Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing Addendum 1 – 8432 Armed Security Office Services for Paring Page 2 of 4 EXHIBIT 1 – QUESTIONS & ANSWERS Q1: On page 5, second to last paragraph it states that the guard is to take (4) 15 minute breaks, my question is; can it be a break every two hours with the first and last being 15 minute and the lunch after 4 hours is a half an hour? A1: Yes, we can negotiate this but the 30 minute lunch is unpaid. Q2: On page 7, C. CPR Training. My question is, who provides the training? A2: The security company. Q3: On page 8, refers to a penalty of $50 if invoices are not timely, is this not an automated process? A3: It can be if the invoices are automated. Q4: Will this RFP be for local companies only? A4: No Q5: Can you please send us the bid award for the incumbent? A5: The current supplier is Vets Securing America and the current costs are: Old Town Parking Structure $ 4.781 .23 /month x 1 2 = Year Total $ 57.374.72 Civic Center Parking Structure $ 5,474.56 /month x 1 2 = Year Total $ 65.694.72 Q6: In reading Page 7 under “Personnel Requirements,” you state “Security Officers must be Colorado P.O.S.T. certified as a police officer.” Just want to clarify that you will only accept police officers for this position. A6: Yes – they must be P.O.S.T. certified. Q7: Is the P.O.S.T. certification required to be from Colorado? Will certifications from other states be acceptable? A7: Yes, the P.O.S.T certification is required to be from Colorado. Q8: On (p) 10, C. Assigned Personnel #8. "Provide a copy of the Colorado P.O.S.T. certification for each employee": a. Is the certification required for supervisors and above, or only for officer level employees? b. Will it be acceptable to show proof of certification for the employee after award of the contract? A8: a. Officer level is acceptable. b. Proof will need to be shown between the time of notice of award and the execution of the contract. Parking Treasury Security: Will the City of Fort Collins provide a vehicle for the City Representative while collecting monies? Will the officer be escorting the City Representative as a passenger in the same vehicle, or following behind in an additional vehicle? A9: The City of Fort Collins will provide and drive a vehicle and the officer escorting the City Representative will be a passenger in the same vehicle. Q10: Page 9. IV Proposal Submittal: in reviewing the requirements, it is stated "Responses must include all of the items in the order listed below". The format shows (2) C headings and (2) E headings. Should that format be maintained or updated to the correct alpha sequence? A10: Please update to the correct alpha sequence. Q11: Will the officers assigned to this account need to be CDOT Flagger Certified or trained to a similar standard as your RFP mentions traffic control duties? A11: No. The traffic control is minimal. Q12: Will lighted traffic directing wands be required while assigned officers are directing said traffic? A12: No. Q13: You mention the need for CPR and First Aid Training, is AED training also required? A13: No. Q14: Would a uniform that says "SECURITY" on the back and front left chest in black lettering on ANSI Class 2 and 3 apparel (shirts, jackets, parka's, etc) be acceptable? A14: Yes. Q15: Additionally is it acceptable for officers assigned to wear high-visibility head wear (ball caps, watch caps, etc)? A15: Yes. Q16: Will officers assigned be allowed to wear ANSI Class E waterproof pants during inclement weather? A16: Yes. Q17: It states that the contractor must provide communication equipment. Will we be providing radios that will be programmed to City of Fort Collins provided frequencies or will be providing radios for security and parking attendant staff alike on frequencies that we get FCC licenses to operate on? A17: Please see page 4, the paragraph that starts “Officers will monitor…”. Addendum 1 – 8432 Armed Security Office Services for Paring Page 4 of 4 Q18: You stated there is a security office, do both structures have one? Is there the capability to connect a computer, lap top, tablet or similar device to the internet to send the required reports? A18: No, there is only a security office in the Civic Center Parking Structure. No, we do not give access to the City network but the Contractor could provide network connectivity. Q19: Will the city be providing a clear rules of engagement / force continuum that they expect assigned officers to follow? A19: Yes. Q20: Will we be able to install barcodes or RFID chips to document officer patrol rounds and functions? A20: Yes. Q21: Can you please let me if the hours required in the scope of work last year were the same as this year? I see a total of 128 hours/week in RFP 8432. Is that the same as the last bid proposal, or did the hours change? A21: The hours are the same with one addition. We added the Parking Treasury Security scope of work to this RFP. Q22: Section III-M references Utilities, are we to provide service for Utilities? A22: Please delete the word “Utilities” from that paragraph. These services are for Parking only.
