Please confirm the scope of work. Is the project focused on developing graphics to explain application of the existing LID regulations, existing details, and existing plant lists? Or does it involve developing city staff and public consensus around revised or additional requirements, new details that will become requirements, and new tailored plant lists? A1. Existing regulations are already established. The manual is intended as a graphics based tool that will assist developers/engineers/landscape architects in meeting existing regulations by detailing a range of options that can be applied for different land uses, impervious cover, available open areas, soil conditions and other land use constraints that might make it more challenging to install LID features in compliance with existing regulations. Q2. Related to question #1 – Will city staff be the technical experts who provide details, lists and calculations that should be included in the manual? A2. Yes City staff will provide the calculations though the existing stormwater manual (which draws its technical portion from the Urban Drainage and Flood Control District Manual). Some newer technologies might need to be researched and added to the range of options if they are currently included in the UDFCD manual treatment BMPs. See http://udfcd.org/volume-three in order to see what treatment BMPs are already accepted. This manual may expand on the list of accepted BMPs to add innovative technologies and provide other acceptable LID BMPs that are specific to the City of Fort Collins. Q3. Related to question #1 -- Who at the City is officially “adopting” the Manual? Does it require adoption by the City Council, Planning Commission or Advisory Boards? A3. The manual will be adopted by reference as part of the stormwater criteria manual.The adoption will be done as a resolution, City staff will be responsible for the public process involved. Some support may be needed for graphical representations that may be used in public outreach meetings. Q4. Is the “project team” the same as the “consultant team”? If not, please clarify the difference. A4. Project team is the consulting team, plus City staff involved in reviewing the draft document. Q5. Is the “LID Roundtable Committee” the same as the “Project Steering Committee”? If not, please clarify the difference. A5. Yes the LID Roundtable Committee will be renamed as the steering committee and will be involved as part of the public process. Q6. For the project schedule, is October 10, 2016 a hard deadline, or can we suggest a slightly longer schedule if we feel the project could be completed more successfully? A6. No there is no hard deadline. The final deadline will be determined as a result of the developed work plan. Addendum 1 – 8274 Low Impact Development Implementation Manual Page 3 of 3 Q7. Are resumes included in the 25-page limit? A7. Yes. The list of items not included in the 25 pages is listed under H. on page 7. We are asking in the Proposal Submittal Requirements section that resumes be no longer than 1 page each.
