Mountain Avenue Fort Collins, CO 80524 RE: Northeast College Corridor Outfall (NECCO) Engineering Design Proposal and Scope of Work Dear Linsey: This letter and scope of work proposal follows on our recent meetings regarding the referenced project. The attached scope of work has been configured to allow Jaclyn Michaelsen the ability to provide uninterrupted services to the City on this project as she transitions employment to Ditesco. As such, the attached represents a partial scope of services as a continuation of remaining work tasks to complete the 2017 work plan prior to initiating a new work order in 2018 to complete the project. Thank you again for giving Ditesco the opportunity to provide engineering services for this project. We hope you will find the services outlined herein seamless and value driven. Enc. scope of services Cc: file Page 2 of 5 Exhibit A Northeast College Corridor Outfall (NECCO) Engineering Design and Construction Administration Scope of Services Project Understanding The City of Fort Collins Utilities desires to continue uninterrupted services on the NECCO project related to engineering and construction phase support. As such, scope of work covers the remaining work plan for 2017 for the NECCO Ponds and Backbone project. A detailed task description is provided below. In addition, our services include subconsultants Andy Herb who is tasked with wetland mitigation observation and construction, and BHA for landscaping and irrigation design. This project is being delivered using the Utilities Alternative Project Delivery System (APDS). Design plans and specifications have been previously developed by Ayres Associates, Inc. The City will be utilizing Connell Resources, Inc. throughout the design and construction process. Task 1: Construction • Ditesco staff will continue support of the construction phase attending and documenting meetings associated with the landscaping design and construction. We will prepare and distribute meeting minutes for these meetings. As a subconsultant to Ditesco, BHA will continue to provide landscaping design services for the regional detention ponds according to their original base scope of services (see attached). • Final Design As-Built Report. Ditesco staff will update the NECCO Final Design Report to reflect as- built conditions based upon record construction information. We will update the report, meet with City staff and address any comments to the report. Upon receipt of final comments, we will issue a final electronic version of the report. • As-Built Drawings. Ditesco staff will develop record drawings based upon field collected information from both our staff and the Contractor. We will update these plans and make review copies available to the City. Upon receipt of final comments, we will provide a final version of the record drawings in electronic (PDF), CAD and mylar formats (as the City may desire). • Vine Pond Coordination: This task allows time for Ditesco staff to attend meetings regarding the Vine pond design. We will perform minor modifications and adjustments to the hydraulic model to determine feasibility of continuing the project without the construction of the Vine Regional Detention Pond. Task 2: Landscaping Phase • Landscape Construction Observation. This task includes construction observation and direction by Alpine for the vegetative measures being constructed in the wetland mitigation site. Ditesco staff will provide oversight and coordination as these activities are implemented in the field. • Landscape Planting and Seeding. This task provides the cost for Alpine to provide the wetland mitigation plant materials and seeding of the wetland mitigation site south of Vine Drive. Our scope of work assumes that Connell Resources will hire a separate seeding contractor to seed all of the disturbed areas along the road right of way. The deposit that the City has paid for plant materials has been subtracted from this cost. Please note that the remainder of the deposit the City has paid will be applied to wetland mitigation that will be constructed with the ponds portion of the project. This does not include services for Phase II (2018) work. Page 3 of 5 Deliverables: • Expected Deliverables and Format: o Record Drawings in both PDF format and digital (AutoCAD Civil 3D ver. 2015) o Updated hydraulic model o Final “as-built” design report in PDF format o Weekly Meetings: Agendas, Meeting Minutes, both in PDF format Schedule The anticipated schedule for the remainder of the NECCO project is as follows. Construction: April through December 2017 (landscaping) Construction (phase 2): 2018 Fee Estimate We have based our fee estimate on the following assumptions of the project schedule. • 9 month delivery • Record drawing information provided by others Total Estimated Fee: $66,479.00 A detailed task breakdown is included. Please find this on page 5 of this scope of work proposal. The fee shown above is to be billed on a time and material basis based on the rates shown in the table on page 4 and 5 of this proposal. All reimbursable expenses will be billed at direct cost. Sketchup models for residential areas between ponds are not included. 12 Contour data of existing and initial planning will be provided to BHA by others. Contours received shall include accurate Z coordinate elevations. 13 Bid Package and Project Manual are being compiled by others. 14 Wetland Mitigation Plan will be by others 15 Perspective hand renderings are not included in this contract. Digital renderings form sketchup are included. 16 Features and amenities may include: fences, railings, trails, headwall improvements. 17 Restrooms, Parking Lots, Outdoor Classrooms, Kiosks, and Interpretive Signs are not included. 18 Construction observation shall be by separate contract 19 Project cost estimating is not included in scope.
