Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing Addendum 1 - Page 2 of 4 1) Would the City consider re-defining the Areas of Expertise requested in the RFP, which were the following:  Private Industry Experience  Capital Markets  Project Financing  Business Engagement Answer: The areas as defined constitute the City’s best thinking on what is needed to advance the Climate Economy. However, the City is looking to benefit from those in the field and their view of the expertise needed to advance the Climate Economy. A compelling case would need to be made to deviate from the above list of outside expertise. 2) Do you have an estimate of the number and length of key stakeholder meetings and City Council presentations that the consultant will be required to participate in? Answer: Stakeholder meetings – 3 to 6 at 60 to 90 minutes; Council presentations – 1 to 2 at 45 to 70 minutes. This will depend on the final scope of work. 3) Does the City of Fort Collins have an expected award amount or a range of award amounts for this RFP? Answer: $75,000 to $90,000 4) Does Fort Collins expect the consultant to negotiate or close project financing as part of this contract or will the consultant be expected to review financing tools and provide recommendations only? Answer: Review and provide recommendations as well as propose implementation work plans. No closing of project financing is required; that will be the work of City staff. 5) Can you provide detail on the role for the consultant in providing Innovation Summit Planning Assistance? Answer: Generally, help to think through the development and scheduling of an innovative finance track to the summit, including proposed and possible contact potential speakers. It is hoped that the consultant team will have a rolodex that will be helpful in filling out this track of the summit. Actual logistics of the summit will be handled by other staff or partners. 6) Can the total project budget be disclosed? Answer: See #3, above. Addendum 1 - Page 3 of 4 7) What is the hiring status of the City’s Climate Economy Advisor position? Has a selection been made or was the search suspended? The RFP mentions close coordination with this position. Answer: The Climate Economy Advisor will begin on October 5th. The position will participate in the short list and interview process for this RFP. 8) Is the focus of the plan a 5-year action plan or the timeframe leading up to the 2020 goal? A 5-year plan will likely emphasize the significant downward trend towards the 2030 goals that may not be as well captured in a plan targeting the 2020 goals. Answer: The plan is intended to be a five-year plan. There will be special emphasis on the 2020 time frame; however, stopping at 2020 will be insufficient. 9) What is the expected balance of focus on climate mitigation vs. adaptation in this plan and the business case considerations? Answer: Not clear on the difference between mitigation and adaptation. The intent is to understand how businesses view the risks of climate change and how to help businesses reduce those risks. 10) The sample agreement has a standard of care clause (8.D). The subsequent paragraph (8.E) seems inconsistent. 8.E appears to hold the Consultant responsible for all errors even if the error is caused by reliance on unverified data provided by the City or third parties. Will the City clarify or update the language in 8.E to reflect a reasonable limit to the Consultant's responsibility for errors? (e.g. those errors directly caused by the consultant and not based on received data from the City or third parties.) Answer: No. What is in the RFP is the City’s standard Professional Services Agreement template as pre-approved by the City Attorney’s Office. Note that we ask you to sign the Vendor Statement and submit it as part of your proposal. If you cannot agree to it; please submit that as part of your proposal. 11) Can you provide an estimated budget for the project? Answer: See #3, above. 12) Can you provide a little more information on what are you excepting from the consultants in regards to supporting the Innovation Summit? Answer: See #5, above. Addendum 1 - Page 4 of 4 13) Will you provide contact information for key business and community stakeholders for the consultants to reach out to or will the consultants be responsible for this? Answer: The City will provide contacts for key businesses and stakeholders. However, the list of targeted businesses and stakeholders will be developed in conjunction with the consultant. 14) How many City Council presentations do you plan to have the Project Manager attend? Answer: See #2, above. 15) Several of our team members have worked on the same projects. You mention that under the Qualifications and Experience response section you would like at least three examples of similar work per team member. Can we make a notation that multiple team members have worked on the same project or do we need to repeat the full description of each project multiple times? Answer: Yes; “Can we make a notation that multiple team members have worked on the same project” works for us.
