The attached proposal details our approach and work plan, and project staff necessary to not only meet but continue to exceed the needs and expectations of the City. Our project team alone has over 70 years of combined user fee study experience for cities. Perhaps more importantly, our project team not only has the capability, but also the capacity to complete the proposed services within the City’s requested timelines. We believe the City will receive the best study with the best value by selecting MGT for the following reasons. Current, direct experience working with over 30 Colorado cities and counties. All rights reserved. P A G E 1 Scope of Proposal Elements of the RFP The City of Fort Collins (City) is requesting expertise to conduct a review of its development review fees. This review includes the following three primary components. 1. Evaluate whether these fees are set at appropriate levels. 2. Discover if the method of calculating the fee is up-to-date, inclusive for all costs, and consistent with the City’s goals for percent of cost to recover. 3. Analyze how fees compare to other communities regionally. MGT of America Consulting, LLC (MGT) has an available project team, with two members in Colorado, with current relevant experience providing user fee study calculation, comparisons, analysis and recommendations for cities in Colorado, and across the U.S. Our work plan is aligned to the City’s project objectives in the following phases. Tasks within phases two through five may be completed concurrently. Phase 1 – Meet. A meeting of the proposed project consultants and key City personnel. This meeting will refine project objectives, scheduling issues, and potential pitfalls. We will review our process and data requirements to make sure that the project participants fully understand how the engagement is structured, segmented and planned, as well as the end results and outcomes. Additionally, we will establish joint responsibilities, milestones and deadlines. Phase 2 – Evaluate. Calculations comparing current fees to current costs will be prepared. These calculations, based on grouped fees within a division/department (logical grouping based on type of project or type of user) or the sum of fees within a division/department, will determine if fee revenue is recovering costs, over recovering costs, or under recovering costs. Phase 3 – Discover. A thorough review of the City’s current fee calculations or schedule(s) will be completed. The review will include the date of the last internal calculations, the methodology used for the calculations and documentation of the service delivery processes in place when the fees were last calculated. This phase includes reviewing the current calculation methodology to determine if all costs-- direct, division indirect, department indirect, city-wide indirect and cross-departmental support--are included. Lastly, this phase will compare the City’s goals for cost recovery with calculated costs at the level of the City’s policies (ideally), such as fee category or divisions/department. If the City does not have written policies for fee cost recovery, then the comparisons will be based on the City’s goals for cost recovery. Phase 4 – Analyze. Using the City’s benchmark cities, fee data will be collected and a set of comparison tables will be prepared. The tables will be formatted by division/department or by fee category, and will compare individual fees to the extent possible, and/or by aggregated fees by fee category or division/department. A comprehensive project report of detail data and summarized information will be prepared and presented to City personnel. Accumulated data from benchmark cities as well as calculations from Phases 2, 3 and 4 will be included in the report’s detail section. The report’s summary section will include an Executive Summary narrative overviewing the purpose and scope of the report along with findings and meaningful highlights. Up to three draft reports will be provided for review and editing by City personnel prior to a final report. Phase 6 – Present. After the study is complete, we will present study results to City personnel or elected officials. We will also deliver the agreed-to number of printed, bound reports as well as copies of all supporting documentation such as project work papers. We may also have a close-out meeting with staff to discuss any unresolved implementation or update issues. Understanding of Project Objectives, Methodology and Results/Outcomes Objective/Purpose 1. Fee comparison for single family residential detached, multifamily, commercial office and retail, industrial warehouse and mixed-use building permits of varying square footage. 2. Fee overview – Analysis of fees the City of Fort Collins assesses that our benchmark cities do/don’t assess including the financial impact. 3. Fees comparison to include all fees collected at time of building permit including but not limited to development review fees. 4. Fee comparison to include comparison on a fee to fee basis as well as an aggregate comparison of all fees. 5. Fee comparison to include an analysis of inflation indices with peer Colorado cities including up to 10 peer cities and 5 national cities of like size and demographics. 6. Assessment of inflation indices that reflect the local cost of construction in Fort Collins. 7. Analysis of all possible methodologies for assessing building permit fees. Methodology for Objective/Purpose #1 and #3 Through data collection methods including, but not limited to, surveys, phone calls, email, on-site requests and on-line research, we will gather data from the City’s selected benchmark cities to prepare detailed comparison schedules. P A G E 3 Methodology for Objective/Purpose #2 Based on the data collected for Purpose #1 and #3, we will crosswalk and document the fees the City does or does not assess. This data will then be used to prepare an estimated annual financial impact, with noted assumptions, for the fees the City does, or does not, collect compared to the benchmark cities. Methodology for Objective/Purpose #4 Based on the data collected for Purpose #1 and #3, we will prepare calculations of the City’s designated fees compared to the benchmark cities designated fees. The calculations will be by individual fee and in aggregate. Not every city (1) has the same development review fees, (2) uses the same terms for the same fees, and (3) delivers services the same way. Therefore, these calculations may be consolidated or combined in ways that makes comparisons less challenging and more meaningful for decision-making purposes. Methodology for Objective/Purpose #5 Based on the data collected for Purpose #1 and #3, we will document the inflation indices from the benchmark cities. Methodology for Objective/Purpose #6 Through data provided by City economic and development personnel, local, regional and national published economic reports we will document estimate cost of construction inflation indices in Fort Collins. Methodology for Objective/Purpose #7 Based on the data retained from our years of experience conducting user fee studies for cities across the U.S., and to a lesser extend data collected for Purpose #1 and #3, our proposed project team will prepare a narrative and examples of various methods for options for assessing building permit fees. MGT’s collective years of user fee study experience for cities exceeds 300 combined years. Our project team alone has over 70 years of combined user fee study experience for cities. Therefore, the proposed narrative, and examples, will not be based on a few conversations with benchmark cities or from internet research but from actual first-hand knowledge and experience with hundreds of cities across the U.S. Results/Outcomes 1. Up to three draft reports provided to City personnel for review, comment and edits. These draft reports will include detail sections of data collected and analyzed and associated calculations as well as a summary section of findings and conclusions related to the seven stated Objectives/Purposes outlines above. Up to five (5) printed and bound copies of the final project report and one electronic pdf copy. 4. A final presentation to City personnel or elected officials. 5. An introductory project kick-off meeting and training session at project initiation in Fort Collins for included division/department, City management, and/or elected officials, and other project stakeholders, if requested. 6. Assistance to City personnel to integrate project data into ongoing City operations. 7. Formal project status reports at intervals requested by City personnel (that is, weekly or bimonthly). 8. Copies of project work papers as requested. 9. Continuous training, guidance, and assistance. 10. A formal project recap report. 11. A six-month post-project review. Exceptions to Specifications, Scope of Work, Agreement MGT has no exceptions to the specifications, scope of work or standard agreement for RFP 8525 Development Review Fee Study. Assigned Personnel Our current proposed project team has recently demonstrated to numerous Colorado cities and counties our commitment to exceptional service and value through the following positive attributes. 1. Expertise in user fee study, billing and chargeback study and cost allocation consulting services. 2. Ability to complete projects within client requested deadlines. 3. Proactive communication such as status reports and recap memos. 4. Responsive communication such as promptly returned phone calls and emails. 5. Access to more than one consultant to ensure deadlines are met and questions addressed. P A G E 5 With MGT’s proposed project team, at no time will City personnel be left to wonder if the project is on track to meet deadlines or when questions will be addressed. There are three primary benefits to our proposed project team. The first, and perhaps the greatest benefit, of the proposed project team is current and recent experience working with over 30 Colorado cities and counties. Through our years of experience providing user fee study, billing and chargeback rate study, cost allocation and indirect cost rate consulting services throughout Colorado, we understand the regional, financial and political factors unique to Colorado local governments, The second benefit is that the expertise of the team as a whole is greater than the sum of the team’s parts. The four team members bring unique education, skills, and experiences from numerous local government user fee study, billing and chargeback study, cost allocation, management study, and performance review consulting engagements, many in Colorado. The third benefit is that by placing more than one expert on the project, all phases of the project are completed in a timely manner which results in an overall on-time project. Resumes for the project consultants are found in Appendix A. No subcontractors, temps, interns, students or off-shore resources will be used. The following MGT consultants proposed to complete the study have prepared dozens of cost of service analysis (user fee studies, billing and chargeback studies and cost allocation plans) for governmental agencies including cities and counties in Colorado. Following are brief bios of the proposed project team. Mr. Eric Parish will serve the City as Project Director. In this role, Mr. Parish will have responsibility for the entire project, including project oversight, quality assurance, the project schedule and ensuring the City will be unconditionally satisfied with the services received from MGT. He will lead the project kick off and assist in presenting results to elected officials. Mr. Parish has over 25 years of consulting experience and has prepared dozens of user fee studies and hundreds of cost allocation plans and for cities and counties, including many in Our proposed project team offers powerful advantages to the City of Fort Collins. A high performing team of user fee study, billing and chargeback study, cost allocation and local government budget expertise, each with Colorado jurisdiction experience. This means the City will not rely on one “national expert” along with a revolving door of junior level staff or an overstretched sole proprietor. A cohesive team that has worked together on many similar projects. The proposed Project Director is also the firm’s executive for user fee study and cost allocation services as well as a Colorado resident. This means the City has direct access to the key person for ensuring the City’s needs are met and exceeded. He is recognized as an expert in cost allocation and user fee studies. He is proposed for this project based not only on his Colorado residence and knowledge of Colorado local governments, but also for his experience with similar studies. Mr. Parish is an active member of Colorado GFOA, a resource for the State of Colorado and a resident of Centennial, Colorado. Mr. Bret Schlyer will serve the City as Project Manager and primary contact for the City. In this role, Mr. Schlyer will structure the project deliverables, lead on-site interviews, structure and format training sessions and structure and assist with presentations over the life of this engagement. He will conduct or assist with scheduling, data collection, follow up phone calls and e-mails. Mr. Schlyer will also closely monitor the project timeline against milestones and deadlines. Mr. Schlyer is a Director with over 20 years of public-sector consulting experience and a BS in Accounting from the University of Kansas. He has extensive experience in assisting local governments and state agencies in the preparation of cost of service studies, including user fee studies, billing rate development for internal service funds, and the preparation of cost of service studies in accordance with the federal cost principles found at 2 CFR 200, 2 CFR 225, OMB A-87, OMB A-122 and ASMBC-10. Ms. Michelle Garrett will serve the City as Project Consultant. In this role, Ms. Garrett will conduct meetings with City personnel, perform data collection, analyze costs of existing and new for-fee services, project comparisons for-fee revenues, prepare draft reports, and assist with reviewing draft and final reports with City officials. Ms. Garrett is advanced Excel user and will apply her skills to prepare highly customized comparison tables, data sets and reports. Ms. Garrett has over nine years of experience providing user fee study, billing and chargeback study and cost allocation services to local governments including many Colorado cities and counties. She is proposed for this project based not only on her Colorado residence and knowledge of Colorado local governments, but also for his experience with similar studies. Prior to joining MGT, she held several accounting positions including Auditor with Coopers and Lybrand where she performed numerous governmental entity audits. Ms. Garrett is a resident of Parker, Colorado. Mr. Jerry McKenzie will serve the City as Project Consultant. In this role, Mr. McKenzie will conduct meetings with City personnel, perform data collection, analyze costs of existing and new for-fee services, forecast comparisons for-fee revenues, prepare draft reports, and assist with reviewing draft and final reports with City officials. Mr. McKenzie is a Senior Consultant with MGT and has over 25 years of experience providing user fee and cost allocation services to state and local governments. Mr. McKenzie annually completes over 20 cost allocation plans and user fee studies each year and is a nationally recognized expert in cost of service determination in public agencies. P A G E 7 Availability Work Completed in Necessary Time MGT can meet the City’s deadline for completion of September 15, 2017 assuming (1) work begins on or around June 5, 2017, and (2) City personnel respond to requests for data and feedback and provide meaningful draft review comments in a timely manner. Dates for key milestones such as providing an initial draft and subsequent drafts will be jointly determined between MGT consultants and City personnel. Target Start and Completion Dates MGT can meet the project target start date of on or around June 5, 2017. As stated in the previous sub-section, MGT can meet the project completion date assuming City personnel respond to requests for data and feedback and provide meaningful draft review comments in a timely manner. Other Qualified Personnel if Necessary In addition to the proposed project team, MGT can draw from a deep pool of experienced user fee study and cost allocation consultants to supplement the project as necessary. These experts are available to assist the proposed project team on an ad-hoc, or permanent basis with any unforeseen situations inherent in a unique project such as this. (See table to the right.) There are over 30 consultants in the MGT Financial Services Division, the division that provides user fee study and cost allocation consulting services exclusively for the public sector. Most the Financial Services Division consultants have been directly preparing user fee study and cost allocation consulting services for more than 10 years, with the average of 16 years of direct government user fee analysis consulting experience. Our team of experienced user fee study and cost allocation consultants assures the City of Fort Collings that: (1) MGT has the ability to complete the assignment no matter what happens to any one consultant, (2) if a project time-line has to be advanced, MGT has the resources to commit additional staff to the engagement, and (3) with over 350 years of combined user fee experience there are no issues that our team has not addressed, and that expertise is only a phone call away. P A G E 8 Available to Attend Meetings Two of the four proposed project team consultants are Colorado residents less than two hours from Fort Collins. Our proposed work plan not only includes significant on-site time for meetings, interviews and presentations, it allows for additional availability should the need arise. The proximity of our Colorado consultants to Fort Collins provides the City the following advantages from MGT. 1. More on-site time for meetings, interviews, presentations and training sessions. 2. Face to face meetings and interviews are much more meaningful and valuable than web-based meetings, phone call and emails which produces better project inputs which leads to better project outputs. 3. Flexibility in scheduled, and the ability to reschedule when needed, meetings. 4. Overall project costs are minimized without exclusive out-of-state travel. Two of the four proposed project team consultants are from Wichita, Kansas and will travel to Fort Collins as needed. Sustainability/TBL Methodology Sustainable Business Practices As a firm that works primarily for public sector entities, MGT’s mission has always addressed accountability to taxpayers and worked toward the goal of assisting our clients--state, local, and federal government entities-- achieve efficiency in operations. That efficiency often includes recommendations for consolidating departments, centralizing functions, and generally identifying ways to do more with less resources. P A G E 9 As a company, we have worked diligently to minimize our environmental impact to the world around us. These efforts include the following standard operating procedures: More than 75% of MGT staffers work from a home office. We use technology to create our office environment reducing our overall carbon footprint and overhead – a value we pass along to our clients. We request the option to attend pre-bid conferences via conference call. MGT uses recycled- content paper and limits the use of paper copies. Whenever possible we transmit reports and proposals electronically. This reduces paper usage and shipping. In our corporate office, we utilize green lighting, which includes lights turning off when areas of the building/office are not in use. In addition, we have increased the amount of natural lighting to reduce the electricity usage. Cost and Work Hours Proposed Cost of Project MGT will provide the stated Results/Outcomes for a fixed, all-inclusive fee of $24,820. This fee contains all direct and indirect costs including meetings, interviews, document production, etc. Progressive payments are requested based on achieving project milestones. MGT’s contract approval process is guaranteed to be hassle free. The time frame for most contract approvals is typically four days or less. Additional work may be contracted at the City’s option at a blended hourly rate is $170 per hour. A blended hourly billing rate ensures ease in budgeting and application but more so that projects will be staffed with the most qualified consultants regardless of title or position. Note, the majority of our projects, even add-on or change order projects are agreed-to fixed fee amounts. MGT Financial Services Previous Projects In the past five years, our consultants have prepared more than 300 hundred cost allocation plans and 50 user fee studies for cities, and counties ranging in population from a few thousand to over three million. For this, and every project, additional staffing resources may be added to meet deadlines, provide subject matter expertise or assist in producing deliverables. Additional staff added to this, or any project, will have similar or higher qualifications to the project team consultants initially proposed. Additionally, should an unforeseen satiation arise where one of the initially proposed project consultants becomes unable to complete the project, one of several experienced, senior-level consultants can be added to the project without compromising the integrity or timeliness of the deliverables. Our commitment to project management is not limited to impersonal and sporadic emails and an eventual box of final reports. For us, client-focused project management means a jointly constructed project timeline combined with frequent formal and informal correspondence in between on-site meetings. Our commitment to project management also includes a high level of responsiveness to County personnel. Throughout the project, and even following project completion, our project team will be responsive to City personnel. Phone calls and emails will be promptly returned. Questions will be answered. Information will be provided. City personnel will never be left to wonder when a phone call or email will be retuned or by whom. Designated City personnel will also receive formal project status reports at requested intervals (bi-weekly, monthly) but at least monthly. These reports detail project phases, tasks, responsibility and percent complete for both specific tasks and the overall project. These regular reports will hold the project team accountable to City personnel in that the planned completion of milestones and deadlines is compared to the actual completion of milestones and deadlines.
