Existing ancillary facilities associated with the dewatering equipment (i.e., dewatering feed, polymer system, and cake load out) will be modified as needed. This project also includes installation of a strain press (size and manufacturer/model to match existing) in the Headworks Building. The existing metal platform will be modified as needed to accommodate the new unit. Piping modifications will be designed to allow either unit to be in- service and will include a bypass around both units. Lifting equipment will be installed to facilitate equipment removal. The purpose of this Work Order is to provide the technical analysis and engineering final design for the implementation of the proposed dewatering and strain press project (Project). This final design phase will include preparation of drawings and specifications, and equipment procurement and pre-construction support for the implementation of the Project. This Work Order does not include engineering services during construction. It is anticipated that this scope of work will proceed beginning May 8, 2017 and is required to be completed by March 1, 2018. The scope of work is divided into the following major tasks, summarized below: Task 1 - Work Order Initiation and Administration Task 1.1 - Budget and Schedule Support Coordinate with City and Contractor to review and refine budget and schedule for the Project. Provide design layout(s) and analysis to support scheduling and budget development process. Task 1.2 - Coordination Meetings Prepare for and participate in sixteen (16) 2-hour meetings (bi-weekly over 8 month duration) with the Project Team to coordinate the design, procurement, and pre-construction issues. Appropriate Consultant staff and subconsultants will be in attendance based on the topics of discussion. Meeting agendas will be provided and a Decision Log will be kept up to date over the course of the Project. Prepare 6-week look-ahead schedules that document meeting purpose/objectives, and major milestones. Participate in sixteen (16) 1-hour conference calls (bi-weekly over 8 month duration) with the City’s Project Manager and the Contractor’s Project Manager to coordinate the design process. Task 1.3 - Quality Assurance/Quality Control (QA/QC) Perform quality assurance and quality control of all deliverables prepared by Consultant in accordance with Consultant's standard QA/QC policies and procedures. Task 1.4 - Progress Reporting Invoices will be submitted monthly in accordance with City payment protocols. Each invoice will be submitted with a progress report detailing the work executed during the invoice period and work remaining. DocuSign Envelope ID: E04E459B-68D1-4E6B-B28E-407465C3EF70 FINAL (4-21-17) pg. 2 Task 2 - Site Investigations NOT USED Task 3 - Preliminary Design NOT USED Task 4 –Design Development Task 4.1 - Design Drawings Develop 3D model in MicroStation for Belt Filter Press Room (which will house the dewatering centrifuges) and Conveyor Room based on laser scan files provided by the City. All other areas will be developed in 2D MicroStation. In lieu of a formal 30 percent design deliverable, Consultant will review the in-progress 3D model during the 30 percent Design Review Workshop. Prepare design drawings to progress the design of Project to 60 and 90 percent completion levels for all areas, with the exception of the polymer system, HVAC system, and conveyors. Proposed drawing list is attached for reference. CDPHE self-certification process (per Reg. No. 22) will be utilized; as such, final drawings stamped by CO PE will be submitted to CDPHE for self-certification during the construction phase of project. Task 4.1.1 – Conversion of Laser Scan Convert laser scan (.pod) file to MicroStation 3D model for belt filter press room and conveyor room. Task 4.1.2 – Final Design of Polymer, HVAC, Conveyor Drawings associated with the final design (60 percent and 90 percent) of the polymer system, HVAC system, and conveyors will only be prepared upon written authorization by the City. Task 4.2 - Design Specifications Develop specifications using current MasterFormat (Div 48) and with incorporation of City's standard specifications and preferences. Task 4.3 - Design Review Workshops Prepare for and conduct three (3), four (4)-hour design review workshops at the 30, 60, and 90 percent design milestones. Coordinate with City, Contractor, and Cost Estimator in review of cost submittal. If additional design review meetings are determined as necessary, the City will consider an amendment to this work order. Task 4.4 – Equipment Procurement Prepare drawings and specifications as required for early procurement of two (2) dewatering centrifuges and one (1) strain press. Procurement of the dewatering centrifuge will use either best value selection process or sole-source selection of a single manufacturer. For best value selection, assist City and Contractor in developing evaluation criteria for the Request for Proposals (RFP) issued to dewatering manufacturers. Review proposals submitted by manufacturers and assist City and Contractor perform best-value evaluation of centrifuges. Selection criteria such as service record, equipment warranties and performance, maintenance scheduling, and operator experience will be reviewed in detail. Review draft report, including 60 percent drawings and specifications, with City and Contractor prior to finalizing, and for City's submittal to the CDPHE. Assist City with coordination with CDPHE to facilitate review of PDR as necessary for the approval of an Amendment to an Existing Site Plan Approval.
