staff members dedicated to working with local utilities to submit for available incentives and interconnection requirements. Custom Solar has and installed capacity of 6 MW with approximately 2-3MW of installed commercial in the past 3 years. Custom Solar has a standard product offering that has had a proven track record for reliability in the field. Custom Solar takes pride in our workmanship quality, and customer relations. We have built our business organically based on customer referrals and repeat customers rather than extensive marketing efforts. We provide 10 year workmanship warranties on all of the systems we install and actively monitor them to resolve issues prior to our customers reporting them to us. Please see our commercial references attached in the appendix. Project Approach Custom Solar approaches projects strategically by organizing an overall plan and timeline for each project, setting goals and quality assurance measures for each department of work. From sales to procurement, to project planning and installation, our diversified team is constantly working and planning every stage of a job from start to completion. Custom Solar will work the City of Fort Collins to determine the best design to fit each particular site and execute the installation in a timely manner. We will provide data monitoring for each site and will train City staff at the end of each project. Staff training will include hazard identification, system shut down procedures, identification of performance issues and monitoring portal access. An O&M manual will be left onsite with as-built drawings for City staff use as well as for the maintenance team. 5 Cost/Pricing Custom Solar agrees to work with the City of Fort Collins to perform consultation, design and installation services under a service agreement. Design services can be engaged for preliminary reviews of potential sites as well as full project designs prior to engaging in full installation services. Custom Solar agrees to bill at the following rates as noted below: Billing Schedule: Project Engineer/Designer $95/hr Electrician $95/hr PV Crew Lead $95/hr Installer $65/hr Materials Cost + 10% Schedule Custom Solar can provide Design and Consultation Services as needed with 1 week notice. Service work can be scheduled 1-3 weeks from notification. New project installations can be completed within 3 months of notice to proceed. Work Order 1 - Light & Power Utility Vehicle Storage Building Custom Solar has reviewed the building plans and completed an on-site walk for the Storage Building. The facility is a great candidate for the installation of a PV system and the standing seam metal roof is well suited for solar. Based on our review the Roof can easily support 80kW or more as desired by the City although the buildings current electrical service (200A) limits the system size to a maximum of 56kW-AC. If the service size to the building where to increase we could support the full 80kW and we can look further into this if awarded the project. The preliminary layout below shows the approximate area required for a 60kW system shown in purple and an 80kW system with the panels shown in grey. 6 Given the current electrical service is rated at 200A we propose installing a 60kW-DC system connected to (4) 14kW inverters outputting 155A before NEC safety factors. This system will allow us to connect to the existing wiring at the building with no modifications to transformers or underground feeders. The proposed system is comprised of (176) Sunpower 340W panels. Sunpower panels are American made and come with a 25 year warranty from a very stable manufacture that has been around for well over 25 years. The DC/AC ratio for the system is very favorable at 1.07 result in an annual production of 75,704kWh/yr as shown in the PV watts report below. The production is based on an Azimuth of 90° (due East) and 5°. The solar production accounts for approximately 1,170% of the facilities annual usage. It is our understanding that the City has an agreement with the utility to exceed the standard 120% rule and a project of this size is acceptable. The Turn-Key Price for the 59.84kW Sunpower system is as follows: Design $7,739 Materials $85,122 Installation Services $24,639 System Cost (Tax Exempt) $117,500 Bonding 3% $3,525 Total Cost (Does not include rebates or incentives) $121,025 Design services can be engaged separate from system implementation. Work Order 2 - Timberline Recycling Center Custom Solar has reviewed the building plans and completed an on-site walk for the Timberline Facility. The facility is well suited for a ground mounted array. Based on our review of the site it can easily support 20kW or more as desired by the City and the electrical services allows for a breaker interconnection. The preliminary layout below shows the approximate area required for a 20kW system with the panels shown in grey. 7 Given the current service is rated at 400A we propose installing a 20kW-DC system connected to (1) 14kW inverter and (1) 5.2kW inverter. This system will allow us to connect to the existing panel with an 80A breaker and no modifications to the service. The proposed system is comprised of (58) Sunpower 340W panels. Sunpower panels are American made and come with a 25 year warranty from a very stable manufacture that has been around for well over 25 years. The DC/AC ratio for the system is very favorable at 1.03 result in an annual production of 29,962kWh/yr as shown in the PV watts report below. The production is based on an Azimuth of 180° (due South) and 30°. The solar production accounts for approximately 247% of the facilities annual usage. It is our understanding that the City has an agreement with the utility to exceed the standard 120% rule and a project of this size is acceptable. PV System Location See Appendix for additional details. Array sited 5' from north fence and 5' from west fence. 8 The Turn-Key Price for the 19.72kW Sunpower system is as follows: Design $3,442 Materials $39,858 Installation Services $15,000 System Cost (Tax Exempt) $58,300 Bonding 3% $1,749 Total Cost (Does not include rebates or incentives) $60,049 Design services can be engaged separate from system implementation. Pricing Excludes: Taxes, prevailing wages, fencing, grading, site restoration outside of trenching and reseeding, extensive permitting efforts such as variance requests, land surveys, flood plain surveys etc. Pricing assumes the existing underground conduit can be used and is in good condition. Pricing assumes standard 2' diameter concrete foundations with a depth of 5-7' can be used on the site. Materials/Equipment All equipment to be installed is planned to come from US based companies with North American manufacturing. Custom Solar is uniquely positioned in that we have access to virtually every product on the market and can make substitutions to meet customer preferences ranging from high value products to the best products available on the market. Panels Custom Solar is a leading Sunpower dealer for both commercial and residential products with exceptional pricing on Sunpower systems. Sunpower is the industry leader in both quality and efficiency, backing the products with a 25 years warranty that encompasses production, product defects, shipping and labor for replacement. The projects below are planned to utilizes Sunpower P17 340W panels which is Sunpower's high value line of products that is backed by the industries best warranty. The panel offers a low cost solution with high reliability. If preferred we can price the same size system using Sunpower high efficiency panels or another Tier 1 manufacture such as Canadian Solar. The P17 was chosen for its price point and warranty terms. Inverters Custom Solar works with a handful of inverter companies that have a track record of reliability. Solectria inverters are planned for the installation of these systems. Solectria has a great line of inverters that are well suited for ground mounted systems and roof mounted systems with minimum to know shading issues. Solectria inverters are currently in use on the cities Utilities Administration Building. Racking Unirac racking has been specified for the installation of both the ground mounted system and the roof mounted system. Unirac is based out of New Mexico and we have installed the product on nearly every projects since 2008 with great success. Monitoring 9 Custom Solar provides data monitoring for every system installed. For these systems we plan to install an egauge data monitoring system to record current and historical power and energy. An ethernet jack is requested to be installed near the electrical interconnection points to allow the egauge to have a reliable internet connection. The monitoring system provided for this system is manufactured by Egauge Systems. The monitoring system has been used on several commercial sites including on City of Fort Collins facilities. The monitoring system will provide information on the performance and health of the system by recording panel temperature and solar irradiance to develop a model of expected production. The monitoring system will report instantaneous power production information accessible via a web based portal with access given to the installer, owner and any third party users. The basic monitoring will record both energy and power of the inverters onsite and compare it to the modeled energy output. The system will send alerts to the maintenance staff when the system is underperforming or when the system is down so that issues can be immediately resolved. Custom Solar plans to connect the monitoring system via an Ethernet connection to the Cities internet network to establish the most reliable internet connection available. There are no ongoing fees associated with the Egauge when installed using an internet connection. If there is no service available a cellular modem service can be added to allow remote monitoring of the system. The system performances will be measured and compared to the expected performance by comparing the actual performance to the expected performance as calculated in the following formula: System Adjustment Factors: 1. There are several friendly public views available on the Egauge portal as well as a more comprehensive view used for maintaining the system and analyzing the performance of the system. The portal keeps track of individual inverter performance, alarms, status alongside weather data. Willie designed and built his first solar thermal hot water system and solar oven in 1978. He has worked as an engineer for The City of San Francisco Department of Public Works and for small private engineering firm, InSituTech. From 1999 to 2007, Willie managed the engineering systems at the Laboratory for Atmospheric and Space Physics, a solar science research arm of the University of Colorado. Prior to launching Custom Solar, Willie served as General Manager for Simple Solar and as VP of Operations for Lighthouse Solar. Willie has a B.A. in Mathematics from the University of Colorado and a B.S. in Civil Engineering from San Francisco State University. Willie is an ICC Certified Class A General Contractor, a former NABCEP certified solar thermal installer, and a former NABCEP certified solar PV installer. He is a licensed Professional Engineer in good standing in the states of California and Colorado. Kay Anderson – Business Manager Kay brings twenty-five years of business management to Custom Solar. She has extensive experience setting up small businesses administratively. This includes contract negotiations, systems setup and maintenance, accounting setup/oversight and general business planning/troubleshooting. Most recently, her focus has been to support green small businesses and non-profits. Her past experience includes set up and overseeing the administrative needs of a new and rapidly growing natural foods grocery store chain with over 1,000 employees, 10 stores and sales of $100 million a year. She also co-owned a chiropractic business for ten years. Kay grew up in a suburb of Minneapolis, Minnesota and studied business and accounting at the University of Minnesota and at Metro State College in Denver Colorado. Kay oversees all business and financial aspects of Custom Solar projects, including accounting, payroll and contract review. Travis Lenberg, P.E. – Project Engineer/ Project Manager, Licensed Professional Engineer, NABCEP Certified Solar Thermal, PV Installer Travis is a NABCEP Certified PV and ST Installer who holds a B.S. in Mechanical Engineering with a Minor in Business Management from the University of Colorado. He brings expertise in construction, engineering and PV design as Custom Solar’s lead project engineer/manager. He has designed and managed over 500 projects of varying sizes and designs over the past eight years of employment. Travis worked as a crew manager for five years at Discount Tire Co. and with Kiewit Western Co., managing large industrial construction projects. Travis has been responsible for the successful completion of Custom Solar's installation at Natural Bridges National Monument, Alamosa Recreation Center, Place Middle School, and was the lead project manager on commercial installations for the Laramie County School District in Wyoming and the Philips Center. Benjamin Felson – Project Manager - NABCEP Certified PV Installer Ben coordinates and manages the majority of Custom Solar's jobs and is the main point of contact for the installation phase of the project.
