A, WINDSOR, COLORADO 80550 TEL. 970.674.3300 – FAX 970.674.3303 January 30, 2017 Add Service August 30, 2017 Ms. Suzanne Bassinger City of Fort Collins Park Planning and Development PO Box 580 Fort Collins, CO 80522-0580 Fossil Creek Drive Trail Project Description and Scope of Services Dear Suzanne, Attached is the project scope and description: Description Interwest will work with your department to prepare construction documents for a new recreation trail from Shields to College Avenue along Fossil Creek Drive and Fossil Creek. The total length of new trail will be approximately 6,000 linear feet. Three (3) bridge crossings of Fossil Creek will be required. The project will be bid as a standard Fort Collins parks/trails project (no CDOT involvement). This trail project will connect to the railroad tunnel currently under construction. Scope of Services (see attached spreadsheet for sub-tasks and estimate of fees/hours) 30% Trail Plans – Interwest will create a base map for the project based on the survey provided by the City. Interwest will prepare a preliminary plan and profile for the project to determine limits of impact to the right of way, adjacent properties, and Fossil Creek. Interwest will prepare a conceptual level cost estimate at this stage of design. This design will be provided to the City for review and comment. After the review period, Interwest will move straight into 100% plans (below) with the horizontal and vertical 30% design as the basis for the plans. Estimated Fee: $12,320 Trail Plans – Plan, Profile, Cross Sections – Interwest will prepare plan, profile and cross section design of the trail. These sheets will be prepared at an appropriate scale for a D size sheet. The plan and profiles sheets will show the locations and lengths of the pedestrian bridges on the route. Plan sheets will show utilities, fences, culverts, etc. that will need to be removed or relocated with the project. Estimated Fee: $16,792 Trail Plans – Grading, Drainage and Erosion Control Plans – Interwest will use the vertical design in the profiles to create a grading plan for the project. This plan will also be used to define changes to drainage around the trail. Culverts on the route will be replaced with a similar sized culvert (they will not be sized for any particular design storm). Required erosion control measures will be shown on this plan. Estimated Fee: $9,144 Trail Plans – Quantities and Estimates – Interwest will prepare bid quantities and provide construction estimates throughout the project design. The City will provide specifics as to bid items for private improvements that will be rebuild on adjacent private property (i.e. custom fences and gates). Estimated Fee: $8,252 Trail Plans - Construction Specifications – Interwest will prepare construction specifications for the proposed trail. We will want to start these specifications with old specs prepared for a locally funded project (Poudre Trail replacement projects). Estimated Fee: $3,888 Meetings & Coordination – Interwest will meet with City staff and the project team as necessary. This task also includes project management and coordination throughout. Estimated Fee: $5,304 Pedestrian Bridge Abutment Design – SAN Engineering will design the foundation system to support the three proposed pedestrian bridges. The size and type of the pedestrian bridge abutment and foundation system will be dependent upon the criteria set forth from the geotechnical investigation. Estimated Fee: $18,940 Geotechnical Investigation – Bridges Abutments – Earth Engineering Consultants (EEC) will provide geotechnical services to develop the required geotechnical design and construction criteria appropriate for the project. EEC proposes to conduct two borings in the area of each bridge location for a total of six borings. EEC will prepare a soils report detailing the bore log and provide structural recommendations related to the soil type. The fee below assumes that all six holes will be drilled in one day, that all of the sites are accessible by a tire mounted drill rig, and that no traffic control will be required. Estimated Fee: $5,044 Add Service: Environmental Clearances – Pinyon will provide services to complete environmental permitting associated with the project. Please see attached detailed scope of services for Pinyon’s work. Estimated Fee: $22,024 Add Service: Survey and Legal Descriptions – King Surveyors will provide services to prepare legal descriptions associated with property acquisition along the southern side of Fossil Creek Drive. King will also be available to collect additional topo as need for the tie in to the existing trail that was built with the tunnel project and survey the limits of wetlands as delineated by Pinyon. Estimated Fee: $4,000 Reimbursable Expenses – for prints, mileage, and deliveries, etc. Estimated Fee: $1,400 Total Fee: $81,084 Add Service: $26,024 Total Fee: $107,108 Assumptions– 1. All surveying services will be provided by the City of Fort Collins (including legals for easements). 2. Hydraulic Modeling and Reports will be prepared by Anderson Consulting Engineers under a separate agreement with the City. 3. The City will provide the coordination necessary for utility relocations and acquisition of easements and impacts to private property along the route. 4. Utility locating and potholing (if required) will be provided by others. 5. No Federal or CDOT funds are associated with this project. 6. No environmental services are anticipated for the project. 7. Construction services and Record Drawings are not included as part of this contract. Schedule We can proceed immediately with the 30% design plans. (Pinyon), is pleased to present this proposal to complete environmental support for the Fossil Creek Drive Trail Project. Pinyon understands that Interwest Consulting Group (Interwest) is contracting with the City of Fort Collins to provide engineering design services related to the construction of the new Fossil Creek Drive Trail. Pinyon’s role would be to support Interwest and the City of Fort Collins with environmental permitting services. Pinyon understands this project will be funded by the City of Fort Collins and federal funding will not be utilized. It has been determined that Waters of the U.S. as defined by Section 404 of the Clean Water Act will be impacted by the project; therefore, a National Environmental Policy Act (NEPA) study in compliance with US Army Corp of Engineers (USACE) requirements will be required for the USACE jurisdictional area of the project. For this project, Pinyon will complete a wetland delineation in accordance with USACE requirements, a US Fish and Wildlife Service (USFWS) threatened and endangered species general habitat survey, and a National Historic Preservation Act Section 106 Cultural Resources Review as outlined in Attachment A. Pinyon assumes that each deliverable will have two rounds of review/revision/comment; the first by Interwest and the second by the City of Fort Collins. Pinyon assumes the field survey for biological resources would occur over one day by a team of two people. A separate survey for historic resources and archeological resources would be conducted over one day by a historian and archeologist. If additional project elements are added, or if the scope of work/design elements change after the field surveys have been completed, then additional costs would be incurred in order to collect additional data that is pertinent to the revised study area and/or project design. Interwest will provide up to a scoping level of plans (e.g., 15% that encompasses the maximum project disturbance footprint) so that Pinyon, Interwest, and the City of Fort Collins can agree on the study area boundary prior to any field work. It is assumed that resource work/clearances will follow USACE processes unless otherwise noted. The project duration is assumed to be six months; if the project duration is extended, a change order may be required. The schedule assumes that all fieldwork would occur when vegetation is growing and can be speciated. Pinyon may be able to conduct off-season field surveys; however, if not all indicators are present, the survey would likely be more conservative than if conducted during the growing season. Should the survey proceed outside the growing season to accommodate the implementation schedule and a regulatory agency requires revisitation during the growing season, addition scope and fee will be required. The permitting documentation is design- dependent, as an impact evaluation is required, and may not be available until or after design plans have been finalized. After field work is completed, Pinyon will provide GIS or KML mapping of the relevant features to Interwest for confirmation that all areas of impact are within the study area and ultimately for impact assessment. Details regarding Pinyon’s estimated scope of work, assumptions, and deliverables are presented in Attachment A. Pinyon estimates the cost to complete this project, in accordance with the outlined services, will be approximately $22,024.30 (Table 2). Pinyon will invoice on a time and materials basis, in accordance with our 2017 Standard Rates. The authorized amount will not be exceeded without prior approval. To authorize the outlined scope of services, please issue a subconsultant agreement for review and execution. This scope, and associated fee, are preliminary and are subject to final scoping with the City of Fort Collins and Interwest. Further, additional revision and/or refinement may be necessary as design advancement and design decisions are made. Task Scope of Work Summary Deliverables General Project Management General project management, contract administration, invoicing, and coordination regarding design and permitting. All meetings will be attended via phone. Project duration is assumed to be six months. Progress meeting (2) Agency coordination meeting (2) • Monthly invoices • Progress reports Wetlands/ Waters of the US Pinyon will complete wetland delineation in accordance with U.S. Army Corps of Engineers (USACE) protocols, where disturbances are expected (e.g., within the project footprint, and along presumed access/haul roads and staging areas) within the USACE jurisdictional areas. Interwest will provide these study areas prior to field surveys. Geographic Information System (GIS) data will be provided for incorporation into the project plans, and for impact analysis during advanced design. Pinyon assumes that Interwest will calculate wetland impacts using the provided GIS data. The field survey will be completed by two Pinyon biologists over a one-day period. Field survey for wetlands/waters of the US and threatened and endangered species to be completed concurrently; those fees are included with the wetland task. Impacts to Waters of the U.S., including wetlands, are presumed to less than 0.1 acre; therefore, mitigation will not be required. It is assumed that impacts will be permitted under a USACE Nationwide Permit (likely 13 for Bank Stabilization). Pinyon will draft the Preconstruction Notification to the USACE. An Individual Permit is assumed not to be required. • GIS data files • Pre-Construction Notification to the USACE Task Scope of Work Summary Deliverables Fish and Wildlife, Threatened and Endangered Species Pinyon will evaluate habitat for federally listed and state-listed species, and document within a US Fish and Wildlife Service (USFWS) Request for Concurrence Letter, if applicable. Only a habitat assessment will be conducted; a species-specific survey is not included in this scope. Assumes a Biological Assessment will not be required. Given the limited disturbance that will result from the project, Pinyon assumes that the impact assessment will reveal a No Effect or May Affect, But Not Likely to Adversely Affect to Federally listed species. Pinyon will prepare a concurrence letter, to be submitted to the USFWS by USACE, if applicable. A Biological Assessment will not be completed for this project. • USFWS Request for Concurrence Letter (if applicable) Historic Resources Pinyon will develop an Area of Potential Effects (APE), in coordination with USACE. It is assumed that the APE will surround those same survey areas noted for the wetland evaluation. Once the APE is established, Pinyon will evaluate historic resources within the APE. Pinyon will research the Office of Archeology and Historic Preservation (OAHP) COMPASS database, topographic maps, and local assessor data for the presence of potential historic resources within the APE. Further, a Pinyon historian will complete a field survey within the APE for previously un-recorded resources. Pinyon assumes an archeological survey is not required. Pinyon will complete up to 1 eligibility site form and complete an effects determination, both of which will be documented in an Eligibility and Effects Letter submitted to USACE for review and submittal to the State Historic Preservation Officer (SHPO). Pinyon assumes that there is no adverse effect. • 1 Site Form • Eligibility and Effects Letter Archeology Pinyon’s archeologist will complete a field survey within the APE for previously un-recorded resources. It is assumed that no archeological artifacts will be identified and that only a Limited Results Report will be required.
