This system will be sized to handle DWRF’s non-pot system, and RAS chlorination, both low-dose and RASassination dose, for DWRF’s north process train (NPT) and south process train (SPT). The purpose of this Work Order is to provide the technical analysis and engineering, and preparation of drawings and specifications for the proposed project. The level of detail for drawings and specifications will be similar to past replacement projects. It is anticipated that this design work will proceed beginning May, 2017 and construction will be completed by the end of 2017. Construction-related services are included in the cost estimate attached. The scope of work is divided into the following major tasks, summarized below: Task 1 - Project Administration and Coordination Task 1.1 - Coordination Meetings Prepare for and participate in three (3), two (2) hour meetings with the Project Team to coordinate the pre-design and design activities. Appropriate Consultant staff and subconsultants will be in attendance based on the topics of discussion. Meeting agendas will be provided and a Decision Log will be kept up to date over the course of the Project. Task 1.2 - Quality Assurance/Quality Control (QA/QC) Perform quality assurance and quality control of all deliverables prepared by Consultant in accordance with Consultant's standard QA/QC policies and procedures. Task 1.3 - Progress Reporting Invoices will be submitted monthly in accordance with City payment protocols. Each invoice will be submitted with a progress report detailing the work executed during the invoice period and work remaining. Task 2 - Facility Investigations and Existing Documentation Review Task 2.1 - Facility Investigations Conduct walkthrough of facilities with plant staff to develop understanding of existing conditions and preferences for implementation of proposed improvements. Assume one (1), two (2) hour walkthrough. Consultant's Project Manager (PM), Mechanical Engineer and Electrical/Instrumentation/Controls (EIC) Engineer will attend walkthrough. Consultant will prepare a written summary of information gathered and findings of walkthrough. Task 2.2 - Existing Documentation Review Consultant will review existing documentation available for replacement project. City will provide existing documentation. DocuSign Envelope ID: DD42C271-A9F0-4AFF-8A73-3A15CD73C1CA FINAL (4-25-17) pg. 2 Task 3 - Design Development Task 3.1 - Engineering Analyses Consultant will perform engineering analyses necessary for determining the appropriate solution for replacement project. Specific analysis includes the following: Process Calculations: 1. Confirm demand for each of the processes: a. Non-pot (min-max). b. NPT (RAS winter low dose, RASassination). c. SPT (RAS winter low dose, RASassination). 2. Confirm volume required for 30 day storage assuming 6% hypochlorite 3. Determine Day Tank Volumes for NPT and SPT; possibly, 12% tote in SPT. 4. Determine Pipe sizing for transfer from bleach storage to NPT/SPT. Mechanical Analysis 1. Transfer Pump sizing (plant staff will prefer duplex magnetic drive pumps. Will also want recirculation line plumbed back to tank for mixing/off-gassing. 2. Determine if the single storage tank is adequate or if additional tank is recommended. 3. Determine if 3-way valve in polymer batching room is feasible to direct flow between north and south. 4. Evaluate alternatives for routing hypochlorite from dewatering building to digester building for SPT. 5. Determine optimum number of peristaltic pumps required to meet all the pumping demands. Electrical/Instrumentation Analysis 1. Determine if additional existing level sensors for existing storage tanks are operational or if new ones. 2. Determine if additional instrumentation is needed for hypochlorite loading and storage. 3. Determine if adequate electrical support is available in the old Odor Control MCC room. 4. If 3-way valve is determined feasible, determine electrical and control support points. 5. For both NPT and SPT evaluate power, instrumentation and control requirements for day storage and dosing equipment. Task 3.2 - Design Drawings and Specifications Prepare design drawings and specifications to progress the design of Project to 30 and 90 percent completion levels. The 90 percent drawings and specifications will be reviewed by City and revised by Consultant to produce the Issued for Construction documents. Prepare individual equipment specifications, if required. The drawings and specifications required for replacement project are assumed as the following: 1 civil/mechanical drawing showing piping routing and overall location of improvements; 2 mechanical (plan view) drawings (Odor Control Bldg, NPT tunnel and SPT together on 1 sheet); 1 electrical one-line drawing 1 electrical elevation; and DocuSign Envelope ID: DD42C271-A9F0-4AFF-8A73-3A15CD73C1CA FINAL (4-25-17) pg. 3 3 process instrumentation diagram (P&ID) drawings. Specifications for the following equipment: peristaltic pumps; mag drive pumps; specialized valves and related appurtenances specific to bleach; and an FRP tank (may not be required). Task 4 - Engineering Services during Construction The majority of construction-related services related for the hypo project are assumed to be included within the UV project services since the construction of the two project will be concurrent. Additional services include the following: • Review shop drawings (5 total); • Request for information coordination; and • Start-up assistance with hypo system.
