Project Description: To finalize the site design for Reaches 1-6 and 2-1, just upstream and
downstream of the bridge over Spring Creek going into EPIC Recreation Center and Edora Park off of
Riverside. This stream rehab project is being designed concurrently and cooperatively with the
Riverside Bridge Replacement project. Michael Baker International will be providing all of the design
services for the bridge under a separate contract with City Engineering. MBI was selected for RFP
#7522.
Scope of Services: Design assistance and pre-construction coordination anticipated in support of the
APDS process.
Professional agrees to perform the services
identified above and on the attached forms in
accordance with the terms and conditions
contained herein and in the Professional Services
Agreement between the parties. In the event of a
conflict between or ambiguity in the terms of the
Professional Services Agreement and this work
order (including the attached forms) the
Professional Services Agreement shall control.
The attached forms consisting of two (2) pages
are hereby accepted and incorporated herein, by
this reference, and Notice to Proceed is hereby
given.

STREAM REHABILITATION & ENHANCEMENT FINAL DESIGN
FOR SPRING CREEK AT EPIC
PROJECT OBJECTIVE: To finalize the site design for Reaches 1-6 and 2-1, just upstream and
downstream of the bridge over Spring Creek going into EPIC and Edora Park off Riverside.
GENERAL
Ayres will provide planning, site design, and management services required to complete the
final design, of the Stream Rehabilitation & Enhancement Project.
The project team consists of Ayres Associates and, AlpineEco, Miller Ecological, (the
Consultants). The Core Team consists of Ayres, City Utilities staff, and the contractor, Connell.
Team members will be involved on an as-needed basis in the design process.
The following Scope of Services outlines the tasks required to complete the final design.
1 Task 1 – Administrative
1.1 Management – This task covers general project management, contracting, invoicing,
internal and sub-consultant coordination.
1.2 Progress meetings - Team progress meetings will be held including the Core Team and
other team members as needed. These meetings may also include Potentially Affected
Individuals (PAIs). A total of 10 progress meetings and 1 site visit are included in this
scope. Ayres will provide and agenda and submit meeting minutes for progress meetings.
1.3 Riverside Bridge design coordination – Close coordination with the Riverside Bridge
design team (Michael Baker) will be required. This task covers regular communication,
sharing design data, and meetings related to project coordination.
1.4 Public outreach – It is assumed that public outreach will be required as part of this project.
This task covers preparation for and attending 1 public outreach event.
2 Task 2 – Site Design and Plans
2.1 Final design - The Consultants will develop the final site design. Including the following
items as noted in the 75% design report.
Adjustments to grading due to final Riverside Bridge and Roadway design
Adjustments to the pedestrian trail as needed
Adjustment/additions due to final hydraulic conditions
Adjustments to water quality pond if needed
Design of erosion protection for 42” sanitary line
Design of water quality pond spillway
Design detail of rock steps
It is understood that Ayres will design all components related to stream restoration and
Michael Baker will design all components related to the bridge replacement, roadway
embankment, trail regrading associated with the new roadway, sidewalks, and stormwater
infrastructure changes related to the new roadway.

2.2 Final design plans - 75% design plans currently exist. Final plans will be developed based
on the final design items listed in Task 2.1. It is assumed that this will be a multi-step
process with input from the City and Contractor.
2.3 Specification – Specifications developed for Fossil Creek will be reviewed and edited
and/or updated as needed for this project.
2.4 Update draft report - The 75% design draft report will be updated to describe all items
included in the final design, hydraulic analysis, and design calculations.
2.5 Final report – After the City has reviewed the report and provided comments, Ayres will
revise the draft report and submit a final design report.
3 Task 3 – Hydraulic Analysis
3.1 Proposed conditions model - Michael Baker will be conducting hydraulic modeling for the
Riverside bridge replacement project and will be submitting the CLOMR package
associated with that project. The proposed Stream Rehabilitation project will be included in
the CLOMR package. Hydraulic modeling performed by Ayres Associates will still be
required for rehabilitation design purposes as well as attempting to create a design with a
no-rise condition.
Ayres will work with Michael Baker to create the final HEC-RAS model for the CLOMR.
Ayres created a preliminary 2D model for this reach while pursuing the Riverside bridge
replacement project. Ayres will use this model as a reference during the SREP design.
The 2D model provides more accurate and complete hydraulic results such as velocities
and shear stresses as well as requiring less assumptions by the modeler.
3.2 Scour and rock sizing calculations – Ayres will calculate scour and rock (or other erosion
mitigation measure) requirements. Calculations will inform the final design of restoration
features.
4 Task 4 – Permitting
4.1 Coordination with permitting agencies – Meetings (or phone/email correspondence) will
be held with pertinent agencies including USACE, CDPHE, USFWS, and others as
appropriate.
4.2 Prepare and submit permits – The Consultants will complete and submit all appropriate
environmental permit applications. It is understood that Ayres will submit the final 404
permit documents. It is understood that Michael Baker will provide permit documentation
specifically required by CDOT. It is also understood that Michael Baker will submit the
CLOMR and LOMR documents.
4.3 Respond to comments – The Consultant will address any comments related to permits.
