ADDENDUM NO. 1
SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of RFP 8447: JD Edwards EnterpriseOne Managed Services
OPENING DATE: 3:00 PM (Our Clock) January 25, 2017
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1) Pricing Model – It appears the City would approve of a pricing model that would include a
monthly CNC Managed Service fee with Application and Development support billed at an
hourly time and materials rate. Please confirm.
Answer: We would consider either but want the ability to select either based upon
pricing and our use history.
2) Would the City consider a fixed budget bucket for Application and Development support in
a monthly or quarterly amount or just an hourly rate?
Answer: See #1.
3) Does the City require DBA support as part of the proposed services?
Answer: While we do not require DBA support at this time, we would like to see it
quoted as a separate item for consideration in case we need those services
in the future.
4) Client References – Will the City consider/review Managed Services Clients of similar
scope along with Public Sector references?
Answer: Yes. Our preference is to see references for work done with public agencies
similar to ours, for work similar to ours. If you have not worked with other
public agencies similar to us; tell us what experience you have that is most
directly relatable to our scenario.
5) Interview week 2/3-10? That is a Friday to Friday. Please confirm the open dates for an
onsite interview?
Answer: If we need to proceed to an oral interview round, it would most likely be during
the week ending February 10, 2017. The week ending February 3 will most
likely not give our team enough time to complete the review and scoring of
the written proposals. The RFP is asking vendors to tell us what your
Availability looks like during that two-week period.
6) Will an offshore solution be considered for off hours support and monitoring?
Answer: Preference is for a USA-based service provider. Also; our preference is for a
dedicated support team so that we are talking to the same two or three
persons whenever we interact with our awarded vendor.
7) The RFP states this is not for the upcoming 9.2 upgrade however in the Scope of Services
it lists both Version and Tools upgrades. Can you please clarify? Should our pricing
include these projects or is it just a qualification of the firm you choose that they have
these qualifications?
Answer: You may price either way, but if you include the 9.2 upgrade in the pricing
please also quote with it not included in the pricing. We would expect the
awarded vendor to be capable of supporting the 9.2 upgrade. The intent of
the language in the RFP is that the City of Fort Collins retains the right to
award the 9.2 upgrade otherwise and it is not guaranteed to the vendor
awarded this RFP.

8) Does City of Fort Collins have any in house team for the said support? if yes , will you be
able to provide us the details.
Answer: The City of Fort Collins has a dedicated ERP team.
9) What will be the frequency for Package Management?
Answer: That is difficult to predict. The City manages packages as needed and we do
not deploy packages just to keep on the latest JDE code revisions.
Historically the City typically does 4-10 full packages in all three of our
environments each year and 50-75 update packages per year per
environment depending on specific issues we are trying to resolve.
10) What will be the frequency for Environment Refresh including data and path code/object
refresh?
Answer: That cannot be predicted but is dictated by need, they have been relatively
infrequent. The City almost always uses our own DBA to refresh data. The
City does not typically do the Path Code and Object refresh.
11) Is System Administration is related to JDE Only? Please provide details.
Answer: Yes, Administration is JDE only. The applicant should provide what JDE
Administration they include in their response.
12) Are any other CNC duties as required (can you please specify what the City is looking
for)?
Answer: Other CNC duties may be required and depend on need or limited City
resources.
13) Are you covered under Oracle Support?
Answer: Yes, and that will not change.
14) Do you have any user manuals or support documents to provide Comprehensive
Application Support?
Answer: I am not sure what is being asked. We have Oracle documentation and we
maintain our own Admin and Trouble-shooting guides to support JDE. If you
are asking about applications and customizations we have written, we have
user training and documentation for developers or system analysts, but they
are not written for support outside of our ERP team.
15) Are any other application duties as required such as year-end support (1099, ACA, W2),
integrity Reporting, rollover, etc. If yes, can you provide us the details?
Answer: If problems arise we may reach out for assistance or additional resource.
16) Are any other development duties as required? Will you be able to provide us with more
details?
Answer: That cannot be predicted. To date we have performed development and
customizations in house reaching out to our CNC for guidance, best practice,
and education.

17) Have you done any modifications to the STD applications or reports? If yes, How many
modifications?
Answer: We have made changes to the JDE applications. We have made change to
approximately 115 JDE objects which include Applications, UBE’s,
Templates, Views and NER’s. We have documented all the changes making
it easier to reapply them as needed.
18) Have you developed any new applications or reports? How many applications if yes.
Answer: Yes we have added our own applications and reports. We have
approximately 100 applications and 200 to 300 active reports.
19) Is being an Oracle Platinum business partner a true deal breaker?
Answer: Preference is for an Oracle Platinum business partner. JDE is our core ERP
application and as with other technologies in use by the City, we prefer the
highest level of partnership in our service vendors to ensure the best possible
relationship with the technology vendor.
20) With ESU applications and Vertex tax updates being part of the requirements will there be
dual support from Oracle with this being more CNC?
Answer: Typically the City only works with the CNC for ESU applications and Vertex
tax updates.
