City of Fort Collins requires web based GPS Vehicle Tracking System or mobile application for GPS Vehicle Tracking System or both? Both 2. If mobile application, then for which platform? iOS or Android or both? Both 3. If mobile application, then for which devices? Mobile or tablet or both? Both 4. If mobile application, Mobile application will be only in portrait mode. Whether City of Fort Collins is comfortable with portrait mode or also requires landscape mode? Either 5. If mobile application, then whether City of Fort Collins is comfortable with native mobile application development approach? I don’t understand this question so I cannot provide an answer 6. In case a mobile application is required, then we will require App store and Play store accounts to publish the app. Will the City of Fort Collins provide us these accounts, or do we use our own existing accounts? Our IT department uses APP Cat 7. In case of a web based solution, we will require hosting space for the web portal to be live. Will the City of Fort Collins will provide us hosting space or do we need to provide it? We will provide 8. Does the City of Fort Collins wish to provide system access to their drivers too? No 9. We will provide training to the City of Fort Collins for the proposed System via a virtual communication platform. Is City of Fort Collins comfortable with this or will on-site training be required? Virtual is acceptable 10. What are the City of Fort Collins expectations regarding ongoing upgrades and enhancements? That is to be provided by the vendor 11. Will the City of Fort Collins require us to be on-site for support and maintenance? No Addendum 1 Page 3 of 6 12. We can provide support for technical issues via email or virtual platform suitable for both teams. Is the City of Fort Collins comfortable with this option? Yes 13. Is the City of Fort Collins open for an off the shelf solution? Yes 14. What is the overall budget? This is the reason for RFP 8298 15. Is there any budget cap on pricing? If yes, how much is the budget cap? This is the reason for RFP 8298 16. Will we receive details to questions and answers asked by other prospective vendors? Yes 17. Whether we require to travel to the City of Fort Collins for meetings/discussion/work? Virtual is acceptable 18. If yes, approximately how many times we need to visit to the City of Fort Collins for the meeting? n/a 19. If there is a need for onsite visits, please share the location details. n/a 20. Which is the preferable communication platform for the City of Fort Collins to communicate with contractors during the project? E-mail and phone 21. Is subcontracting of work allowed? Yes, as long as it is disclosed and the subcontractor is noted 22. Hardware specification for Tracker are OEM Device, Vehicle CCTV with inbuilt memory card. Will the City's systems on the individual vehicles support this hardware? Would need to further investigate with selected vendor 23. Will the City provide separate SIM cards for trackers? No 24. Would the City be open to alternate tracking options which may eliminate the need for additional third party tracker hardware? Addendum 1 Page 4 of 6 Yes 25. Will the City install the mobile app on the driver's mobile phones? No 26. Will the City provide additional phones to their drivers? No 27. We will provide remote support for testing the installed trackers. Will the City staff provide onsite physical support to install, configure and test the trackers on the vehicles? Yes 28. Will the City consider "Disadvantaged Business Enterprises (DBEs)" who are certified by other States within the US? Is there a preference provided for DBEs in this opportunity? Not for this specific RFP 29. Is there any predefined proposal format which you can share with us? No 30. Can companies outside US participate? Depends on availability on support and parts 31. What documents/ proofs City of Fort Collins required to check financial strength and resources strength of a company? List of customers over the last three years 32. Can we submit two different proposals having different solutions which varies in price? Yes as long as they are clearly separated into separate packages 33. Can you provide a list of make, model, year and VIN for each vehicle/asset being tracked. 1995 to 2014 Ford, Chevy, GMC, Dodge, Nissan Toyota Trucks and Vans, detailed information to be provided to winning RFP 34. Is there a Back End system that requires integration to our offering? No 35. Do you have a GPS system in place today that you want to continue to use? No 36. Can you provide a detailed list of the 30+ assets you intend to monitor? 1995 to 2014 Ford, Chevy, GMC, Dodge, Nissan Toyota Trucks and Vans 37. Can you provide more detail about the City’s entire fleet? Addendum 1 Page 5 of 6 • Complete fleet list if available Not available • Types of assets in the fleet Everything from an electric car up to semi’s, loaders heavy equipment, roto- milling machines etc. • Timeframes or plan for tracking the remainder of the fleet 2-4 years 38. Can you explain the need for a 10 second update rate while in motion and 1 minute while stopped? This was canned information within the RFP, if this is outdated we are looking for current technology 39. Are you willing to look at higher update rates? Yes 40. Can you provide an example of or elaborate on this statement "Ability to import any updated maps in a designated format or from a third party that captures updates without compromising existing routes"? Disregard 41. Can you explain what you mean by tracking units being a “one piece design”? Disregard 42. Do you want a unit that plugs directly into the onboard computer or is a device that is hardwired to the ignition and connects to the computer through a cable still leaving the original port open acceptable? Please provide your best proposed solution 43. OBD-II is only available in LD and some MD vehicles. What are your expectations for HD vehicles? I am unable to answer this. Please provide your best proposed solution 44. Since diagnostic data is not standard across all vehicles, can you provide a list of vehicles to verify diagnostic and port availability? Use rough vehicle descriptions above 45. When you say "ability to integrate shape files submitted by the city", are you referring to Geofences or GIS layers/Overlays? Yes 46. Can you explain what you mean by “animated map overlay”? Disregard Addendum 1 Page 6 of 6 47. Will any of the initial vehicles require the monitoring of inputs / PTO (i.e. Sweeper Up/Down, Snow Plow On/Off)? No 48. Do any vehicles have multiple drivers? yes 49. If so, do you need the ability to know which driver is operating the vehicle (current or historically)? Yes **Without knowing the driver, you lose some functionality of alerts and reports. 50. Does the city have non-vehicle assets that will ever need to be tracked/monitored? Possibly if we move forward with placing GPS on the entire fleet of 800-1000 51. Does the City have any need now or in the future to integrate the tracking solution with 3rd party software such as GIS, Fleet Maintenance, ERP, Outage Management, etc? Yes in the future
