1. Understanding:
Provide a brief summary of your understanding of the City’s on-call General Abatement Contractor
project needs.
CRS understands that the City of Fort Collins is in need of an on-call abatement contractor that is able to
perform asbestos abatement, lead-based paint and sealant abatement, and regulated building material
removal for miscellaneous projects. Many of these abatement projects will be small in size, and “pop-up”
at random, so that the City can address maintenance needs. The on-call abatement contractor must be
able to respond to immediate and/or emergency abatement needs. Other projects will be larger in size
and scheduled well in advance. Such projects may be bid out, at the City’s discre on.
Comprehensive Risk Services, LLC. has the manpower, cer fi ca ons, training and experience to be an On-
Call Abatement Contractor for the City of Fort Collins. We are a 24/7 emergency response, environmental
fi rm. We are accustom to working on on-call environmental contracts where Owner’s needs vary in
size, complexity and urgency. CRS has established policies and procedures that promote the consistent
applica on of sound methods on every project. Strong training and experienced oversight ensures that
these policies and procedures are followed each and every day.

Comprehensive Risk Services, LLC, was formed in 2004 to meet the rigid infec on control and regulatory
compliance requirements of a large healthcare system. Though its business has expanded since then to
serve municipali es, universi es, K-12 schools and other commercial clients, it remains commi ed to

compe ve price.
In October, 2014, Comprehensive Risk Service, LLC (CRS) acquired COCAT Restora on in an asset purchase.
This enables CRS to deliver faster response mes and greater resources to the Front Range of Colorado.

CRS employs 15 environmental professionals out of our Greeley offi ce. This is an ample amount of
manpower to staff any sized job on this on-call contract. For instance, this same team, performed a
$995,000 abatement project for Denver Health. In the event addi onal environmental teams are needed,
CRS has 25 addi onal cer fi ed professionals opera ng out of our Denver and Colorado Springs offi ce
loca ons, as added resources.
d. Responsiveness: Describe your company’s ability to response me to shi ing construc on schedules
and evolving abatement programs.
Our team is nimble and fl exible. We understand that construc on schedules may change and/or an
immediate need may “pop” up. Communica on is key, when addressing these changes. We have an in-
house scheduler who manages the manpower and is able to quickly act to accommodate changes. In fact,
we are working with a client, Poudre School District, who has an evolving abatement program. We were
ini ally approved as an on-call GAC Contractor and we were awarded (3) hard bid summer projects. But,
because needs con nued to arise, as summer construc on progressed, we have performed several other
small abatement projects as they popped up.
e. Financial: Confi rm your fi rm’s ability to obtain Performance and Payment bonds.
CRS will obtain a Performance and Payment bond upon City of Fort Collins’ request. CRS has a aggregate
bonding capacity of $10,000,000 and a single project capacity of $5,000,000.

4. Project Approach: Describe your company’s general approach to abatement of asbestos, lead-
based paint and sealants along with removal of regulated building materials. Descrip on should include
all phases of abatement – including, but not limited to, site evalua on and cost proposal, abatement
process, and waste disposal manifests. Describe any unique approach considera ons for the U lity
Service Center Remodel project.
I. Pre work requirements
a. Bulk sample report
If the City of Fort Collins doesn’t have a report, CRS can hire an industrial hygienist to perform
services. We can use the City’s on-call list of IH fi rms or the City can choose from our
per-qualifi ed list of vendors.
i. Report must iden fy all suspected asbestos containing building materials (ACBM)
ii. Report must include lab results lis ng all samples broken down by layer, with type and
percentage of asbestos
iii. Must have condi on of material listed (good, damaged) to determine material category
iv. Removal of building materials that are less than 1% by point count must s ll follow
29CFR1926.1101 procedures
v. Disposal of building materials that are less than 1% by point count do not need to follow
40CFR61 subpart M
vi. Removal and disposal of building materials that are greater than
1% must follow all federal and local regula ons

i. Data is required to be taken from a job within the previous 12 months
ii. Type of ACM removed must be similar to that of the historical data
iii. Workers must have the same level of training of those in the historical
data
iv. Removal methods must be the same as those in the historical data
c. Objec ve data

ii. All objec ve data must be approved by CRS upper management before
being used as an NEA

III. Job procedures
a. Containment (note: Refer to CDPHE regula on 8 sec on III.H.1 for Colorado containment procedure)
i. Remove all moveable items from area
ii. Remove gross fi lth and debris with HEPA vacuum if needed
iii. Construct decontamina on area outside of work area using 6mil fi re rated poly, 4mm fi re rated
chloroplast, PVC pipe, metal studs, or a combina on of any of these items
1. 3 stage decon consis ng of equipment room, shower, and clean room is REQUIRED
for all OSHA class 1 work greater than 25lf or 10sf. Recommended if feasible for all other
containments.
2. “Drop cloth” decon may be used for OSHA class 2 work or class 1 work less than 25lf or
10sf. HEPA vacuum must be used to clean suits before exi ng decon area
iv. Install cri cal barriers
1. For class 1 work, use minimum two layers of 6mil fi re rated poly on all doors, windows,
and air vents
2. For class 2 work, use minimum one layer of 6mil fi re rated poly on all doors, windows,
and air vents
v. Walls/fl oors
1. For class 1 work, cover all areas not abated with a minimum of one layer of 6mil poly
2. For class 2 work, place a layer of 6mil fi re rated poly under any material that is removed
3. 4’ “skirts” of 6mil fi re rated poly should be placed on walls when fl ooring is removed
vi. Place proper warning signage on last por on leading to the work area

i. HEPA fi ltered nega ve air machines should be installed as soon as containment is completed
ii. Nega ve air machines must be large enough to provide 4 air changes per hour and maintain
-.02 inches of water column
iii. Nega ve air machines must be exhausted to the exterior of the building
1. Special circumstances may warrant air to be recirculated inside the building. Contact a
third party consultant in these circumstances.
iv. Verify nega ve pressure by using manometer
1. Digital with alarm
a. Set upper alarm to -.03” water column b. Set lower alarm to -.02” water column
2. Oil or analog
a. Follow manufacturer’s instruc ons for proper calibra on before use
c. Personal monitoring

1. Place PCMs in a large ziplock bag
2. Take samples to NVLAP accredited laboratory
3. Fill out laboratory chain of custody form (take a copy for your records)

d. Entering containment
i. PPE
1. The following items should be used at a MINIMUM for asbestos jobs
a. Half or full face respirator with P100 (purple) cartridges
b. Disposable coveralls with hood and foot covering
c. Nitrile gloves (2 pair)
d. Rubber boots
2. Don PPE in clean room of decon
3. Perform nega ve/posi ve pressure check on respirator before moving from clean room
e. Working within containment
i. Due to the many variances in materials and techniques, not all acceptable procedures can be
listed. However, the following procedures should ALWAYS be followed
1. Thoroughly wet material before, during, and a er removal using amended water
2. Work up wind of nega ve air machine
3. Place material in properly labeled asbestos bag as soon as it is removed
4. Use HEPA vacuum frequently to remove debris
5. Goose neck bags, and always double bag material ii. Cleaning
1. Change nega ve air pre fi lters and dispose of in asbestos bags
2. HEPA vacuum all surfaces, working from top of containment down to fl oor
3. Wipe all containment surfaces from top to bo om using amended water
4. Be sure to inspect all areas of the containment for hidden debris
f. Exi ng containment
i. Drop cloth or single stage decon
1. Use HEPA vacuum to remove any contaminants from suit
2. Remove outer layer of gloves

4. Unzip coveralls and CAREFULLY roll down to minimize spread of any contaminants, dispose of in
labeled asbestos bag
5. Remove secondary gloves and dispose of in asbestos bag
6. Remove respirator
ii. Three stage
1. Use HEPA vacuum to remove any contaminants from suit
2. Remove outer layer of gloves
3. Remove boots
4. Unzip coveralls and CAREFULLY roll down to minimize spread of any contaminants, dispose of in
labeled asbestos bag
5. Remove secondary gloves and dispose of in asbestos bag
6. Move to shower, washing hair and body completely with soap and water
7. Move to clean room, remove respirator
IV. Waste handling
a. Debris that has been double bagged and properly labeled should be removed from the work
site as soon as possible
b. Place bags in proper waste container, such as a 20 or 40 yard enclosed dumpster
c. Handle the bags CAREFULLY! Do not throw or drop bags as this may cause punctures
d. Once container is full, complete waste shipment manifest and arrange for pick up
5. Organiza on and Management of On-Call Contract Projects:
a. Describe how the projects will be organized and how coordina on with the City’s on- call
project manager will be undertaken.
Project Manager, Kur s Brewer will be the City’s primary point of contact. Kur s will coordinate all on-call
requests with the City’s project manager. Internally, Kur s Brewer hosts regular project status mee ngs
with his team members. They review schedule, manpower and project forecasts.
Each on-call project will have layers of oversight. Our Division Manager, Jon Edwards will ensure that
the team has all the resources they need. Project Manager, Kur s Brewer will es mate, schedule and
run each project. Supervisor, Mike Osborn will handle the day-to-day monitoring, performance and
compliance. Lead Technician, Joel Hamilton will manage all technicians. If mul ple projects are being
performed simultaneously, Kur s will introduce the City’s on-call project manager to addi onal project
supervisors and lead technicians, so s/he knows who will be present on-site. Our layers of supervision and
management ensures that communica on, quality of work, schedule and regulatory compliance is above
industry standards.
b. For the project team, summarize what work the contractor will self-perform and what work will be
performed by sub-contractors (if any).
CRS is a full service abatement contractor. We will self-perform all environmental services.
The only incident where a sub-contract may take place, is if the City wants CRS to hire the Industrial
Hygienist, who will be doing monitoring and/or clearances on projects performed.

by pre-abatement prepara on. From the point of ini al site walk, our project manager is assessing the
manpower, resources, accessibility, specifi c approach and schedule. Once a project is kicked-off , regular
communica on with the city, as well as our internal project professionals is key. We have been extremely
successful managing on-call projects for Ci es, Coun es, K-12, Higher Educa on and Healthcare agencies.

(3) large jobs, but as an on-call about 60% of our work has been performed on an “as needed” basis to

Comprehensive Risk Services has the capacity and fl exibility to handle any size job. Our smallest jobs have
been for $100-$200. These were for the removal of insula ng material around pipes. CRS used glove bags
as a means to remove the ACM.
Our largest project last year, going into this year was
Pavilion I for Denver Health Hospital Authority. Denver Health
Hospital Authority (DHHA) has plans to renovate a two-story
building on their main campus, downtown. This building
was originally constructed with asbestos containing material
which included: le and vinyl fl ooring, pipe insula on and
fi ngs, black mirror mas c, fi re door insula on and window
glazing and caulking. In order to make construc on safe
for the restora on contractor, CRS performed a complete
abatement of the 1st and 2nd fl oors. While these fl oors were
vacant, CRS and our crew were sensi ve to basement tenants
and campus pedestrians. We created a safe environment,
according to our safety plan, with a full containment and job site fencing. This project budget was
$955,000 and had 15 technicians working on site at one me to ensure mely comple on.

CRS did face a large challenge when approaching the Pavilion I project. Our team members were against
a very aggressive schedule and we had a lot of waste to remove from the building. In order to be most
eff ec ve, safe and mely, CRS created a 2-story direct load out with a shoot, to dispose of all debris from
the second level.

Mike Coppa is the Safety Director for our fi rm. He creates all standard opera ng procedures and internal

analyze areas we can improve upon.

Current Project – Lincoln Center – Columbine Room

Scope of work:
The Base Scope involves the removal of asbestos plaster from above the
"Columbine" room on the main level. Approximately 2,900 square feet of plaster (single
layer) will be removed from above the HVAC ductwork, air handlers, and acoustic
ceiling tile (false ceiling) of this work area.
Prior to the abatement the owner will be responsible for isolating and turning off the
HVAC system The GAC will be responsible for all work required in order to access the
ACM and use a combination of scaffolding and mechanical scissor lifts for purpose of
removing the plaster ceiling.
The ductwork will remain in place during the course of this abatement project. Therefore,
the GAC will cover the HVAC components (ductwork, suspended air handlers, etc.)
with poly sheathing and place plywood along the top side of these components before
removing the plaster. Upon completing the abatement work scope in this room, the
entire plaster ceiling will be gutted down to structural components.
The removal to occur with full containment and kept under continuous negative air
pressure throughout the abatement. Critical barriers are to be placed at all openings
and penetrations, thereby preventing any cross-contamination and insuring strong
negative air pressure inside the work area. Temporary 2X4 beams are to be nailed or
screwed onto the perimeter walls (above false ceiling) for purpose of anchoring and
supporting the poly walls that will be installed around room. The GAC will perform the
abatement in accordance with applicable regulations. All waste materials will be
disposed of at an EPA-approved facility.

Alternate 1:
In performing selective demolition for areas outlined above, the GAC may detach and set aside
the acoustic ceiling tiles, metal grid system, light fixtures, speakers, vent covers and other
trim/building materials that block access to the ACM plaster.
Prior to the abatement, the owner may provide pallets or boxes for purpose of temporarily
storing these items. Also, the owner will be responsible for isolating and turning off the
HVAC system and for removing the conduits/wires that extend above the false ceiling lid of
this work area. The GAC may assume that the ductwork will remain in place during the course
of this abatement project.
The owner will reinstall the ceiling grid, ceiling panels, and fixtures after the abatement work has
been completed. Also, the GAC will take every precaution to protect these items as they are
being detached and set aside. The owner will be responsible for all replacement, reinstallation,
or repairs as needed to reinstall the false ceiling and other items listed above.
