Risk Removal, LLC has served Colorado, Wyoming and Nebraska for more than 25 years, and we appreciate the opportunity to submit our qualifications for consideration as a standing order contractor for the City of Fort Collins. Risk Removal, LLC was organized in 1989 and has continuously held General Abatement Contractor certificates since that time. From our home office in Tinmath, Risk Removal, LLC has served the asbestos, lead, mold, and other abatement and hazardous materials remediation needs of government entities, public school districts and universities, as well as commercial, industrial and residential building owners. Our abatement experiences include subsequent demolition of structures and removal and restoration of soils. Risk Removal, LLC has extensive experience completing a wide variety of maintenance, renovation and emergency response projects. Work is performed by full time Risk Removal, LLC employees that are certified to perform asbestos and lead abatement, as well as other hazardous material remediation. Together we will work towards creating spaces that are safer and more environmentally welcome for people to utilize. There are some near term identified asbestos removal projects and some areas that may have not been located yet. The team of the city, environmental consultants and Risk Removal, LLC will work to provide a complete and satisfactory servicing of these projects as they arise including estimating costs, determining the best contract structure to complete each project, performing the abatement and properly disposing of the abated materials. As part of the select group of companies invited to partner with the city, Risk Removal, LLC is not guaranteed the opportunity to execute any or all of the scope of any specific project; however, as the relationship develops the team will work more efficiently and be able to excel at delivering the required results. Risk Removal, LLC has the level of expertise necessary to help guide the team to a safe, timely and ultimately successful project completion. All the work done by Risk Removal, LLC will be done in accordance with appropriate state and federal laws. 2) Company Profile: a) Company Overview: Risk Removal, LLC has provided environmental services in the rocky mountain region for more than 25 years. The company was organized in 1989 and has continuously held General Abatement Certificates since that time, and serves Wyoming, Nebraska and Colorado. Risk Removal, LLC specializes in the safe and certified removal of various hazardous materials. Projects are delivered on a turn-key basis and may include project estimation, certified project design, remediation and abatement, final clearances and disposal. The company provides the following services:  Asbestos abatement  Lead abatement and lead based paint stabilization  Mold remediation  Microbial remediation and sanitization  Regulated building materials removal and disposal (PCB’s, Fluorescent Tubes, Ballast, Mercury Containing Devices)  Biological / animal remediation  Methamphetamine remediation The company operates from its northern Colorado home facility, and from a satellite location in Denver. These locations provide efficient daily access to clients in Colorado, western Nebraska and Wyoming. All of Risk Removal’s estimators are AHERA and Colorado certified Asbestos Project Designers, making them uniquely qualified to assess and manage the execution of each project. Risk Removal, LLC serves the asbestos, lead, mold, and various other abatement and hazardous materials remediation needs of governments, universities, public school districts, and municipalities, as well as commercial, industrial and residential building owners. Risk Removal, LLC has served as a standing order contractor for the University of Colorado - Boulder since 2010, Auraria Higher Education Center serving University of Colorado – Denver, Metropolitan State University of Denver and the Community College of Denver. The company also performs work on a regular basis for the University of Northern Colorado. In addition to these universities, Risk Removal, LLC is also a standing order contractor for the Boulder Valley School District RE-2, Denver Public Schools, Poudre School District, and Thompson School District. Risk Removal, LLC is also a standing order contractor for the Wyoming Department of Transportation. Risk Removal, LLC has completed thousands of projects successfully due to our experienced staff’s focus on safety, regulatory compliance, and efficient project execution for our clients. The company has never been terminated from a project, paid liquidated damages or failed to complete a project on time. Nor has the company changed names or license number or had its license revoked in the past 5 years. We do not have any pending violations or violations in the past 6 months. The company owners, officers and partners have not ever been convicted of crimes involving federal, state, or local law related to abatement or construction. Additionally, the company owners, officers and partners have not been convicted of a federal or state crime of fraud, theft or any other act of dishonesty. Over the previous 25 years Risk Removal, LLC’s projects have predominantly focused on removing asbestos and lead from commercial, industrial and residential structures. Depending on the project, some of these structures are demolished and some are retained for future use. In either case, Risk Removal, LLC has provided the expertise necessary to complete the work in a safe, timely and efficient manner. Risk Removal, LLC’s involvement in CEPA allows Risk Removal, LLC stay abreast of the contemporary issues within the industry, share best practices and lessons learned between members, learn new remediation technologies, remain up to date on industry safety regulations and other regulatory changes. The financial strength of an organization is critical to its ability to execute projects successfully. Risk Removal maintains significant cash reserves for working capital to ensure the ability to pay suppliers and employees and respond to unexpected needs. The company also has a substantial line of credit available for additional capital, if required. President & Director of Operations: Steven Morrow As President of Risk Removal, Mr. Morrow oversees the day-to-day business operations of the Company including job sourcing, project estimations, budgeting, customer relations and project management. As an AHERA and Colorado certified Project Designer, he handles both the macro and micro elements involved in designing and executing projects with customers. Office Manager: Laura Schiel Ms. Schiel is the company office manager and handles the administrative and accounting functions including accounts receivable and accounts payable. Ms. Schiel maintains all company and individual certifications, and manages insurance, bonding and administrative requirements for customers, vendors and service providers to the company. Director of Business Development: Tim Jones As Director of Business Development, Mr. Jones drives company growth and oversees project execution. A certified Project Management Profession (PMP), Mr. Jones brings over 20 years’ experience developing business relationships and executing on complex projects in multiple industries. Supervisors: Antonio Lopez, Oscar Molina, Aron Tapia, Mauricio Rodriguez and Jeanette Johnson Risk Removal has an outstanding corps of experienced supervisors, who have cumulatively completed thousands of projects in asbestos and lead abatement, mold remediation and methamphetamine decontamination. Supervisors oversee all activity at the job site and coordinate the work activity of the technicians to ensure projects are completed in compliance with all federal, state, and local regulations. Estimators and Project Managers: Nic Tafoya and Nathan Challenger As certified Colorado and AHERA project designers, Mr. Tafoya and Mr. Challenger are uniquely qualified to assess the scope of work for a project and have extensive experience estimating costs, developing proposals and managing projects to successful completion. They are on call to address customer requests or issues, and to coordinate schedules, permits, project documentation, and employee certifications. Generally we do not use temporary agents to complete project activities. We expect to coordinate with the greater project team to ensure that as work is being performed for the City of Fort Collins there are a suitable number of people dedicated to the project to complete it in the timeline agreed to. As part to the estimating actions, Risk Removal, LLC’s project estimators will strive to understand the needs of the team and develop a tailored plan of execution that meets those needs. d) Responsiveness: Risk Removal, LLC’s project designers work closely with the operations team to ensure projects are scheduled in such a way to meet the team’s needs. This direct relationship ensures that as the project develops and subsequent needs identified the team can sufficiently respond to that additional information. Ultimately, this interface with the operational team allows Risk Removal, LLC to see Risk Removal, LLC 6250 Iron Forge Road  Timnath, CO 80547 (970) 221-9121  Fax: (970) 493-7446 Page 7 of 18 upcoming abatement needs on the portfolio of projects and adjust staffing levels as necessary to meet the needs of each individual project. Headquartered in Northern Colorado, Risk Removal, LLC owns its equipment and keeps an inventory of supplies and materials used for abatement and remediation activities in our warehouse. We own and maintain our fleet of late model trucks and trailers and replace our abatement equipment frequently to ensure proper operation on the job. The company maintains credit accounts with independent waste haulers, several landfills, and environmental suppliers and receives same day delivery on orders to our warehouse or directly to the job site. In total, this allows Risk Removal, LLC to quickly respond to evolving schedules and programs consistently meeting the City of Fort Collins project needs. e) Financial: Risk Removal, LLC has been in business for 25 years and has bonding capacity of $1,500,000. Additionally, we maintain extensive standard insurance coverage as well as pollution insurance coverage typical for our industry. Below are examples of bonding capacity as well as insurance coverage. The team will be comprised of project management, supervisors, and technicians of the size necessary to meet the project schedule or respond adequately to the emergency. The size of the crew on site will increase or decrease, as necessary, to meet the project staffing requirements. This team is committed to ensuring the best possible outcome of each project. In general, the team will strive to understand the city’s needs for a specific project and account for that when developing the project estimate as well as determining the strategy to execute project. By working with the city’s project team, further efficiencies to cost or schedule may be achieved through abatement project design. The design process will yield the most efficient number, type, size, and location of containments required to abate the materials that maybe be impacted for any given project. Risk Removal, LLC uses state certified project designers to develop these plans. These folks are the primary point of contact over the life cycle for the project from initial evaluation and proposal through to the end of waste removal and disposal. Involvement by the project designers from start to finish on projects ensures continuity within the project as well as developing a good relationship and understanding with the team. An example of the work procedures that are created by the project designer is: “All abatement performed by Risk Removal will be completed by certified, experienced personnel in full compliance with all applicable regulations. A Risk Removal Supervisor will be assigned to each project and will serve as the Competent Person. A Supervisor will be present on site at all times. The floor tile and mastic removal will be abated following Colorado Regulation 8, including the Standard Variance #1 – Removal of Floor Mastic Using a Mechanical Buffer dated March 4, 2014. The containment will include a combined two chamber waste load out/decontamination unit, critical barriers over vents and openings, and sealed splash guards. The containment will be kept under negative air pressure throughout the abatement using HEPA filtered negative air machines. The pressure in the containment will be continuously monitored with an appropriate direct reading, recording, printing, alarming manometer. Risk Removal will employ wet methods and HEPA vacuums during the removal process. An asbestos air clearance will be performed in the containment.” Permits will be obtained by the project designers for each individual project and a containment put up, where required by the permitted scope of work. Safety is of paramount importance, especially during this stage to ensure the general populace as well as the employees conducting the abatement remain adequately protected. This part of the project is heavily coordinated amongst the team members to ensure all the requirements are met, including coordination with other contractors on site and proper environmental clearances performed. At the start of the project, efforts are made to ensure Risk Removal, LLC 6250 Iron Forge Road  Timnath, CO 80547 (970) 221-9121  Fax: (970) 493-7446 Page 12 of 18 that the work area is properly designated. For example, the following information could be used as part of the general procedure by Risk Removal, LLC to complete a project: “ACM signs will be posted at all potential entry points to the work area. If necessitated by site circumstances, “danger” tape will also be placed at an even wider circumference to the containment in order to control inadvertent foot traffic (if any) in the vicinity of the work area. Per the specifications, Risk Removal will also post signage outside of the building to warn the employees of our activities within the building.” For personnel working in the hazard removal areas, specific project plans are generated to ensure their safety. These requirements change based on the scope of work, materials being abated and procedures being followed. The following paragraph shows the type of direction provided by the Project Designer to ensure the team members are using the proper personal protective equipment: “Risk Removal personnel (and visitors to the containment) must wear respirators and protective clothing at all times. Workers will wear North half-face respirators. The on-site Supervisor will also serve as the Competent Person. In this capacity, the Supervisor may increase the level of protection if he/she feels that such is warranted by the circumstances of the removal and/or data produced by the air monitoring. All respirators are equipped with NIOSH-certified filters and workers wear Tyvek-brand protective clothing. OSHA- mandated air monitoring is conducted on every shift and meticulous records are maintained.” Plans for what to do with specific types of waste are created before the project is executed. An example of what a waste disposal plan is provide: “All waste will be appropriately wetted and placed in 6 ml. polyethylene bags. All the waste will be directly loaded onto Risk Removal’s enclosed trucks and transported by Risk Removal personnel to the EPA-approved (for friable ACM) landfill operated by BFI and located on Tower Road in Commerce City, Colorado or Larimer County (for non-friable) landfill located in Fort Collins, Colorado.” In some cases there is waste generated that is not hazardous and can be re-cycled. As much waste as possible is diverted from the landfills as feasible. Documentation of these steps to measure the environmental conditions, personnel certifications and proper disposal of waste are all retained by Risk Removal, LLC for the required period of time (in some cases up to 30 years). The Project Designer will coordinate with the operations team to identify the appropriate resources to complete the project from both a staffing level standpoint as well as an experience standpoint. These resources will consist of supervisors and workers that have the certifications and the skills necessary to complete the scope of the project work. The Project Designer will coordinate with the City of Fort Collins representative on the projects as well as interface with the other team members that include general contractors and environmental consultants. b) Project Team work performed: Risk Removal, LLC generally retains a workforce of employees necessary to complete the project scope. If the Project Designer identifies an area(s) where Risk Removal, LLC is not sufficiently capable of completing the work Risk Removal, LLC will sub-contract with those vendors to complement Risk Removal’s skillset. Areas where Risk Removal, LLC has contracted previously include: ground/soil restoration, drywall put back, and crane work. c) Management Approach: Risk Removal, LLC believes the path to conflict resolution is paved with good communication amongst all team members. This strategy will be employed early on to ensure all team members are aware of what is taking place, so as to head off any conflict earlier in the project before is has a much bigger effect on the execution of the project. In the cases where this strategy has not worked completely and some conflict needs to be addressed with the team during execution we will work towards ensuring all stakeholders concerns are heard and a decision is made that best benefits both the City of Fort Collins and Risk Removal, LLC. Risk Removal, LLC engages in work with the expectation that there is a long-term relationship developed with each and every client. Steven Morrow, Owner and President of Risk Removal, LLC is very involved in the day to day operations of the organization and stands ready to assist with the quick and efficient resolution of any conflicts that may arise. d) Project Management SW: In general, the scope of the projects do not necessitate the use of a project management specific SW. Risk Removal, LLC has developed proprietary tools and techniques using common office accounting SW to properly execute projects. In those cases where more detailed scheduling is required, Gannt charts may be developed in MS excel or more project specific SW such as MS Project. With a certified Project Management Professional (PMP) on staff, Risk Removal, LLC is ready to work with the City of Fort Collins to determine the best way to run and provide oversight to each project. 6) Summary of Demonstrated Experience: Risk Removal, LLC has extensive experience with on-call contracts including the University of Colorado - Boulder since 2010, Auraria Higher Education Center serving University of Colorado – Denver, Metropolitan State University of Denver and the Community College of Denver, Poudre School District, Denver School District, Thompson School District and Boulder Valley School District. Risk Removal, LLC developed a schedule through late winter and spring that allowed for abatement to occur when students and faculty were not in the building, yet accounted for anticipated heating needs of the facility. By completing the abatement before summer vacation, critical time was given back to the general and mechanical contractor for installing the new boilers and heating system components. The project also included abatement of floor tile, mastic, transite, and thermal system insulation throughout the 2nd and 3rd levels of the school. Project Dates: March 27, 2015 - August 4, 2015 Project Personnel: Project Manager – Steven Morrow, Supervisor(s) - Tony Lopez, Jason Reisener Contract Value: $107,000 Project 2 (University of Colorado Stearns building, Boulder, CO): Project Identification: University of Colorado Stearns building, Boulder, CO (University) Project Contact: Patricia McNally-Leef (720) 563-7083 Patricia.McNallyLeef@colorado.edu 3500 Marine Street, Boulder, CO 80309 Project Summary: University of Colorado Stearns building required asbestos and mold abatement across multiple floors to remove tile and drywall in 16 bathrooms both private and group. A significant number of changes occurred during the project to expand on the scope of the original contract. This schedule was tightly controlled to ensure the extensive renovations can be completed before the start of school in the fall. Taft Ave Loveland, CO 80537 Risk Removal, LLC 6250 Iron Forge Road  Timnath, CO 80547 (970) 221-9121  Fax: (970) 493-7446 Page 15 of 18 Project Summary: The work that was performed at Monroe elementary included removal of vinyl asbestos tile and asbestos mastic from the South Corridor and Room #181 of the school building. A change order was approved to perform a second mobilization to remove the vinyl asbestos tile and asbestos mastic from Room #177. The vinyl cove base and two layers of non-asbestos containing material (ACM) carpet flooring were removed from each of these locations in order to access the asbestos flooring that was underneath these flooring layers. This work was performed in two phases (due to change order) in preparation for additional construction work by the school Contract Value: $24,000 Project Dates: 6/2/2015 – 6/8/2015 Project Personnel: Project Manager – Nate Challenger, Supervisor(s) - Tony Lopez Safety Policy: It is the policy of Risk Removal that the safety of its employees and the public is of chief importance. The prevention of accidents and injuries takes precedence over expedience. In the conduct of our business, every attempt will be made to prevent accidents from occurring. We believe that most accidents and injuries are preventable and it should be clear that the responsibility for safety lies with all levels of employees at Risk Removal, LLC. We require that all employees, as a condition of employment, comply with all applicable safety regulations as listed in the organization policy manual. As a fully licensed General Abatement Contractor, we will follow all appropriate codes to safely remove the identified hazards. These include state, OSHA and other federal regulations. The designated safety coordinator (Steven Morrow) for Risk Removal, LLC is the primary contact for safety-related matters. All employees will receive an orientation to the safety rules and policy upon initial employment, and are encouraged to bring to the attention of their immediate supervisor any unsafe conditions or practices. Supervisors will communicate these concerns to the safety coordinator, who will respond to this concern within the designated time period. The use of wetting agents, polyethylene sheeting, and specialized equipment can greatly increase the chance of slips, falls, and injuries. Pneumatic and power lines create tripping hazards. Work is often conducted on elevated surfaces such as ladders and scaffolding creating the possibility of falls. Combining the use of electrical equipment with the wetting agents increases the risk of electrical hazards. Work may be done in confined spaces and with Risk Removal, LLC employees using supplied air, so proper training is necessary for personnel involved in these activities. Throughout the course of deconstruction and abatement, employees will use appropriate personal protective equipment (respirators, gloves, coveralls, etc) for the job. The supervisor will conduct weekly safety meetings to review incidents, refresh and train employees in hazards and areas of safety. Job site safety meetings are conducted by the onsite supervisor at the beginning of all Risk Removal projects and weekly thereafter. Safety meetings specifically target safety issues relevant to the job and always cover emergency procedures for the job site. Site safety and emergency procedures are reviewed on a daily basis. An annual safety meeting is conducted for all employees. Magnolia, Fort Collins, CO Current Project Scope of Work: The Base Scope involves the removal of asbestos plaster from above the “Columbine” room on the main level. Approximately 2,900 square feet of plaster (single layer) will be removed from above the HVAC ductwork, air handlers, and acoustic ceiling tile (false ceiling) of this work area. Prior to the abatement the Owner will be responsible for isolating and turning off the HVAC system. The GAC will be responsible for all work required in order to access the ACM and use a combination of scaffolding and mechanical scissor lifts for purpose of removing the plaster ceiling. The ductwork will remain in place during the course of this abatement project. Therefore, the GAC will cover the HVAC components (ductwork, suspended air handlers, etc.) with poly sheathing and place plywood along the top side of these components before removing the plaster. Upon completing the abatement work scope in this room, the entire plaster ceiling will be gutted down to structural components. The removal to occur with full containment and kept under continuous negative air pressure throughout the abatement. Critical barriers are to be placed at all openings and penetrations, thereby preventing any cross-contamination and insuring strong negative air pressure inside the work area. The GAC will perform the abatement in accordance with applicable regulations. All waste materials will be disposed of at an EPA-approved facility. Proposed cost - $ 56,900.00 As per detailed base scope including all planning and abatement design work, labor, materials, equipment, tools, insurance and waste disposal at an EPA-approved site. Current Project Alternate 1: In performing selective demolition for areas outlined above, the GAC may detach and set aside the acoustic ceiling tiles, metal grid system, light fixtures, speakers, vent covers, and other trim/building materials that block access to the ACM plaster. Prior to the abatement, the owner may provide pallets or boxes for purpose of temporarily storing these items. Also, the owner will be responsible for isolating and turning off the HVAC system and for removing the conduits/wires that extend above the false ceiling lid of this work area. The GAC may assume that the ductwork will remain in place during the course of this abatement project. The owner will reinstall the ceiling grid, ceiling panels, and fixtures after the abatement work has been completed. Also, the GAC will take every precaution to protect these items as they are being detached and set aside. The owner will be responsible for all replacement, reinstallation, or repairs as needed to reinstall the false ceiling and other items listed above.
