The cathodic protection (CP) program Tasks were developed in 2010/2011 and include recommendations to repair and/or improve the existing CP system. Figure 1 - Existing CP tasks and status based on previous mapping and discussions with FCU staff In support of the overall CP program and Tasks, test station readings are performed and analyzed on an annual basis and are available in spreadsheet format from 2011 to 2016. These test station readings and analyses have formed the basis for specific CP system repairs and implementation of identified improvements within each Task (Task Area). These readings, analyses, repairs and improvements have been summarized in individual memoranda prepared on a semi-annual basis. 1 DocuSign Envelope ID: 4BDE2D37-613D-4D45-83C2-B1F68FD243FE Fort Collins Utilities | Cathodic Protection Master Plan Update Scope of Work Project Approach The purpose of the CP master plan is to capture the program’s history, summarize the current state of the CP system, and identify improvements with associated priorities. To complete this CP master plan, the following key activities have been identified: • Summarize FCU’s cathodic protection program history and activities performed to date • Review and analyze 2011-2016 test station readings • Perform field testing of span discontinuities and test station reads to better assess existing CP system conditions • Summarize the status of the existing CP system condition • Identify CP system improvements, associated construction costs, and priorities To support the understanding of the existing CP system and improvement alternatives, the following HDR studies will also be referenced: • HDR. (September 8, 2015). A-B Line Cathodic Protection Master Plan Recommendation Review • HDR. (January 12, 2017). Anheuser Bush (A-B) Pipeline Discontinuity Field Test Report • HDR. (January 12, 2017). Anheuser Bush (A-B) Pipeline Discontinuity and Cathodic Protection Options Task 1 – Management, Coordination and QA/QC Objectives: Manage scope, schedule, and staff, coordinate project technical elements, and provide quality reviews of work products. 1.1 Project Management, Accounting and Quality Control • Initiate project accounting, budget and resource management tools. • Prepare a project guide that clearly identifies the project work elements, deliverables, budget and schedule. • Prepare monthly invoices and progress reports. • Perform QA/QC reviews of calculations and supporting documents 1.2 Project Coordination Meetings • Hold monthly meetings at City offices to discuss progress, address technical issues, and review submittal comments. Approximately 6, 1-hr progress meetings. Meet with the city to verify completeness of previous memos for review. o Review and summarize test station reading assessments and conclusions o Review and summarize recommended repairs and identify completion status o Review and summarize status of improvements associated with CP Program Tasks and work performed by RustNot and Hydro Construction o Identify areas potentially needing further test station readings or additional field investigations 2.2 Develop CP System Mapping • Gather existing mapping data, prepare project GIS and supporting geodatabase • Prepare transmission line material map o Map and annotate materials and pipe diameter o Identify construction date and engineer of record • Prepare CP program Task overview map o Map and annotate Tasks and status o Identify key CP system features including test stations, insulators, anode beds, pipe materials and diameter, etc. o Identify foreign line crossings • Prepare individual Task Area maps o Create ArcGIS Mapbooks for each task area o Identify detailed water transmission and CP system features (test stations, insulators, anode beds, pipe materials and diameters, etc.). 2.3 Prepare CP Program Background and History Memo • Prepare a draft of the CP Program Background and History memo with supporting mapping. Submit the draft memo for city review. • Meet with the city via conference call and in-person to discuss draft memo review comments • Address draft memo review comments and prepare draft final memo for city review/concurrence of comment resolution. • Close out remaining comments and submit final memo. Key Assumption: • All mapping will be performed in ArcGIS • It is envisioned the CP Program Background and History memo will form the first chapter of the CP Program Master Plan report Deliverable: • CP Program Background and History memo (PDF) 3 DocuSign Envelope ID: 4BDE2D37-613D-4D45-83C2-B1F68FD243FE Fort Collins Utilities | Cathodic Protection Master Plan Update Scope of Work Task 3 – Existing CP System Assessment 3.1 Review and Analyze Test Station Readings • Review and analyze 2011-2016 test station readings from city provided spreadsheets • Provide listing of suspect and deficient test stations based upon the review and analysis and make recommendations for further field testing • Develop test station readings map o Format test station read spreadsheets and join to test station shapefiles o Thematically map test station readings to identify trends and potential issues 3.2 Perform Field Testing • Identify areas needing additional field data • Perform field testing of span discontinuities and test station reads to better assess existing CP system conditions • Perform field testing to help determine causes of deficient test station reads, perform close interval potential survey or cell-to-cell to help determine discontinuities, and assess electrical isolation 3.3 Prepare Existing System Assessment Memo • Summarize the status of the existing CP system condition by Task Area • Based upon the review, analysis, and additional field testing, HDR will summarize each system and the potential causes of deficiencies noted • Prepare a draft of the Existing System Assessment memo with supporting mapping. Submit the draft memo for city review. • Meet with the city via conference call and in-person to discuss draft memo review comments • Address draft memo review comments and prepare draft final memo for city review/concurrence of comment resolution. • Close out remaining comments and submit final memo. Key Assumptions: • 1-week of field testing with two HDR staff accompanied by FCU staff • Hydro Construction is anticipated to assist with the field testing of discontinuities and test station upgrades/install where needed. • The Existing System Assessment memo will form chapter 2 of the CP Program Master Plan report Deliverable: • CP Program Background and History memo (PDF) 4 DocuSign Envelope ID: 4BDE2D37-613D-4D45-83C2-B1F68FD243FE Fort Collins Utilities | Cathodic Protection Master Plan Update Scope of Work Task 4 – Identify CP System Recommendations 4.1 Develop Improvements and Priorities • Develop specific recommendations by Task Area improvements including rectifiers, anode beds, joint bond repairs, test station repairs, etc. • Meet with city to jointly evaluate Task Area criticality and resulting priorities 4.2 Prepare Cost Estimates • Develop planning level estimates of construction costs for recommended improvements by Task Area based on HDR cost data and input from city on cost history of other similar work. • Develop order-of-magnitude costs for system repairs input from city on cost history of other similar work. Coordinate with Hydro Construction on cost estimate data and address review comments. • Prepare a cost summary table by Task Area and recommendation for use in budgeting and managing status of improvements and repairs. 4.3 Prepare CP System Recommendations Memo • Prepare a draft of the CP System Recommendations memo with supporting mapping. Submit the draft memo for city review. • Meet with the city via conference call and in-person to discuss draft memo review comments • Address draft memo review comments and prepare draft final memo for city review/concurrence of comment resolution. • Close out remaining comments and submit final memo. Key Assumptions: • The current Task Area approach for repairs and improvements will continue with this master plan • The CP System Recommendations Memo will form chapter 3 of the CP Program Master Plan report Deliverables: • CP System Recommendations memo (PDF) Task 5 – Prepare CP Program Master Plan Report • Consolidate final memos from Tasks 2-4, perform additional editing, and include supporting mapping to form the draft master plan report. • Prepare and submit Draft CP Program Master Plan Report for city review • Meet with the city via conference call and in-person to discuss draft report review comments • Address draft report review comments and prepare draft report for city review/concurrence of comment resolution. • Close out remaining comments and submit final report.
