Description of RFP 8409: Parking Technology

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. In order to benefit from the latest technology and best user interface, would a color display
be acceptable?
Color displays would be considered for pay stations as an option.
2. Which bank acquirer is used by the City?
Chase Bank
3. Should the credit card reader be EMV certified? If so, should the End2End solution be
EMV certified?
Section 1.1.1.4.11 indicates: "As part of their Proposal, the contractor shall
identify potential cost savings associated with a non-EMV solution. The
contractor may propose a complete, non-EMV based credit card solution, but
must also provide a proposed solution and cost for an EMV-compliant system as
specified in these requirements."
4. Due to the scope of the project, can the deadline for proposals be extended beyond
November 22, 2016?
RFP due date will be changed to Wednesday, 12/7/16.
5. In regards to 5.2.8, is it a requirement that the mobile application must have the ability to
read QR codes for additional information?
Yes, please refer to section 5.2.8
6. Please confirm that all off-street parking is paid parking without a free 2 hour period.
Parking structures and lots are restricted to both permit parking as well as timed
parking. Structures currently have zones allocated to "first hour free". Several
lots also have 2-hour parking zones.
7. Are any of the off-street lots or structures gated?
Currently, 2 structures are gated and are identified in Phase III of the project.
Please note that work on Old Town Parking Structure and/or Civic Center
Parking structure may be required to commence as early as summer 2017. This
will be finalized during requirements review once an award has been made.
8. Will you accept a standalone response that provides a solution that can integrate with a
variety of hardware providers?
Due to the complexity of the integrations being sought, the City is requesting
vendors to submit joint proposals in order to propose a total integrated solution.
9. Will the city provide any infrastructures? For example power and data?
Power and data will be provided to centralized vault locations by the City. It will
be the responsibility of the vendor to run data and power to the endpoints from
power and data vaults. For the new hotel garage, conduit can be coordinated
with the construction General Contractor. For retrofits and other phase work,
conduit runs will need to be discussed as part of the final requirements review
once an award is made.
10. Will you provide drawings of the 3 parking garages, surface lots and a map of on-street
parking?
Firehouse Hotel, Old Town Parking Structure & Civic Center Parking Structure
drawings are attached. Also map of surface lots and on-street parking is
attached.
11. Do you have the propose locations of the 24 pay stations in phase 3
Not specifically at this point. Please provide a cost per each pay station in the
event the quantity of pay stations changes.
12. There will be 3 main technologies in the RFP. (Revenue collection, parking guidance and
mobile payment). Does the city have a preference which technology company act as the
prime contractor?
The City is seeking the most qualified project manager with the experience
required for a project with multiple integrations. It would seem logical that the
vendor with the most overall understanding of parking technology systems
would be the prime. However, the City will consider proposals that demonstrate
successful multi-phased project management with a broad range of integrated
technologies.
13. Are all 3 Phases budgeted and approved or just phase 1 as of right now?
As of 11/11/2016, Phases I and II are the only work budgeted. Phase III is
currently being considered as part of the 2017/2018 budget cycle.
14. Can the City supply floor plate drawings of the garages?
Drawings are provided for the three Parking garages/ structures.
15. Can the City provide striping plans?
Current stripping plan is not available.
16. Is there an engineer’s estimate for this project?
No
17. Is it possible to get drawings or the surface lots and parking garages so we can properly
layout power and our communication nodes?

18. The RFP states: The selected Service Provider shall be expected to sign the City’s
standard Agreement without revision prior to commencing Services (see sample attached
to this Proposal). Should a vender request the right to negotiate the City’s standard
Agreement, will this result in the City rejecting the response?
The City will negotiate certain terms of the Standard Agreement consistent with
the requirements of the Municipal Code and in the best interest of the City.
19. Please confirm what components of the Smartphone Application will be required in Phase
1.
All modules and/or functionality required must be available as part of Phase I.
Components may not be activated until later phases as determined by the City,
but any required development and/or integration must be completed as part of
the initial phase.
20. As this is a comprehensive solution that involves multiple technologies, would the City
extend the due date for the submission to December 22nd?
See answer # 4 - RFP due date will be changed to Wednesday, 12/7/16.

CONDITIONS.
7 THE CONTRACTOR SHALL PROTECT ALL IN-PLACE CONSTRUCTION, LANDSCAPING, PAVING, UTILITIES, ETC. FROM DAMAGE
DURING CONSTRUCTION. ALL DAMAGED AREAS AND ITEMS SHALL BE RESTORED TO ORIGINAL CONDITION BY THE
CONTRACTOR OR SUBCONTRACTOR DAMAGING THE SAME.
8 THE CONTRACTOR SHALL SUBMIT PROPOSED SUBSTITUTIONS OF SPECIFIED MATERIALS/ PRODUCTS TO THE ARCHITECT FOR

10 ALL WORK SHALL BE ERECTED PLUMB, LEVEL AND TRUE-TO-LINE IN ACCORDANCE WITH BEST PRACTICES OF THE TRADE,
MANUFACTURER'S INSTRUCTIONS FOR THE PARTICULAR PRODUCT, AND IN ACCORDANCE WITH THE SPECIFICATIONS.
11 THE CONTRACTOR SHALL NOTIFY ALL APPLICABLE LOCAL GOVERNMENTAL AGENCIES WHEN THERE IS A NEED FOR AN
