Description of BID 8463: 8463 TIMBERLINE RECYCLING CENTER HAULING

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

1) What extent is the contractor obligated to do repairs on the equipment owned by the
City or is the contractor only obligated to inform the City?
Answer: Contractor is not obligated to do repairs, only to inform the City when
breakdowns occur or when equipment problems are observed.
2) Hauling contractors have limited ability to provide snow removal and/or ice treatment,
is this requirement to notify the City when there is an issue or is the City expecting the
contractor to provide this service and if this is the case how is the City expecting the
pricing to be presented since this would be a case by case basis and could not be
included in the rate sheet as it is currently outlined?
Answer: The City hires a separate contractor to perform snow removal and to spread
ice-melt products at the Recycling Center
3) What is the contract term?
Answer: It will be a one-year Services Agreement with up to four (4) optional one-year
renewals, or a maximum of five (5) years total. The current agreement (which this will
be replacing) has run for the maximum 5-year term.
4) 20.a.2 in the sample Services Agreement (included in the Bid document) says we will
participate in either e-Verify program (Federal) or the Department Program (Colorado),
but 20.c says we are prohibited from using the e-Verify or Department program. Am I
reading this wrong? Can I get some clarification?
Answer: 20. Prohibition Against Employing Illegal Aliens is required language
in contracts for public agencies in Colorado, which prohibits public agencies
from contracting with firms that knowingly employ illegal aliens. 20.c says the
Service Provider cannot use either program to pre-screen job applicants prior to
hire. What this means is, the Service Provider conducts their normal hiring
process, makes the decision to hire or not hire, then uses e-Verify or the
Department Program to confirm or deny the candidate’s status as an illegal
alien.
