To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

The RFP Schedule is incorrect. Please revise as follows:

• Interviews: Week of May 15th, 2017
The project schedule dates listed in italics above are approximate and may change.

Questions and Answers
1. Has the City determined a budget for this project? If so, can it be shared?
The City does not typically state project budgets. However, the cost of this project is
anticipated to range from $15K to $25K estimate.
2. Does the City have any target dates for specific project milestones (e.g., project
final study report, presentation)? If so, can they be shared?
Start Development Review Fee Study (Consultant) - June 5, 2017
Report due – July 31, 2017
Outreach – August 15, 2017 through September 15
3. In the scope section on page 3 of the RFP, a bullet is included for “Other?” Can
additional details be provided by what is meant by “Other?”
Other: Using the 10 peer Colorado cities and 5 national cities identify any other fee
types, directly related to building permits, that the City of Fort Collins does not
require.
4. Can the number of desired peer cities be confirmed? The purpose section on
page 3 indicates up to 10 Colorado peer cities and the scope section on page 4
lists 15 Colorado benchmark entities.
The purpose section is correct, 10 peer Colorado cities and 5 nation cities of like size
and demographics.
5. Has the City identified peer cities or will identification of peer cities be the
responsibility of the selected consultant?
The City of Fort Collins has a set list of 8 peer cities:
Greeley, CO Loveland, CO
Lakewood, CO Boulder, CO
Westminster, CO Arvada, CO
Thornton, CO Longmont, CO
The other two cities can be consultant’s choice. Consultant must utilize the following
four general categories to compare to the likeness of Fort Collins.
• Population
• Utility services provided
• Percentage of enrolled college students to population
• Squares miles
The five (5) National peer cities to be used are:
• Provo, Utah
• Ashville, NC
• Portland, ME
• Anaheim, CA
• Olathe, KS
