Task Order #1: At-Grade Railroad Crossings of Arterial Streets Data Collection
June 19, 2017
Project Background
BNSF, Union Pacific, and Great Western railroads have written agreements with Fort Collins that at-
grade locations will be maintained. For maintenance, Fort Collins provides materials and the railroad
provides labor. In an effort to be more proactive instead or reactive, Fort Collins would like to know the
status of the railroad arterial crossings. This will help to better meet safety concerns of vehicles that
cross the tracks. This effort will focus on collecting images and visual field data on the approaches and
surfaces of the roadway and sidewalks where it intersects the railroad. It will not focus railway sections
outside of this area.
Task 1: Project Management & Meetings
Project Management
AECOM will be provide monthly progress reports with invoices and coordination with the Fort
Collins project manager concerning billing and invoicing.
AECOM will develop a schedule that will be periodically updated during the project. The
schedule will show major milestones of the project by task.
AECOM will conduct the following quality control measures in compliance with AECOM ISO 9001
certified quality program.
o Discipline specific quality control reviews for all submittals
o Deliverable release record quality assurance oversight of AECOM
Meetings
An initial project kickoff meeting will be held immediately upon Notice to Proceed.
Representatives from AECOM and Fort Collins will attend the meeting. AECOM will prepare the
meeting agenda and meeting minutes.
Up to two additional coordination meetings may take place with project stakeholders to gather
tool design requirements and discuss project status.
Deliverables: AECOM will produce meeting minutes; data requirements, and system recommendations
Task 2: GIS Tool Set Up and Testing
An ArcGIS Online annual subscription plan will be set up to complete the data collection process
(accounts will be deactivated after the required annual subscription is over). Within this plan, five user
accounts will be set up which will be utilized by the AECOM data collection team, AECOM data
managers, and Fort Collins support staff. Data collection will be performed on GPS enabled iPads using
ArcGIS Collector. Data (including a series of images to document conditions) will be collected for each
railroad crossing. Field work will take place offline without a data connection and will be synced once
reconnected to the network.
Details of the railroad crossing locations will be obtained from the Federal Railroad
Administration Hwy-Rail Crossing Inventory dataset.

Training materials will be produced and field data collection team will be trained
Method of data collection will be tested to ensure success in the field
Deliverable: Technical memorandum describing the data collection plan
Task 3: Field Data Collection
Field data collection will be conducted by (2) AECOM staff for the 27 at grade railroad crossings on
arterial roads in Fort Collins. Site visits will confirm conditions at each crossing location and will be
documented with field notes and geotagged images. Conditions will be assessed on a scale between 1
and 5 with 1 indicating heavy deterioration, spalling, and exposed rebar; 3 indicating adequate/safe; and
5 indicating recently installed excellent condition.
AECOM field staff will take required railroad safety training prior to field visits. AECOM field staff will not
leave the public right of way during this process and will not be in violation of federal rules.
Deliverable: Documented data collection process
Task 4: Quiet Zone Assessment
Using information from the FRA crossing inventory database and a visual inventory of each crossing, an
assessment will be made at each railroad crossing as to the status and feasibility of the crossing
contributing towards establishing a quiet zone. A quiet zone establishes a consistent standard within
which routine use of train horns at crossings is prohibited. The minimum distance of a quiet zone is ½
mile, so evaluated crossings will need to be evaluated with other nearby crossings. This scope of work
focuses on evaluation of safety measures for specific crossing locations and does not include an overall
corridor assessment and calculation for a quiet zones.
Minimum warning devices for quiet zones include flashing lights, gates, constant warning time devices
(except in rare circumstances) and power out indicators.
Deliverable: Technical data summary to summarize feasibility of evaluated crossing locations
contributing to a quiet zone
Task 5: Data Compilation/GIS Database Transfer
Based on the requirements and tool set up (Collector/ArcGIS Online) data compilations should
be a fairly straight forward process
FRA inventory report of railroad crossings will be integrated with collected field data
The AECOM project team will work with Fort Collins GIS staff to integrate the GIS dataset into
the Fort Collins GIS system.
Deliverable: A Geodatabase containing a field notes and images captured during field data collection.
