Description of BID 8496: Compressed Natural Gas Fuelling Facility

To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. To ensure compliance with fire code with respect to storage of chemicals/combustibles, can
an MSDS be provided for the deicing solution stored in the white vessels on site?
The MSDS sheets for “Meltdown Apex” and NextGen Torch is attached.
2. The range of gas pressure stated in the RFP is large; what is the nominal pressure expected
to be? Alternately, can a copy of the gas company’s pressure information be provided?
The gas company is still designing the service, but they confirmed that this line
has not historically dropped under 500psi. They are designing the service for
2,000 scfm
3. Please confirm that the City requests that nonproprietary compressor packages be specified
for this project as discussed during the job walk.
Both proprietary and non-proprietary packages are acceptable.
4. Understanding that the second compressor pad is to be included in the RFP response is the
second compressor option is to include electrical wiring, motor starter, gas piping, labor etc.
In other words, a turnkey price or just the price of the compressor?
Yes, please include all costs (or a turn-key price) to install the 2nd compressor
option
5. Please provide the definition of filling two trucks at once. With the understanding that this is a
design build the limiting factor is that we cannot divide gas in half. We are aware of the two
choices below if there is another choice please provide. If there are two compressors we can
split the gas by dedicating a compressor to each dispenser.
A. Divide the gas between the two trucks by where the truck with the least amount of
pressure will get the flow until it is equalized with the second truck.
B. Have the card lock authorization to only one truck at a time.
If the priority sequencing panel or dispensers are not capable of filling two trucks
equally, then we prefer to fill the truck with the least amount of pressure first until
they equalize.
6. What is the LD charge is it up to the design / builder to provide a number? DESIGN/BUILDER
shall pay OWNER U ($ )U for each day that expires after the time specified in paragraph 3.01
for Substantial Completion until the Work is substantially complete.
Liquid Dated Damages:
Substantial Completion - $500/ day
Final Completion - $250/ day
7. Without a warranty period specified it is left to the proposer to make a warranty period to their
advantage. Is it fair to make the warranty period a year for all proposers? As this is typical for
the workmanship and most the parts. There are several time periods associated with the
different parts of the equipment.
Warranty is one year parts and labor from startup. In addition, routine
maintenance (oil changes, etc) will be performed for one year. City of Fort Collins
will provide parts and oil for this service.)
8. Please define the total amount of SCFM or GGE/DGE 1 compressor and 2 compressors.
Again this is a limitless proposition as we do not know the budget.
The gas line is designed for a total of 2,000 SCFM. This will be the maximum for
two compressors. Please specify the total SCFM for each compressor.
9. There are heaters available for all the equipment that needs to be warm to function correctly.
Does the City wish to require heaters or is it a function of the design build?
A cold weather package is required for the compressor only.
10. Please verify that there are storage bottles required at approx. 81 GGE each
Please include 3 storage vessels capable of between 11,000 scf and 12,000 scf at
4,500 psi.
11. Please verify Proposal Bond is 5% Yes
Performance Bone is 100% Yes
Retainage is 5% Yes
12. Regarding the optional second compressor, in our estimate should we assume that the 2nd
compressor will be installed at the same time as the first or that it will be installed at a future /
later date?
If the 2nd Compressor option is accepted, Please include all costs (or a turn-key
price) to install the 2nd compressor option.
13. Regarding item 4 in the Design Criteria section, please confirm what is meant by the term
“time-fill option”.
The priority sequencing panel should be capable of doing multiple time fill posts in
the future. The time fill posts are not a part of the scope of this phase.
14. How many fuel management terminals are required for this station?
One two-hose 3505 Fuelmaster FMU is required.
15. Regarding item 7 in the Design Criteria section, is 81 GGE the capacity for each vessel or the
capacity total for the 3 vessel storage assembly?
Each vessel should be capable of supplying between 11,000 scf and 12,000 scf at
4,500 psi.
16. Are we responsible for pavements and driveways?
The City of Fort Collins is responsible for the asphalt patching around the
dispenser island and fuel pad.
17. Please confirm the City is tax exempt?
Yes
18. Please confirm the City desires 5 gge/min per dispenser for a total of 10 gge/min from the
station.
Yes, this is the minimum for each dispenser.
19. Please confirm what the City requires in the base bid for the 2nd compressor even if the City
doesn't elect to go with the option of a second compressor.
The pad size and the gas dryer must be large enough to accommodate the second
compressor.
20. Please confirm that the City will be bringing necessary gas, electric, data and phone to the
property for this project and how far away from the CNG compound area.
This is correct. The electrical transformer will be 25’ – 30’ from the pad and the
gas riser will be within 5’ - 10’.
21. Would the city consider a lower horsepower compressor that can handle and provide the
process parameters described in the RFP?
Yes, as long as the output is a minimum 700 scfm.
22. Please confirm that a canopy over the dispensers is not required. If a canopy is required, is
this a prevailing wage job?
No canopy is required.
23. Will the City pay progress payments on long lead time items that are being manufactured off
site with proper insurance and bonding? If so, any special conditions?
No, materials need to be on-site/ delivered to be included in progress payments.
24. Will the proposer be able to self perform certain project construction tasks.if so will they be
billed to the project as a lump sum or by using the labor rate sheet.
Yes may self-preform and preferred billing through progress payments
25. What is the minimum? 5 GGE/min per hose? 5GGE/min per 2 hoses? or 700 scfm per
compressor?
The compressor should provide a minimum 700 scfm and each dispenser should
provide a minimum of 5 GGE. Only one hose per dispenser will be used at a time.
26. During the warranty period, will the City staff be able to respond to emergency shutdown
resets, if they are available on site before, dispatching a technician?
Yes, the City Staff will be available for minor resets - instead of dispatching a
technician.
27. What is the minimum acceptable response time for emergency maintenance?
4 hours
28. Can you confirm that the city will handle all civil rework, and pavement replacement as was
noted at the Pre-Bid site walk? Or will this be responsibility of Contractor?
The City will handle all asphalt repairs at the end of the project.
29. Is there survey information for the site available in Acad format?
No
30. Is there any historical geotechnical information for the site?
No
31. Confirm that utilities will be brought to the compound by others at no cost to the contractor
This is correct. The electrical transformer will be 25’ – 30’ from the pad and the
gas riser will be within 5’ - 10’. Data and phone will be brought to the perimeter of
the pad
32. 5.) Is one Fuel Management Unit required for each dispenser (total of two)? Or is one FMU
which will communicate with (4) hoses acceptable?
One Fuelmaster FMU 3505 with two hose capacity is required.
33. Will the city be providing electrical service to a transformer, or will this be in the scope of work
for the selected firm?
The City will provide the service to the transformer. Contractor is responsible for
the secondary from the fuel site to transformer.
34. The RFP states two (2) dispensers are requested. Is the city requesting one (1) with the
option of a second, or two dispensers with a total of four hoses at start-up?
Two dispensers – Each with two hoses one hose being light duty (type 2) and the
other, heavy (transit) capable of filling two trucks at the same time. (4 total hoses).
35. Can you please provide a map picture with proximity of the gas riser, proposed equipment
location and proposed dispensing location?
The gas company is still designing the gas service. We anticipate the riser to be
within 5’ – 10’ of the fuel site pad.
36. The RFP states the bid MUST include a minimum 250 HP compressor with minimum 700
scfm output. Is a smaller HP unit acceptable as long as it meets the minimum 700 scfm
output?
Yes this is acceptable as long as the minimum 700 scfm is met.
37. Are there any Geotechnical reports available from the city at this location?
No – it was previously answered.
38. Please clarify hose/dispenser requirements. It is my understanding that you would like to
have the capability to fill 2 large vehicles at the same time at a minimum flow rate of 5GGE
per vehicle (direct fill), and also have light duty fueling available. Is two dispensers, each
having one light duty nozzle and one heavy duty nozzle acceptable?
Yes, this is the configuration we are looking for.
39. Will the city be supplying communications (conduit and wire) to the equipment enclosure?
Yes
40. Please clarify FuelMaster requirements. In design criteria number 13, it states a two hose
FuelMaster is required. Should this be a four hose to allow for the two dispensers required?
A two hose configuration will be sufficient, as it will activate both hoses on the
dispenser and the operator will use the one with the appropriate nozzle.
