REQUEST FOR PROPOSAL
8372 NEW OR USED SELF-PROPELLED ASPHALT PAVER
The City of Fort Collins is exploring the purchase of a new or used 8 to 20 foot paver. New
paver to have less than 20 hours of use; used paver to have less than 350 hours of use. This
machine will primarily be used on the Patching Crew which generally places short run asphalt
patches on utility excavation repairs. It occasionally will be used on larger paving jobs several
blocks in length.
As part of the City’s commitment to Sustainable Purchasing, proposals submission via
email is preferred. Proposals shall be submitted in a single Microsoft Word or PDF file
under 20MB and e-mailed to: purchasing@fcgov.com. If electing to submit hard copy
proposals instead, five (5) copies, will be received at the City of Fort Collins' Purchasing
Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals must be
received before 3:00 p.m. (our clock), October 19, 2016 and referenced as Proposal No.
8372. If delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins,
Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580. Please
note, additional time is required for bids mailed to the PO Box to be received at the
Purchasing Office.

response to all requests for proposals. No individual or business will be discriminated against
on the grounds of race, color, sex, or national origin. It is the City’s policy to create a level

The City of Fort Collins is subject to public information laws, which permit access to most
records and documents. Proprietary information in your response must be clearly identified and
will be protected to the extent legally permissible. Proposals may not be marked ‘Proprietary’ in
their entirety. All provisions of any contract resulting from this request for proposal will be
public information.
New Vendors:
The City requires new vendors receiving awards from the City to fill out and submit an IRS form
W-9 and to register for Direct Deposit (Electronic) payment. If needed, the W-9 form and the
Vendor Direct Deposit Authorization Form can be found on the City’s Purchasing website at

Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have
a financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision-
making authority concerning such sale or any supervisory authority over the services to be
rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift,
gratuity favor, entertainment, kickback or any items of monetary value from any person who has
or is seeking to do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal assures
that such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all proposals and to waive any
irregularities or informalities.
Utilization of Award by Other Agencies: The City of Fort Collins reserves the right to allow other
state and local governmental agencies, political subdivisions, and/or school districts to utilize the
resulting award under all terms and conditions specified and upon agreement by all parties.
Usage by any other entity shall not have a negative impact on the City of Fort Collins in the
current term or in any future terms.
Sustainability: Consulting firms/teams participating in the proposal are to provide an overview of
the organization’s philosophy and approach to Sustainability. In no more than two (2) pages
please describe how your organization strives to be sustainable in the use of materials,
equipment, vehicles, fuel, recycling, office practices, etc. The City of Fort Collins incorporates
the Triple Bottom Line into our decision process by including economic (or financial),
environmental, and social factors in our evaluation.
The selected Service Provider shall be expected to sign the City’s standard Agreement without
revision prior to commencing Services (see sample attached to this Proposal).

Smooth Rubber Track
DIMENSIONS:
Overall width of the machine shall not exceed:
- 8’11” width with truck hitch arms fully retracted & hopper wings in the up position
- 10’10” width with hopper wings down
- 8’ track width.
Overall length of the machine shall be approximately 20’
Height shall not exceed 12’7” in operational configuration or 10’ in transport configuration.
Weight 34,000 lbs.
Hopper Capacity 8 Cubic Yards.
PRODUCTION RATE/SPEED:
- Paving top speed shall be 200 feet per minute
- Paver shall have a forward top speed of no less than 5 MPH
- The propulsion system shall be fully closed-loop, hydrostatically driven consisting of
variable displacement pumps driving variable displacement motors.
- The engine mounted variable displacement pumps drive variable displacement motors
that are mounted directly to high torque final drives.
- These motors shall drive single or two speeds planetary drives with integral multiple
purpose parking brake(s) for each track.
BRAKING:
- The paving machine shall have the inherent braking action of hydrostatic propulsion
systems.
- The paver shall also have a secondary braking system that is spring applied, hydraulic
released brake on each track.
- A brake interlock shall prevent driving through and damaging the braking system and
shall neutralize the propel pump.
- Propel control lever must be in the neutral detent to nullify the interlock.
STEERING:
The paving machine will have three steering modes - travel, pave and maneuver.
- In the pave mode the steering shall be less sensitive to help eliminate over steer by the
operator.
- Maneuver mode will have the capability of independent track rotation, allowing it to turn
within its own track.

INSTRUMENTS:
Warning horn (buzzer) shall alert the operator to:
- High hydraulic oil temperature.
- Low hydraulic oil level.
- Low engine oil pressure.
- High engine coolant temperature.
Digital gauges shall include:
- Engine tachometer.
- Engine temp.
- Foot per minute meter.
- Fuel level.
- Engine oil pressure.
- Hydraulic oil temp.
- Engine hour meter.
Warning lights shall include:
- High hydraulic oil temperature.
- Low engine oil pressure.
- High engine coolant temperature.
- Battery charging rate.
OPERATOR CONTROL CENTER:
- All toggle switches shall be aircraft type with additional waterproof sealing
- All controls, warning gauges and valves shall be marked as to function with indelible or
engraved stainless steel or aluminum labels
- On-board electronic diagnostic system included
The operator controls shall be equipped with controls to perform the following functions:
- Auger on/off, left/right, and reverse
- Auger speed
- Auger lift
- Hopper wing lift (hoist)
- Truck hitch in/out
- Screed lift (hoist)
- Screed heater/temp control
- Screed extension/retract

- Conveyer speed, left/right, on/off
- Throttle control
- Speed control
- Pave speed control
- Forward/reverse control (lever)
- Hazard/strobe light
- Steering wheel

- Emergency Stop control (panic button)
- Keyed ignition switch
- Master Battery Disconnect (this may be an under hood or remote location keyed switch)
OPERATOR’S STATION:
- The entire control consoles shall be covered with a lockable vandal cover which shall be
lockable with a padlock
- The paver shall have dual operating stations which includes two steering wheels and two
seats
- The seats shall have an arm rest on each side
- A seat belt shall be provided.
- The seats shall be located on the outside edges of the paver
- This seat shall swivel and lock into position at least 25 degrees to the outside of the
paver to allow complete visibility of the hopper, the haul truck and all other forward
paving functions.
- An umbrella and holder to cover operator’s station shall be provided.
- A handrail shall be provided from the ground to the operator’s station
- All walk-on decking shall be non-slip.
HYDRAULIC SYSTEM:
- The hydraulic reservoir shall have a capacity not less than 50 gallons
- The tank shall be filled without the removal of any parts other than a lockable cover and
cap
- The system shall have a 10-micron integral charge loop filtration
- The material feed system shall have a 5-micron internal charge loop filtration
- The auxiliary system shall have a minimum 100 mesh suction strainer, and all hydraulic
oil entering the hydraulic reservoir shall pass through a minimum 7-micron return filter
- The vibrator pump shall have a minimum 125 mesh suction strainer on the inlet
- The auxiliary pump shall have a minimum 100 mesh suction strainer on the inlet
- A radiator/oil cooler shall be provided to cool the oil

- Hydraulic pressure check points with quick disconnect pressure taps shall be provided
on the propel circuit
- The hydraulic system shall have a remote mounted drain to collect the oil
- It shall be possible to drain the entire system into an oil collection caldron without the
need to clean any spillage.
ENGINE:
- The engine shall be a four-(4) cylinder diesel engine, having a minimum of 140 HP, with
turbocharger, after cooler
- The engine shall be water cooled and equipped with a coolant filtration and chemical
balancing system
- The engine shall be equipped with dual air filtration consisting of air pre-cleaner and
canister style air filter with air restriction monitor gauge
- The engine speed (rpm's) shall be controlled at the operators control panel
- The engine radiator shall have a cooling rating at least 20% higher than required by the
engine manufacturer
- The hydraulic system oil radiator shall be placed next to the engine coolant radiator
- A full fan shroud and radiator grill guard shall be provided
- The engine shall be equipped with a minimum 50 gallon fuel tank
- The fuel tank shall have a drain to allow clean out of the tank should the fuel become
contaminated
- Fuel line shall be provided with shut-off valve and be equipped with a fuel filter/water
separator
- The engine exhaust shall be routed up and away from the operator
- An engine overheat and low oil pressure automatic shutdown system shall also be
provided.
- The engine oil system may have a remote mounted drain to collect the oil
- It shall be possible to drain the entire system into an oil collection caldron without the
need to clean any spillage
- The variable speed fan shall be electronically controlled and hydraulically driven to
provide on-demanding cooling.
SCREED:
- 8 to 15 1/2 foot adjustable screed, extendable to 20 feet
- Minimum paving width is 6 feet
- The screed plates shall be a minimum ½" thick steel with a front taper “V” design
- The screed must be compatible with Topcon control system or equivalent.
- A walkway shall be included full width (8') of the main screed, a minimum of 20" wide
with the top having a nonskid walking surface

- This screed shall be fully adjustable for height, width, crown, slope, and mat thickness,
vibration and match height by means of electric over hydraulic controls
- The slope shall be adjustable to 9% minimum
- The power crown shall be adjustable 10% positive and 3% inverted
- The control(s) shall be accomplished with control boxes located on the side of the
screed with holders attached to the screed
- Both control boxes shall be removable from these holders and shall have minimum 10' of
cord
- Controls on both sides include feed rate
- The angle of attach (fore & aft tilt) shall be accomplished with hand cranks (thread and
ball joint) located on each side of the main body of the paver that shall be operated while
standing on the screed
- The screed width shall be infinitely adjustable between 8' and 15 1/2' by power
accomplished by means of a hydraulic ram
- The width ram and auger override controls shall be located on the operator’s station and
at both screed control stations
- The screed ends shall be spring loaded with replaceable runners
- This screed shall be heated by an electric heating system for even heat distribution
- This system shall consist of a 25KW electric generator powered by a hydraulic motor
mounted with the paver
- The heating of the screed plates shall be accomplished with wide blade electric heat
elements located on the screed plates
- A 7KW power panel is equipped with six, 120-Volt receptacles and one 240 volt 418
receptacle that provide power for site lighting
- These outlets shall be capable of delivering 6000 watts of 120v AC power
- All wiring to and from the electric generator shall be loomed and covered.
UNDERCARRIAGE:
- The paver shall have smooth belt design
- The undercarriage shall be the independent bogey type with a single return idler
- A hydraulic cylinder, with accumulator and idler shall provide a friction belt tensioning
system that eliminates manual adjustment.
- Track plow guards shall be included to keep asphalt from flowing under the track belt.
EXHAUST VENTILATION SYSTEM:
- This system shall meet or exceed all NIOSH; NAPA and DOT guidelines stated in the
most resent “Engineering Control Guidelines for Hot Mix Asphalt Pavers”.
- This system shall be integral into the paver, not an add on
- There shall be a clear view from the operator station of the augers with this system in
place

- This system shall have fold down or collapsible exhaust vent that may be taken down
when transporting the paver.
FEEDERS AND AUGERS:
- Dual feeders and augers shall be controlled independently (control center and screed)
through variable speed drives
- Feeders/augers are reversible
- A material feed controller shall provide ratio of augers and feeders
- Paddle sensors (one each side) shall control the feeders & augers to provide the exact
volume of material required
- Right and left auger shall operate independently of each other
- Override controls shall be located at the operator(s) station(s)
- Feeder drive chains and drives shall be located outside the main frame
- Feeder flights shall be constructed of heavy duty brushed roller chain with forged steel
flight bars
- Drag pans shall be replaceable, constructed of steel with a 360-440 Brinell hardness
- A power foldable front apron shall be included for better material retention and simplified,
improved hopper clean up
- Augers shall be segmented, minimum 16" diameter, cast hardened steel hemi-screw that
shall be reversible
- Auger and hanger bearings shall have integral steel shields
- The automatic greaser shall automatically replenish lubrication points.
SAFETY ITEMS:
- An emergency stop “mushroom” type button which shall immediately stop all of the
functions on the paving machine when pushed (activated) shall be furnished and
installed on the operator control panel
- Paver must be equipped with back-up alarm,
- All covers shall be lockable with a padlock
- All areas that are expected to be walked upon shall be covered with a diamond type
deck or other non-slip surface.
VANDALISM PROTECTION:
- All controls, covers and any fill orifice shall be lockable with a padlock
- No wiring shall be exposed
- All operator seating, umbrellas etc. shall be easily removable to prevent damage by
vandalism.

- Two (2) forward LED headlights
- Two (2) LED sidelight
- Two (2) LED rear lights that shall light the screed and mat area

REVIEW AND ASSESSMENT
Professional firms will be evaluated on the following criteria. These criteria will be the basis for
review and assessment of the written proposals and optional interview session. At the
discretion of the City, interviews of the top rated firms may be conducted.
The rating scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and
5 being an outstanding rating.
