Performance and Payment Bonding Requirements: Performance and Payment bonding is required for all City of Fort Collins construction projects over $100,000. If the total construction cost for PV installation, including material and labor, is greater than $100,000, the PV contractor will be required to include Performance and Payment bonding with their Services Agreement. Additional Proposal Submittal Requirement: Provide the name, address and phone number of the firm’s bonding agent. Provide a letter from the bonding agent indicating the firm’s bonding capacity is adequate to undertake this work. 2. Meeting Clarifications:  Raceway is provided by project, PV vendor will provide all wiring and connections.  IP/data connection for monitoring will be provided by the City.  USA manufactured PV panels are preferred.  The PV vendor is to provide alternate pricing in their RFP response for the complete canopy structure. Hensel Phelps, the hotel General Contractor, has the structural support canopy in their scope of work and will review the PV vendor’s pricing against other proposals.  The height requirement of the structural support canopy is a minimum of 9 foot clearance.  Key drawing sheets to reference for this project are A-104, S-103.5, S-411, E-201, and E-401.  CAD files will not be made available.  The successful PV vendor will have input into final design of the PV support system.  The PV vendor should not include rebate information or calculations in the RFP response.  The electrical design for the 200 amp breaker that is to be installed behind the main disconnect will be re-designed after award. Proposal shall be bid per the design included in RFP.  Tax incentives are not to be included in the RFP response.  Re-orientation of facility design is not an option.  Exterior pole lighting on the top level needs to be considered, as they may interfere with the PV system due to shading. The selected PV vendor will provide input into the final design and layout. QUESTIONS & ANSWERS 1. Should vendors provide an oversized system? No, use the 50 kW noted in the RFP. Addendum 1 Page 3 of 3 2. Do we have an estimated kWh production target? Yes, the 50 kW/DC system was calculated based on our current parking garages electric energy use. 3. What are the electric rates? Please see the following Fort Collins Utilities rates for 2016 at: http://www.fcgov.com/utilities/business/rates/electric/e300 4. Why do we need to be a COSEA member as outlined in the Proposal Submittal Requirements? The City prefers our PV contractors are members of COSEA. Please see Fort Collins Solar Rebate web site for more information: http://www.fcgov.com/utilities/residential/renewables/solar-rebates 5. Do we have to include PPA options in our response? It is preferred, but not mandatory. 6. Why is “diseased” in our insurance language? Colorado Workers’ Compensation covers injuries resulting from workplace accidents. The law also provides coverage for "occupational disease". Occupational disease is defined by the Colorado Department of Labor and Employment as “a disease which results directly from the employment or the conditions under which work was performed, which can be seen to have followed as a natural incident of the work and as a result of the exposure.” The City encourages firms to contact the Colorado Department of Labor and Employment to address any questions regarding Colorado’s Workers’ Compensation requirements. 7. What is the construction schedule? Hotel will be completed in September 2017 and parking garage is expected to be complete in July or early August of 2017. The selected PV vendor must complete their installation prior to the Hotel opening in September 2017.
