Phase 1 – 3 – under previous work order Phase 4 – Additional Work GENERAL DESCRIPTION: This scope covers the time required to supplement and finalize the Master Plans for both Joe Wright Reservoir and the Michigan Ditch. The Ayres Project Manager will be: Dale Mathison (970)797-3540 direct (916)607-3774 cell The Ayres Group Manager will be: Chris Pletcher (970)797-3528 direct (970)218-5546 cell The Lithos Geotechnical Engineer will be: Robin Dornfest (970)567-9877 cell PHASE 4 – Additional Work 4.1 Joe Wright Reservoir – The City’s water storage facility at Joe Wright Reservoir is in very good condition and is well maintained. Initial site inspections and discussions with City operations staff did not reveal any apparent deficiencies, and only provided a short list of ongoing maintenance items to be addressed annually. As an additional measure to confirm that there were no latent deficiencies or life cycle equipment replacements within the planning horizon, Ayres Associates will bring Jim Bakken, a Senior Water Resource Engineer with 40 years’ experience with dam safety inspections to the site for an independent second inspection. Mr. Bakken will review existing documents compiled for this project and also talk with City staff to gather a complete picture of the initial dam construction, operational practices, annual maintenance issues, and current condition. Mr. Bakken will then contribute his opinion of the current and expected maintenance needs to the Master Plan Report. This effort will involve two additional progress meetings with City staff and two additional site visits as one of the original site visits was accelerated to coincide with an annual inspection of the outlet pipe by the State Engineer. 4.2 Comparison to Similar Dams – The fundamental embankment and outlet works design used for Joe Wright Reservoir was also used for two other dams constructed at about the same time in the Steamboat Springs area – Lester Creek Dam and Steamboat Lake Dam. Geotechnical Engineer Robin Dornfest and Dale Mathison will request maintenance records from these two similar dams and will review them for relevant design concerns and maintenance needs to develop a sense of the vulnerabilities of this particular dam design. Areas of potential vulnerability will be reviewed at Joe Wright to determine if additional preventive maintenance or equipment replacement may be warranted. This will require two additional progress meetings to discuss the similarities between the dams and the results of follow up investigations. 4.3 Coordination with the Water Treatment Facility Master Plan – ongoing operation and maintenance of the Michigan Ditch and Joe Wright Reservoir are completed by the Water Utility as part of the Water Treatment Facility. An update to the Water Treatment Facility Master Plan is underway by CH2M Hill, and this task will coordinate the predicted operation and maintenance work and costs with the Treatment Facility Master Plan so that the Joe Wright Reservoir and Michigan Ditch Master Plan and the Treatment Facility Master Plan are DocuSign Envelope ID: 852AC112-C4DE-4104-965E-0DF52FCC5BA3 June 6, 2017 2 synchronized. This effort will also involve coordination with Hydro Construction to define maintenance projects so that Hydro can provide expected project costs. Two additional progress meetings are expected for this effort. 4.4 City Comment Review and Revision – Ayres will respond to City comments on the draft final Master Plan report and revise the document accordingly. Since this master plan effort spans the time period planned for construction of a new tunnel on the Michigan Ditch and annual repair efforts on Joe Wright, we anticipate that two additional coordination meetings will be required to facilitate review and discussion of the Master Plan and incorporate any additional considerations that are developed during the planned construction work.
