SCOPE OF WORK CASTLEROCK PAVEMENT DISTRESS EVALUATION Several areas along Castlerock Drive have experienced significant differential settlement several years after the completion of construction associated with the Canal Importation and Ponds Outfall (CIPO) Project. This evaluation will focus on a review of previous design efforts and construction of the storm sewer improvements along Castlerock Drive, data collection, field evaluation and subsurface investigation, and development of recommendations to mitigate the settlement within the street. The prime consultant for this project will be Anderson Consulting Engineers, Inc. (ACE) who will assist in the management and coordination of the data collection and subsurface investigation, as well as facilitate the development of mitigation alternatives. Geotechnical engineering services are required for this scope of work and will be provided by Lithos Engineering. Brian Smith, P.E., CFM, Senior Engineer of ACE, will serve as the Project Manager for this project and will also provide quality assurance and quality control for all work conducted under his supervision. Robin Dornfest will be the point of contact for Lithos Engineering and will be responsible for all geotechnical services conducted in support of the project. Task 1. Data Collection, Review and Evaluation This task will include the collection, review and evaluation of all available data and information necessary to complete the differential settlement investigation. This information includes, but is not limited to previous geotechnical investigations, construction records and photos, trench compaction testing during construction, and as-built construction drawings. Task 2. Field Reconnaissance and Base Map Development Following the initial review of existing data, field reconnaissance efforts will be scheduled to inventory areas of differential settlement. The extent and magnitude of the settlement will be ascertained through this work. ACE will utilize a GPS unit to map the extent of the settlement areas and to locate the concrete cores and geotechnical boreholes conducted as part of Task 3. The field reconnaissance efforts will also include an inspection of the storm sewer pipe beneath Castlerock Drive. Locations of inflow through the joints will be noted along with any piping of fine material from the material placed above the pipe. To the extent possible, the level and fluctuation of the existing ground water table will also be identified based on information collected during the field reconnaissance and geotechnical investigation efforts. GPS information collected as part of this task will be incorporated into a base map with the City’s 2013 LiDAR data and aerial imagery for use in the development of figures for the mitigation report. Geotechnical Investigation Refer to the attachment that provides a detailed description of the services provided by Lithos Engineering in support of the project. These services include: (a) site visit and background data, (b) subsurface investigation and data collection, (c) development of mitigation recommendations, and (d) production of a report documenting the results of the investigation. This task assumes that ACE will conduct one site visit during the concrete coring or geotechnical investigation. Task 4. Reporting ACE will assist in the development of a letter report that will be prepared summarizing the results of the investigation related to the differential settlement along Castlerock Drive. The letter report will include the geotechnical report as an attachment. Recommendations for mitigation will be identified and cost estimates developed to construct the proposed improvements associated with the mitigation alternative(s). Task 5. Meetings and Coordination During the completion of the project, it is anticipated that a minimum of 2 project status meetings will be scheduled. The project status meetings will provide an opportunity to discuss project approach and data collection, geotechnical results, and recommended mitigation alternatives. The ACE Project Manager and one staff member, as a minimum, will attend all status meetings. Project Understanding Several areas along Castlerock Drive have experienced significant differential settlement after the canal importation ponds and outfall (CIPO) project was constructed. The City of Fort Collins (City) is interested in having Lithos and ACE investigate the probable cause of settlement and recommend mitigation alternatives. Proposed Scope of Services Based on our understanding of the project, Lithos proposes the following scope of services: Task 1 – Site Visit and Background Data  Conduct a site visit to observe specific areas of pavement distress along Castlerock Drive;  Inspect the storm sewer pipe along Castlerock Drive for visible signs of distress and specifically areas were surrounding material could be piping into the pipe and creating subsurface voiding;  Review construction records and documentation, specifically compaction testing along Castlerock Drive; and  Review plan set information to understand the location and dimensions of pipe bedding, backfill material, trench plugs, etc. Task 2 – Subsurface Investigation and Data Collection Lithos will perform a geotechnical investigation for the project including:  Core up to ten pavement locations along Castlerock Drive to look for voids immediately under the pavement surface and provide bore hole drilling access;  Conduct up to six borings through cored locations extending up to 5 feet below the invert of the stormwater pipe;  Use standard auger drilling techniques and subcontract the drilling work to a qualified, local drilling subcontractor; DocuSign Envelope ID: F4E32313-E8CA-414A-AC75-98D5926753EC Anderson Consulting Engineers CIPO Page 2 of 3  Call in UNCC utility locations for each of the borings;  Provide full-time oversight of drilling operations;  Collect split-spoon, modified California barrel, and/or bulk samples from the borings for classification and laboratory testing;  Measure groundwater depth at completion of drilling;  Install up to four temporary piezometers will be installed to the hydraulic gradient across the length of pavement distress and investigation: o Temporary piezometers will include a flush mounted cap, screened section around groundwater, and a sanded annular space. o Up to three measurements after drilling will be taken to measure groundwater elevation in the piezometers.  Backfill the borings not finished as temporary piezometers accordance with City standards. Concrete pavement will be patched to match the existing pavement thickness; and  Submit selected samples to a qualified laboratory for geotechnical testing. Testing may include but is not limited to moisture and density, grain size analysis, and permeability.  Assumptions and exclusions: o Contaminated soil and groundwater will not be encountered. Handling and disposing of contaminated materials is not included in this scope of work. o Right-of-entry or other permits will not be required for the geotechnical investigation. o Traffic control will not be required for the geotechnical investigation or will be provided by the City at no cost to Lithos. Task 3 – Mitigation Recommendations Lithos will attend meetings, compile data from Tasks 1 and 2 in a concise report, and provide recommendations including:  Attend 2, 3-hour meetings to discuss the field investigation findings and evaluate remediation alternatives;  Summarize the results of Tasks 1 and 2. The report will include, at a minimum, the following items: o A Site Vicinity and Boring Location Plan o Detailed boring logs and the results of field exploration and laboratory testing o A description of the probable cause(s) of pavement distress o Recommendation(s) for remediation and preventing future pavement distress  Submit a draft version of the geotechnical engineering report (in electronic format) for review and revise as necessary to address Anderson’s and/or the City’s comments; and  Submit an electronic copy of our final report and if requested provide bound copies of the final report. Fees Based on our proposed Scope of Services outlined above, Lithos will provide the services proposed herein on a time and materials basis for an estimated fee of $16,884 in accordance with our existing contract with ACE.
