Michigan Ditch – Spirolite Pipe Assessment
Scope of Work
Project Understanding
The City of Fort Collins has visually inspected the Spirolite pipeline that runs along the upper reaches of the
Michigan Ditch system that supplies water to Joe Wright Reservoir. A camera was run through sections of
the pipeline this past August 2016 in order to visually assess the condition of the pipeline. This scope of
work includes reviewing the CCTV videos collected, identifying and mapping the problem areas/pipeline
issues, developing replacement solutions and construction cost estimates, and updating the Joe Wright
Reservoir Michigan Ditch Draft Master Plan. This proposal assumes a project duration of approximately
two to three months, depending on team availability. Based on our understanding of the project, we
propose the following team and engineering services.
TEAM

ENGINEERING SERVICES
Task 1 Project Coordination
This task includes bi‐weekly meetings during the project, and weekly email/phone updates. Ayres will
prepare meeting minutes. Four project meetings are anticipated. Ayres will coordinate with additional
technical and construction experts for their involvement at the meetings.
Task 2 Assess Spirolite Pipeline Condition
Task 2.1 – Ayres will review the CCTV inspection videos to identify the defects found along the
pipeline. We will utilize the original field installation notes and pipe segment markings shown in
the videos to map the location of the identified defects.
Task 2.2 – Ayres will map Problem Areas on an exhibit to be used to assess the extent and proximity
of the problem areas to help develop replacement solutions.
Task 3 Develop Construction Solutions
Task 3.1 – Ayres will develop solutions to replace failing sections of pipeline by assembling a team
to discuss the problems and produce solutions. We anticipate two 3‐hour long meetings with
Ayres, City Utilities, Hydro Construction, and Lithos Engineering. Prior to the meeting, Ayres will
distribute the exhibit depicting the problem areas along the pipeline. We anticipate these working
meetings to be a collaborative effort, in that everyone will bring their insights to the table to
develop solutions. Meetings are proposed to be at the City Utilities office with CCTV videos
available to view pipeline defects as needed.

Task 3.2 – Ayres will update the exhibit prepared in Task 2 with replacement solutions.
Task 3.3 – Ayres will work with Hydro, Lithos, and the City to develop cost estimates for the
proposed solutions.
Task 4 Update Master Plan Documents
Ayres will update the Draft Executive Summary and the Draft Master Plan documents to include the
Spirolite evaluation, including recommended solutions and associated costs, along with the exhibits
developed in Tasks 2 and 3. Ayres will also include a section describing the work performed during the
summer 2016 and will update the appropriate sections of the report. Lithos will aid on the update. We
assume one round of comments from the City/project team. Ayres will incorporate comments, make
revisions and produce six copies of the final documents.
FEE
Ayres Associates proposes to complete the work outlined in this proposal, for a fee not to exceed $20,715.
