(LTE) is pleased to provide the City of Fort Collins (the City) with this proposal for environmental consultation of an undocumented dump located at Bobcat Ridge Natural Area located a 10200 W CR 32C in Loveland, Colorado (Site). BACKGROUND The City informed LTE that the undocumented dump was discovered recently while completing general management activities of the Bobcat Natural Area. LTE was also supplied a copy of a Phase I Environmental Site Assessment, Pulliam Trust Property, 8281 West County Road 32 C, Loveland, Colorado prepared by Walsh Environmental Scientist and Engineers, LLC dated November 17, 2003. The Phase I Environmental Site Assessment (ESA) included portions of the Bobcat Ridge Natural Area, including the area where the undocumented dump occurred. Review of the Phase I ESA indicated that the former owner knew of a location at the Site where twine, wire and other fencing materials had historically been dumped, but the location of this dumped material was not located as part of the Phase I ESA. LTE also completed a site visit on August 29, 2017 with City staff to make observation of the undocumented dump. SCOPE OF WORK Based on the information supplied by the City and our site visit, LTE has established the following scope of work: Task 1 – Initial Site Visit LTE completed an initial site visit with City staff on August 29, 2017 to evaluate the limits and contents of the undocumented dump. LTE collected information related to the location of the undocumented dump at the Site, the waste composition and collect samples of suspect building materials for evaluation by a Certified Asbestos Building Inspector (CABI) for determination as regulated contaminated asbestos soil (RACS). Reed, A. Page 2 Task 2 – Historical Review of Uncontrolled Dump LTE will review available historical aerial photographs to evaluate a timeline for the use of the undocumented dump. LTE will use images on Google Earth, those the City may have readily available and those that Colorado Aerial Photo Service (CAPS) supplies. LTE will attempted to use the available aerials to determine if the undocumented dump was utilized after 1967 after the passage of the Solid Waste Regulations Act. If waste was placed in the undocumented dump after 1967 it will be subject to the Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division (HMWMD), Regulations Pertaining to Solid Waste Sites and Facilities (6 CCR 1007-2, Part 1). Task 3 – Environmental Consultation and Reporting Using the information obtained during the site visit and through the review if available aerial photographs, LTE will supply the City with a written report. The written report will include a summary of the site visit activities, the CABI’s determination regarding the sampled suspect building materials as RACS, summary of the aerial photograph review and recommendation regarding the need to notify the CDPHE, HMWMD of the undocumented dump. Task 4 – Undocumented Dump Management Plan and Cost Estimate To further assist the City with decisions on management of the undocumented dump, LTE will develop a management plan. The management plan will be developed, so the City, if needed, can comply with applicable regulations. LTE will then complete a site visit with possible remediation contractors to give the City an understanding of the costs for mitigation and restoration of the undocumented dump, as well as possible future management requirements which may be require by the CDPHE, HMWMD should it be determined the undocumented dump falls under regulations (6 CCR 1007-2, Part 1). COST ESTIMATE The cost estimate is based on time and materials. The detailed cost estimate is attached as Table 1. Reed, A.
