Scope of Work - Dewatering and Strain Press Design

The City of Fort Collins (City) intends to install new dewatering equipment in the existing
Dewatering Building at the Drake Water Reclamation Facility (DWRF). The proposed
dewatering equipment will be capable of processing all of the biosolids produced on-site.
Existing ancillary facilities associated with the dewatering equipment (i.e., dewatering feed,
polymer system, and cake load out) will be modified as needed.
This project also includes installation of a strain press (size and manufacturer/model are likely to
match existing) in the Headworks Building. The existing metal platform will be modified as
needed to accommodate the new unit. Piping modifications will be designed to allow either unit
to be in-service and will include a bypass around both units.
The purpose of this Work Order is to provide the technical analysis and engineering pre-design
for the implementation of the proposed dewatering and strain press project (Project). This pre-
design phase will extend through submittal of the Site Amendment Application & Engineering
Report. Final design, preparation of drawings and specifications, equipment procurement, and
pre-construction support will be provided as part of a separate Work Order. It is anticipated that
this scope of work will proceed beginning January 23, 2017 and is required to be completed by
May 30, 2017.
The scope of work is divided into the following major tasks, summarized below:
Task 1 - Work Order Initiation and Administration
Task 1.1 - Baseline Budget and Schedule Support
Coordinate with City and Contractor to establish baseline budget and schedule for the Project.
Provide conceptual-level layout(s) and analysis to support scheduling and budget development
process.
Task 1.2 - Project Kickoff Meeting
Prepare for and participate in a 4-hour project kickoff meeting with the Project Team to discuss
project scope, schedule, and budget. In addition, the Project Team will discuss project goals,
potential issues/pitfalls, decision making and issue resolution procedures, lessons learned from
past projects, roles and responsibilities, lines of communication, and record management.
Project Team will discuss design criteria for the dewatering equipment, including projected flows
and loads, hours of operation, and redundancy criteria.
Task 1.3 - Bi-Weekly Coordination Meetings
Prepare for and participate in three (3), 2-hour meetings with the Project Team to coordinate the
pre-design issues. Appropriate Consultant staff will be in attendance based on the topics of
discussion. Meeting agendas will be provided and a Decision Log will be kept up to date over
the course of the Project. Prepare look-ahead schedules that document meeting
purpose/objectives, and major milestones.
Task 1.4 - Quality Assurance/Quality Control (QA/QC)
Perform quality assurance and quality control of all deliverables prepared by Consultant in
accordance with Consultant's standard QA/QC policies and procedures.

Task 1.5 - Progress Reporting
Invoices will be submitted monthly in accordance with City payment protocols. Each invoice will
be submitted with a progress report detailing the work executed during the invoice period and
work remaining.

Task 3 - Preliminary Design
Task 3.1 - Basis of Design
Consultant will develop a summary of the range of operating conditions associated with the
dewatering equipment design, including flows and loads, hours of operation, and redundancy
requirements. The size of dewatering equipment will be confirmed based upon the operating
conditions determined. Consultant will document the design criteria for the redundant strain
press unit.
Task 3.2 - Dewatering Equipment Selection
Consultant shall review the following equipment for installation in the existing Dewatering
Building:
Centrifuges.
Screw presses.
Rotary presses.
Consultant shall determine feasibility of locating each type of equipment in the existing
Dewatering Building. Equipment size will be based on design criteria developed in Task 3.1.
Consultant shall perform economic and non-economic comparison of feasible alternatives.
Selection criteria shall include performance (i.e., anticipated percent cake and solids capture),
polymer usage, electrical requirements, reliability, and operation and maintenance
requirements.
Consultant shall deliver an Alternative Evaluation Memo in advance of Workshop #1 that
outlines each type of equipment considered and provides a summary of the economic and non-
economic comparison of feasible alternatives.
Task 3.3 - Preliminary Analysis and Layout
Develop preliminary layout of proposed dewatering system improvements, including dewatering
equipment, electrical equipment, feed piping modifications, polymer system modifications, and
cake load out modifications. Perform initial analyses (structural, power supply, HVAC) to refine
scope and configuration of improvements. Define O&M attributes required of the dewatering
system. Develop preliminary layout of strain press improvements, including strain press
equipment, electrical equipment, piping modifications, and platform modifications. Develop
preliminary layout drawings to show location and orientation of dewatering and strain press
equipment.

Task 3.4 - Preliminary Design Workshops
Prepare for and participate in two (2), 4-hour workshops with the Project Team to coordinate the
preliminary design issues. Workshop #1 will focus on reviewing the Alternative Evaluation
Memo and selecting the most appropriate dewatering equipment. Workshop #2 will focus on
reviewing the preliminary analysis and layout of the dewatering and strain press equipment as
scoped in Task 3.3. Appropriate Consultant staff will be in attendance based on the topics of
discussion. Meeting agendas will be provided and a Decision Log will be kept up to date over
the course of the Project.
Task 3.5 - Attend WEF Biosolids and Residuals Conference
Consultant will attend the WEF Biosolids and Residuals Conference in Seattle, Washington in
April 2017.
Task 3.6 - Draft and Final Basis of Design Report
Consultant shall prepare a draft and final Basis of Design Report to summarize the preliminary
design efforts associated with the Project, as defined in Tasks 3.1 through 3.3.
Task 3.7 - Site Application and Engineering Report
Prepare site application amendment and Engineering Report for submittal to the Colorado
Department of Public Health Environment (CDPHE) in accordance with the requirements of
Regulation 22 and Policy WPC-DR-1. Review documents with City and Contractor prior to
finalizing, and for City's submittal to the CDPHE. Assist City in coordinating with CDPHE to
facilitate review of Engineering Report as necessary for the approval of an Amendment to an
Existing Site Plan.
