INVITATION TO BID
8352 CABLING INSTALLATION SERVICES
BID OPENING: 3:00 P.M. (our clock), THURSDAY AUGUST 11, 2016
The City of Fort Collins on behalf of Poudre Fire Authority (PFA) is requesting bids from firms for
fiber optic and category 5e or better copper cable installation work for our new Poudre Fire
Station #8, located at 4800 Signal Tree Drive, Timnath, Colorado. Bidders shall supply the
requested prices and information on the enclosed Bid Sheets, and supply the requested
company portfolio and certification information. It is our intent to enter into an Agreement with a
firm; based on the lowest responsible and responsive bidder as evidenced by the Final Bid
price, that meets the requirements set forth in this Bid.
Sealed bids will be received and publicly opened at the office of the Director of Purchasing, PO
Box 580, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80522, at the time and date
noted on the bid proposal and/or contract documents. Bids must be received at the
Purchasing Office prior to 3:00 p.m. (our clock), Thursday August 11, 2016. If delivered,
they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado 80524. If
mailed, the address is P.O. Box 580, Fort Collins, 80522-0580.
The City encourages all disadvantaged business enterprises to submit bid in response to all
invitations to bid. No individual or business will be discriminated against on the grounds of race,
color, sex, or national origin. It is the City’s policy to create a level playing field on which DBEs
can compete fairly and to ensure nondiscrimination in the award and administration of all
contracts.
A prebid conference and job walk with representatives of prospective Bidders will be
held at 1:30 PM, on Thursday July 28, 2016 at the project site, 4800 Signal Tree Drive,
Timnath, CO.

All questions must be submitted in writing via email to Brian Hergott , with a copy to
Elliot Dale, no later than 5:00 PM our clock on Tuesday August 2, 2016. Questions received
after this deadline will not be answered.
A copy of the Bid may be obtained at www.rockymountainbidsystem.com.
Special Instructions
All bids must be properly signed by an authorized representative of the company with the legal
capacity to bind the company to the agreement. Bids may be withdrawn up to the date and hour
set for closing. Bid prices must be held firm for a period of forty-five (45) days after bid
openings.

Submission of a bid is deemed as acceptance of all terms, conditions and specifications
contained in the City's specifications initially provided to the Bidder. Any proposed modification
must be accepted in writing by the City prior to award of the contract.
Only bids properly received by the Purchasing Office will be accepted. All bids should be clearly
identified by the bid number and bid name contained in the bid.
No proposal will be accepted from, or any purchase order awarded, to any person, firm or
corporation in default on any obligation to the City.
Bids must be furnished exclusive of any federal excise tax, wherever applicable.
Bidders must be properly licensed and secure necessary permits wherever applicable.
The City may elect where applicable, to award bids on an individual item/group basis or on a
total bid basis, whichever is most beneficial to the City. The City reserves the right to accept or
reject any and all bids, and to waive any irregularities or informalities.
Sales prohibited/conflict of interest: no officer, employee, or member of City Council, shall have
a financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision-
making authority concerning such sale or any supervisory authority over the services to be
rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift,
gratuity, favor, entertainment, kickback or any items of monetary value from any person who
has or is seeking to do business with the City of Fort Collins is prohibited.
Freight terms: All freight is F.O.B. Destination, Freight Prepaid. All freight charges must be
included in prices submitted on proposal.
Discounts: any discounts allowed for prompt payment, etc., must be reflected in bid figures and
not entered as separate pricing on the Bid Sheets.
Purchasing restrictions: your authorized signature of this bid assures your firm's compliance
with the City's purchasing restrictions. A copy of the resolutions is available for review in the
Purchasing Office or the City Clerk's Office. Request Resolution 91-121 for cement restrictions.
Collusive or sham bids: any bid deemed to be collusive or a sham bid will be rejected and
reported to authorities as such. Your authorized signature of this bid assures that such bid is
genuine and is not a collusive or sham bid.

of the opening date.

AND ANY REFERENCED SPECIFICATIONS:
The City of Fort Collins is requesting bids using the following guidelines:
BIDDING GUIDELINES:
The City of Fort Collins is soliciting bids on behalf of Poudre Fire Authority for fiber optic and
category 5e or better copper cable installation work at the new Poudre Fire Station #8 being
constructed at 4800 Signal Tree Drive, Timnath, CO. Bidders shall supply the requested prices
and information on the enclosed Bid Sheets, and supply the requested Company portfolio and
certification information. It is our intent to enter into a Service Agreement with a firm; based on
the lowest responsible and responsive bidder as evidenced by the Final Bid price, that meets
the requirements set forth in this bid. Please review the enclosed Services Agreement
(Section VII. Sample Agreement). The Awarded Service Provider will be expected to sign
the Agreement without revision and provide the required Certificate of Liability Insurance
naming the City as an Additional Insured. If the total bid is more than $100,000 the contractor
will be required to include a performance and payment bond in their bid price, and the Lien
Waiver Release and Consent of Surety forms shall be successfully completed before final
payment.
Changes in the Work: The City reserves the right to independently bid any services rather than
issuing a lump sum agreement. Nothing within the awarded Agreement(s) shall obligate the City
to have any particular service performed by the awarded contractor.

Project Description:
Poudre Fire Authority is constructing a new Fire Station at 4800 Signal Tree Drive in Timnath
Colorado. This station will be a single story building consisting of approximately 15,500 SF with
a living quarters for the firefighters along with apparatus bays for their equipment. The living
quarters is wood framed with drywall finishes and the apparatus bays will have CMU masonry.
The IDF room is located in the living quarters area and will have sleeves to the attic for access.
The IDF will need to have two cabinets and be installed per the IT specifications provided in
Attachment 1. The cabling contractor will be required to complete all work for each network and
coax connection as shown on the attached drawings (Attachments 2), this includes security
cameras, wall phones, data, wireless access points, projectors, mgmt. access (lighting, door
access, HVAC, etc.), coax for TV, and specialty items like fire and security alarms. In addition
to the drawings and City IT Standards document provided, please note the following
requirements:
Building network cabling will support a converged network using CAT6 UTP (colored
coordinated as requested by customer).

o Collocation point for other non-CoFC ISP’s – Century Link, Comcast, etc.

o ADC fiber patch panel -- 48 strand SMF backbone cable fusion spliced using LC
connectors.
o Network cabling terminated on patch panels with evenly spaced horizontal wire
management.
o Each network closet will utilize a voice gateway for analog devices requiring
RJ21X 25 pair cable terminated in compatible patch panel.
o 8 Copper interconnections between Floor One, Floor Two and Floor Three.
o Horizontal PDUs as required to accommodate load.
o Installation of wireless access points and wall mounts for phones.
I. Scope of Work: Fiber Optic Cable*
* Manufacturer as approved by Fiber Management Review Team.
A. Installation of Fiber Optic Cable (glass fiber only)
Pull fiber optic cable and innerduct (as applicable) through conduit, cable tray or “J”
hooks following manufacturer’s recommendations for installation. Installer must comply
with specifications for cable bend radius and pull tension. Fiber optic cable must be
hand-pulled unless City IT Network Project Engineer (the City-designated manager for
the project) gives written permission for other pulling methods. All wiring and any
necessary grounding shall comply with current NEC codes and local amendments.
Fiber optic cable must be protected by innerduct (as applicable) when run through
conduits. Cable must be run around the periphery of vaults unless this procedure would
exceed the maximum bend radius. Slack cable shall be coiled, lashed to permanent
support brackets (indoor installations), and properly identified. The City IT Network
Project Engineer will specify slack cable to be provided at cable ends and vaults as
needed for each cabling job. At cable terminations, any strands removed from cable
sheath must be protected by fan-out tubing secured to the cable sheath. Fiber optic
cable shall be terminated using pigtail cable and LC style connectors unless otherwise
specified by City IT Network Project Engineer. Individual connector loss shall not
exceed EIA/TIA standards for dB loss.
Only fusion splices will be allowed in fiber optic cable. The installer shall use a splice
tray/enclosure to provide proper strain relief and protection to the splice. Splices shall
not exceed EIA/TIA standards for dB loss.
Fiber optic cable must be labeled in sequence from the origin, anywhere on the data
communications backbone, to the destination. At the origin, the cable must be labeled
with the destination name. At intervening vaults the labels must show the origin and
destination. At the destination, labels must show the origin name. Fiber optic cable
outside of conduit must be clearly labeled as: “Fiber Optic”. All labels shall be heavy-
duty, bright plastic markers acceptable to the City IT Network Project Engineer. When
running cable from patch panel to patch panel, terminations should be in the same
position and order in both panels. Conduit in the vaults shall also be labeled. All
conduits shall have tracer wires in them. Empty conduits shall have tracer wire and pull
strings in them. Tracer wire shall be included with all fiber cables. Tracer wire shall be
grounded in each vault. Pull strings will be replaced as utilized.
The City may require the installation of fiber optics cables in electrical duct banks,
conduits, and vaults belonging to the City of Fort Collins Utilities. In such cases, the

Service Provider will coordinate with the City IT Network Project Engineer and the City
Utilities’ Telecom Systems Administrator to arrange for qualified electric utility crew
members to assist with the installation of the cable. For safety reasons only employees
of the City of Fort Collins Utilities are allowed to work in or around the electric utility
power infrastructure, regardless of whether the power lines are energized. The Utilities
will make every effort to accommodate the needs and scheduling of the Service
Provider. Arrangements will be agreed upon by all parties before the start of the project.
In addition, like situations may occur with City Traffic and PRPA vaults. The City IT
Network Project Engineer will coordinate with Traffic Engineering staff and PRPA staff
accordingly. Arrangements will be agreed upon by all parties prior to the start of the
project.
B. Testing
After fiber optic cable has been installed, terminated, and mounted in a patch panel, light
source/power meter (LSPM) and OTDR testing shall be done, with test results provided
to the City. Test results shall be within the specifications of the EIA/TIA standards. Any
splice that exceeds attenuation limits shall be reworked until the splice is within limits.
The cable run must be replaced at vendor’s expense if it does not meet specifications.
C. Certification
Vendor shall be CommScope Uniprise certified. Bidder shall include evidence of such
certification with the bid response along with resumes, including certifications, for
technicians who will be used on City cable splicing/termination jobs.
D. Fiber Optic Cable Requirements (Outside)
Fiber Optic Cable shall be designed for use in underground outside plant environment.
Cable shall be fabricated by a certified ISO 9001 manufacturer and meet or exceed the
following requirements and Standards:
1. Dielectric construction using center strength member configuration.
2. Dry tape water blocked for interstitial space between buffer tubes and cable
jacket.
3. Each buffer tube shall be color-coded following the latest TIA 598 standard.
Each buffer tube shall contain color coded fiber strands compliant with Telcordia
GR-20-core specifications and shall meet or exceed the requirements of the
latest EIA/TIA-598Standard.
4. The cable shall be designed to function between -40 degrees Celsius to +70
degrees Celsius throughout the life expectancy of the cable.
5. Fiber shall be of a matched cladding design and shall meet or exceed the latest
ITU G652 specifications, along with the Telcordia GR-20-core specification.
6. Mechanical and optical properties of the fiber strands shall meet or exceed those
listed in table 1.0.

E. Required Documentation
At the completion of the cabling project the vendor must supply the City IT Network
Project Engineer with two (2) copies of the following:
1. Electronic copies of OTDR and light meter reports. Electronic copies must be in a
format approved by the City IT Network Project Engineer. Power meter

documentation shall be labeled by strand number and the color which identifies
the strand within the sheath.
2. Diagram of as-built cable installation, detailing cable coils, splice points and
vaults as requested by City IT Network Project Engineer.
II. Scope of Work: Category 5e or better Copper Cable
A. Installation of Category 5e or better copper cabling.
Vendor must perform end to end Category 5e or better cabling for 10/100/1000BaseT
Ethernet networks. Work will originate in a wiring closet and will require installing a new
patch panel if one is not already in place. Category 5e or better, plenum rated cable is to
be installed in ceilings and walls. Cabling jobs will require installing cable in finished
ceilings, installing cable above drop ceilings, and running cable through walls or surface-
mounted raceways, ending in flush-mounted or surface-mounted boxes with faceplates.
Vendor must supply appropriate raceway, boxes and faceplates where needed. Both
ends of cable must be terminated with CommScope Uniprise certified Category 5e or
better (EIA-T568B) jacks. Cable runs must be labeled at the patch panel and at the
faceplate. Cable must be run neatly, using Velcro tie wraps, raceways, etc. to hang
cable above ceiling tiles and in any other area where cable is exposed. All cabling
components (jacks, face plates, etc.) shall be of CommScope Uniprise manufacture.
Labeling will be as specified by City IT Network Project Engineer.
All Cabling will be CommScope Uniprise certified. Retrofits (existing) will typically be
Category 5e and new (capital) installations Category 6 or better as specified by the City
IT Network Project Engineer.
B. Testing
Completed runs must be tested using an appropriately rated tester approved by the City
IT Network Project Engineer, and results provided to the City.
C. Certification
Vendor shall be Registered Communications Distribution Design (RCDD) certified.
Bidder shall include evidence of such certification with the bid response.
III. Repair
The selected vendors shall give evidence of the ability to offer emergency, off-hours repairs and
list the hourly labor costs that would be charged to the City. This emergency repair is intended
for such situations as a fiber-optic or copper cable that gets cut or damaged. An example would
be a backhoe operator inadvertently hitting a City duct bank in the street. The requirement will
be that this repair crew can be brought on site and ready to make repairs within two (2)
hours of contact by the appropriate City personnel.
IV. Bidding Instructions
Bidders are to follow the following instructions in submitting their Bids. Any Bids
submitted with missing elements may be considered Non-Responsive.
A. Bidders are to complete the lump sum bid form for this project and also complete the
enclosed Bid Schedule for Fiber-optic & Copper Cabling Parts and Labor price list.
These are the Unit Prices that may be used for additional work and will be included

in the contract. Also, please indicate the percentage mark-up over your invoice cost
that you are charging the City for the materials you will be supplying for the Job; in
the space provided on the bottom of the Bid Schedule.
B. Bidders shall include evidence of industry certifications along with resumes, including
certifications, for technicians who will be used on City cable splicing jobs.
C. Bidder shall provide a Company portfolio and certification information along with five
(5) references for projects of similar work. References shall include project name,
project address, contact name, title, telephone number, email address.
V. Method of Award
Poudre Fire Authority will sign an Agreement (see VII. Sample Agreement) with the lowest
responsible and responsive bidder that meet the requirements set forth in this Bid.

VII. Example Agreement
SERVICES AGREEMENT
THIS AGREEMENT made and entered into the day and year set forth below by and
between THE CITY OF FORT COLLINS, COLORADO, a Municipal Corporation, hereinafter
referred to as the "City" and , hereinafter referred to as "Service Provider".
WITNESSETH:
In consideration of the mutual covenants and obligations herein expressed, it is agreed
by and between the parties hereto as follows:
1. Scope of Services. The Service Provider agrees to provide services in accordance with
the scope of services attached hereto as Exhibit "A", consisting of ( )
page and incorporated herein by this reference. Irrespective of references in Exhibit
A to certain named third parties, Service Provider shall be solely responsible for
performance of all duties hereunder.
2. The Work Schedule. [Optional] The services to be performed pursuant to this Agreement
shall be performed in accordance with the Work Schedule attached hereto as Exhibit "B",
consisting of ( ) page , and incorporated herein by this reference.
3. Time of Commencement and Completion of Services. The services to be performed
pursuant to this Agreement shall be initiated within ( ) days following
execution of this Agreement. Services shall be completed no later than . Time is of
the essence. Any extensions of the time limit set forth above must be agreed upon in a
writing signed by the parties.
4. Contract Period. This Agreement shall commence , 20 , and shall continue in
full force and effect until , 20 , unless sooner terminated as herein provided. In
addition, at the option of the City, the Agreement may be extended for additional one year
periods not to exceed ( ) additional one year periods. Renewals and pricing
changes shall be negotiated by and agreed to by both parties. Written notice of renewal
shall be provided to the Service Provider and mailed no later than thirty (30) days prior to
contract end.
5. Delay. If either party is prevented in whole or in part from performing its obligations by
unforeseeable causes beyond its reasonable control and without its fault or negligence,
then the party so prevented shall be excused from whatever performance is prevented by
such cause. To the extent that the performance is actually prevented, the Service
Provider must provide written notice to the City of such condition within fifteen (15) days
from the onset of such condition.
6. Early Termination by City/Notice. Notwithstanding the time periods contained herein, the
City may terminate this Agreement at any time without cause by providing written notice of

termination to the Service Provider. Such notice shall be delivered at least fifteen (15)
days prior to the termination date contained in said notice unless otherwise agreed in
writing by the parties. All notices provided under this Agreement shall be effective when

In the event of early termination by the City, the Service Provider shall be paid for services
rendered to the date of termination, subject only to the satisfactory performance of the
Service Provider's obligations under this Agreement. Such payment shall be the Service
Provider's sole right and remedy for such termination.
7. Contract Sum. The City shall pay the Service Provider for the performance of this
Contract, subject to additions and deletions provided herein, ($ ) as per the
attached Exhibit " ", consisting of page , and incorporated herein by this
reference.
8. City Representative. The City will designate, prior to commencement of the work, its
representative who shall make, within the scope of his or her authority, all necessary and
proper decisions with reference to the services provided under this agreement. All
requests concerning this agreement shall be directed to the City Representative.
9. Independent Service provider. The services to be performed by Service Provider are
those of an independent service provider and not of an employee of the City of Fort
Collins. The City shall not be responsible for withholding any portion of Service Provider's
compensation hereunder for the payment of FICA, Workmen's Compensation or other
taxes or benefits or for any other purpose.
10. Subcontractors. Service Provider may not subcontract any of the Work set forth in the
Exhibit A, Statement of Work without the prior written consent of the city, which shall not
be unreasonably withheld. If any of the Work is subcontracted hereunder (with the
consent of the City), then the following provisions shall apply: (a) the subcontractor must
be a reputable, qualified firm with an established record of successful performance in its
respective trade performing identical or substantially similar work, (b) the subcontractor will
be required to comply with all applicable terms of this Agreement, (c) the subcontract will
not create any contractual relationship between any such subcontractor and the City, nor
will it obligate the City to pay or see to the payment of any subcontractor, and (d) the work
of the subcontractor will be subject to inspection by the City to the same extent as the
work of the Service Provider.
11. Personal Services. It is understood that the City enters into the Agreement based on the
special abilities of the Service Provider and that this Agreement shall be considered as an

agreement for personal services. Accordingly, the Service Provider shall neither assign
any responsibilities nor delegate any duties arising under the Agreement without the prior
written consent of the City.
12. Acceptance Not Waiver. The City's approval or acceptance of, or payment for any of the
services shall not be construed to operate as a waiver of any rights or benefits provided to
the City under this Agreement or cause of action arising out of performance of this
Agreement.
13. Warranty.
a. Service Provider warrants that all work performed hereunder shall be performed with
the highest degree of competence and care in accordance with accepted standards for
work of a similar nature.
b. Unless otherwise provided in the Agreement, all materials and equipment incorporated
into any work shall be new and, where not specified, of the most suitable grade of their
respective kinds for their intended use, and all workmanship shall be acceptable to
City.
c. Service Provider warrants all equipment, materials, labor and other work, provided
under this Agreement, except City-furnished materials, equipment and labor, against
defects and nonconformance in design, materials and workmanship for a period
beginning with the start of the work and ending twelve (12) months from and after final
acceptance under the Agreement, regardless whether the same were furnished or
performed by Service Provider or by any of its subcontractors of any tier. Upon receipt
of written notice from City of any such defect or nonconformance, the affected item or
part thereof shall be redesigned, repaired or replaced by Service Provider in a manner
and at a time acceptable to City.
14. Default. Each and every term and condition hereof shall be deemed to be a material
element of this Agreement. In the event either party should fail or refuse to perform
according to the terms of this agreement, such party may be declared in default thereof.
15. Remedies. In the event a party has been declared in default, such defaulting party shall
be allowed a period of ten (10) days within which to cure said default. In the event the
default remains uncorrected, the party declaring default may elect to (a) terminate the
Agreement and seek damages; (b) treat the Agreement as continuing and require specific
performance; or (c) avail himself of any other remedy at law or equity. If the non-defaulting
party commences legal or equitable actions against the defaulting party, the defaulting
party shall be liable to the non-defaulting party for the non-defaulting party's reasonable
attorney fees and costs incurred because of the default.
16. Binding Effect. This writing, together with the exhibits hereto, constitutes the entire
agreement between the parties and shall be binding upon said parties, their officers,
employees, agents and assigns and shall inure to the benefit of the respective survivors,
heirs, personal representatives, successors and assigns of said parties.

17. Indemnity/Insurance.
a. The Service Provider agrees to indemnify and save harmless the City, its officers,
agents and employees against and from any and all actions, suits, claims, demands or
liability of any character whatsoever brought or asserted for injuries to or death of any
person or persons, or damages to property arising out of, result from or occurring in
connection with the performance of any service hereunder.
b. The Service Provider shall take all necessary precautions in performing the work
hereunder to prevent injury to persons and property.
c. Without limiting any of the Service Provider's obligations hereunder, the Service
Provider shall provide and maintain insurance coverage naming the City as an
additional insured under this Agreement of the type and with the limits specified within
Exhibit , consisting of one (1) page, attached hereto and incorporated herein by
this reference. The Service Provider before commencing services hereunder, shall
deliver to the City's Director of Purchasing and Risk Management, P. O. Box 580, Fort
Collins, Colorado 80522, one copy of a certificate evidencing the insurance coverage
required from an insurance company acceptable to the City.
18. Entire Agreement. This Agreement, along with all Exhibits and other documents
incorporated herein, shall constitute the entire Agreement of the parties. Covenants or
representations not contained in this Agreement shall not be binding on the parties.
19. Law/Severability. The laws of the State of Colorado shall govern the construction
interpretation, execution and enforcement of this Agreement. In the event any provision of
this Agreement shall be held invalid or unenforceable by any court of competent
jurisdiction, such holding shall not invalidate or render unenforceable any other provision
of this Agreement.
20. Prohibition Against Employing Illegal Aliens. Pursuant to Section 8-17.5-101, C.R.S., et.
seq., Service Provider represents and agrees that:
a. As of the date of this Agreement:
1. Service Provider does not knowingly employ or contract with an illegal alien who
will perform work under this Agreement; and
2. Service Provider will participate in either the e-Verify program created in Public
Law 208, 104th Congress, as amended, and expanded in Public Law 156, 108th
Congress, as amended, administered by the United States Department of
Homeland Security (the “e-Verify Program”) or the Department Program (the
“Department Program”), an employment verification program established pursuant
to Section 8-17.5-102(5)(c) C.R.S. in order to confirm the employment eligibility of
all newly hired employees to perform work under this Agreement.
b. Service Provider shall not knowingly employ or contract with an illegal alien to perform
work under this Agreement or knowingly enter into a contract with a subcontractor that

knowingly employs or contracts with an illegal alien to perform work under this
Agreement.
c. Service Provider is prohibited from using the e-Verify Program or Department Program
procedures to undertake pre-employment screening of job applicants while this
Agreement is being performed.
d. If Service Provider obtains actual knowledge that a subcontractor performing work
under this Agreement knowingly employs or contracts with an illegal alien, Service
Provider shall:
1. Notify such subcontractor and the City within three days that Service Provider has
actual knowledge that the subcontractor is employing or contracting with an illegal
alien; and
2. Terminate the subcontract with the subcontractor if within three days of receiving
the notice required pursuant to this section the subcontractor does not cease
employing or contracting with the illegal alien; except that Service Provider shall
not terminate the contract with the subcontractor if during such three days the
subcontractor provides information to establish that the subcontractor has not
knowingly employed or contracted with an illegal alien.
e. Service Provider shall comply with any reasonable request by the Colorado
Department of Labor and Employment (the “Department”) made in the course of an
investigation that the Department undertakes or is undertaking pursuant to the
authority established in Subsection 8-17.5-102 (5), C.R.S.
f. If Service Provider violates any provision of this Agreement pertaining to the duties
imposed by Subsection 8-17.5-102, C.R.S. the City may terminate this Agreement. If
this Agreement is so terminated, Service Provider shall be liable for actual and
consequential damages to the City arising out of Service Provider’s violation of
Subsection 8-17.5-102, C.R.S.
g. The City will notify the Office of the Secretary of State if Service Provider violates this
provision of this Agreement and the City terminates the Agreement for such breach.
21. Special Provisions. Special provisions or conditions relating to the services to be
performed pursuant to this Agreement are set forth in Exhibit " " - Confidentiality,
consisting of one (1) page, attached hereto and incorporated herein by this reference.
22. Performance and Payment Bonds. Service Provider shall obtain 100% Performance and
Payment Bonds, in accordance with Exhibits and , each consisting of two (2)
pages, attached hereto and incorporated herein. Performance and Payment Bonds shall
be submitted concurrent with execution of the Agreement.
23. Lien Waiver Release and Consent of Surety. Upon successful completion of the services
and before final payment, the Lien Waiver Release and Consent of Surety forms shall be
completed, in accordance with Exhibits and , consisting of two (2) and one (1)
page(s) respectively, attached hereto and incorporated herein.

INSURANCE REQUIREMENTS
1. The Service Provider will provide, from insurance companies acceptable to the City, the
insurance coverage designated hereinafter and pay all costs. Before commencing work
under this bid, the Service Provider shall furnish the City with certificates of insurance
showing the type, amount, class of operations covered, effective dates and date of
expiration of policies, and containing substantially the following statement:
“The insurance evidenced by this Certificate will not reduce coverage or limits and
will not be cancelled, except after thirty (30) days written notice has been received
by the City of Fort Collins.”
In case of the breach of any provision of the Insurance Requirements, the City, at its
option, may take out and maintain, at the expense of the Service Provider, such
insurance as the City may deem proper and may deduct the cost of such insurance from
any monies which may be due or become due the Service Provider under this
Agreement. The City, its officers, agents and employees shall be named as additional
insureds on the Service Provider 's general liability and automobile liability insurance
policies for any claims arising out of work performed under this Agreement.
2. Insurance coverages shall be as follows:
A. Workers' Compensation & Employer's Liability. The Service Provider shall
maintain during the life of this Agreement for all of the Service Provider's
employees engaged in work performed under this agreement:
1. Workers' Compensation insurance with statutory limits as required by
Colorado law.
2. Employer's Liability insurance with limits of $100,000 per accident,
$500,000 disease aggregate, and $100,000 disease each employee.
B. Commercial General & Vehicle Liability. The Service Provider shall maintain
during the life of this Agreement such commercial general liability and automobile
liability insurance as will provide coverage for damage claims of personal injury,
including accidental death, as well as for claims for property damage, which may
arise directly or indirectly from the performance of work under this Agreement.
Coverage for property damage shall be on a "broad form" basis. The amount of
insurance for each coverage, Commercial General and Vehicle, shall not be less
than $1,000,000 combined single limits for bodily injury and property damage.
In the event any work is performed by a subcontractor, the Service Provider shall
be responsible for any liability directly or indirectly arising out of the work
performed under this Agreement by a subcontractor, which liability is not covered
by the subcontractor's insurance.

CONFIDENTIALITY
IN CONNECTION WITH SERVICES provided to the City of Fort Collins (the “City”) pursuant to
this Agreement (the “Agreement”), the Service Provider hereby acknowledges that it has been
informed that the City has established policies and procedures with regard to the handling of
confidential information and other sensitive materials.
In consideration of access to certain information, data and material (hereinafter individually and
collectively, regardless of nature, referred to as “information”) that are the property of and/or
relate to the City or its employees, customers or suppliers, which access is related to the
performance of services that the Service Provider has agreed to perform, the Service Provider
hereby acknowledges and agrees as follows:
That information that has or will come into its possession or knowledge in connection with the
performance of services for the City may be confidential and/or proprietary. The Service
Provider agrees to treat as confidential (a) all information that is owned by the City, or that
relates to the business of the City, or that is used by the City in carrying on business, and (b) all
information that is proprietary to a third party (including but not limited to customers and
suppliers of the City). The Service Provider shall not disclose any such information to any
person not having a legitimate need-to-know for purposes authorized by the City. Further, the
Service Provider shall not use such information to obtain any economic or other benefit for itself,
or any third party, except as specifically authorized by the City.
The foregoing to the contrary notwithstanding, the Service Provider understands that it shall
have no obligation under this Agreement with respect to information and material that (a)
becomes generally known to the public by publication or some means other than a breach of
duty of this Agreement, or (b) is required by law, regulation or court order to be disclosed,
provided that the request for such disclosure is proper and the disclosure does not exceed that
which is required. In the event of any disclosure under (b) above, the Service Provider shall
furnish a copy of this Agreement to anyone to whom it is required to make such disclosure and
shall promptly advise the City in writing of each such disclosure.
In the event that the Service Provider ceases to perform services for the City, or the City so
requests for any reason, the Service Provider shall promptly return to the City any and all
information described hereinabove, including all copies, notes and/or summaries (handwritten or
mechanically produced) thereof, in its possession or control or as to which it otherwise has
access.
The Service Provider understands and agrees that the City’s remedies at law for a breach of the
Service Provider’s obligations under this Confidentiality Agreement may be inadequate and that
the City shall, in the event of any such breach, be entitled to seek equitable relief (including
without limitation preliminary and permanent injunctive relief and specific performance) in
addition to all other remedies provided hereunder or available at law.

1. Expectations
1.1. This set of standards outlines the requirements for new building construction and building remodel
projects for the City of Fort Collins, as it pertains to the City Network and its related components.
1.2. The City’s IT department will be providing all telecommunication and networking services to new
construction and remodeling projects. The Network Administration Manager or his/her designate will
serve as the IT Project Engineer for this work. It is expected that all decisions pertaining to
telecommunications and networking for new and existing facilities will be addressed through the IT
Project Engineer. The IT Project Engineer will be a member of the project design team for any project
involving the City network and telecommunications. The IT Project Engineer will be kept informed of all
timeline changes as they occur.
1.3. It is understood that remodel projects may have construction constraints not found in new
construction. Such things as pre-existing walls, conduits and wiring and other constraints may make
exact adherence to these Standards difficult. All exceptions to these Standards will be addressed
through the IT Project Engineer.
1.4. All quotes, scope of work (SOW) and invoices associated with network cabling installations,
professional services and equipment will be sent by the service provider/vendor to IT for review and
processed for payment through IT.
1.5. IT utilizes specific vendors and contractors designated/selected for IT equipment purchases and
professional services in accordance with City IT Standards and cabling bid specifications.
1.6 The IT Project Engineer’s communication with the building design team and/or the construction
contractor, and his subcontractors, will be through the Facilities Project Manager or the designated City
construction representative. The IT Project Engineer will not communicate decisions directly with the
end-user, design consultants, general contractor and/or his subcontractors, independently without the
Facilities Project Manager/designated City construction representative’s knowledge.
2. Definitions
2.1. Network – Includes systems that are used to transmit and/or receive voice, data and video.
2.2. Station Outlet – The jack or outlet that is used to connect/integrate a printer, server, desktop
computer or other end-user device to the City IT supported network.
3. Contractor Requirements
3.1. Contractors responsible for the design, construction and/or installation of telecommunications
systems, cabling and network infrastructure shall be fully conversant and capable in the cabling of low
voltage applications such as, but not limited to, data, voice and video network systems. The Contractor
shall, at a minimum, possess the following qualifications and abilities.
3.1.1. Registered Communications Distribution Design (RCDD) certified.

3.1.2. The network distribution design, architecture and rooms will follow the latest
Building Industry Consulting Service International (BICSI Standards)
American National Standards Institute/Telecommunications Industry
Association/Electronics Industry Association (ANSI/TIA/EIA – 526, 568A, 569, 606, 607, 758). See
www.bicsi.org for more information about BICSI and related standards.
3.1.3. Certifications (Project Specific)
Siemon trained, authorized and certified installers and technicians.
CommScope Uniprise trained, authorized and certified installers and technicians.
3.1.4. The designer(s) and installer(s) shall submit proof of current certifications as part of an RFP
proposal response package. Should the RCDD, Siemon and CommScope Uniprise certified installers
assigned to a project change during the course of the project, the new designer(s) and installer(s) are
required to submit their appropriate certifications.
3.1.5. Contractor shall be the “awarded service provider” according to “The City of Fort Collins’
Requirements for Fiber Optic & Category 5e or Better Copper Cabling” RFP bid process and utilize
materials as specified in “The City of Fort Collins’ Requirements for Fiber Optic and Category 5E or
Better Copper Cabling” bid specifications.
3.1.6. Personnel industry trained and certified in fiber optic cabling, splicing, termination and testing
techniques will be used, if such work is required on a project. Personnel must have experience and
competency using a light meter and Optical Time Domain Reflectometer (OTDR).
4. Design Elements
There are two major aspects of a good network/ telecommunications design: spaces and pathways. Each
of these two aspects consists of multiple components as defined below.
4.1. Spaces
The term “spaces” refers to the specific rooms dedicated to network and telecommunication services
and/or equipment. These spaces are the Building Service Entrance, Network Closets (MDF/IDF) and Data
Centers. Each has a specific function; however all are very inter-dependent.
4.1.1. Building Service Entrance
4.1.1.1. This is the room in which voice, data and video distribution media systems enter the building.
These include internal sources such as inter-building connections as well as external sources such as
PRPA, CenturyLink and Comcast. The room is dedicated solely for network infrastructure and associated
equipment. This room often serves the dual purpose of being a Building Service Entrance Room and a
Network Closet (MDF).

4.1.1.2. The Building Service Entrance is a room utilized to terminate and interconnect outside
cable/fiber with the backbone (data and/or voice) cable and/or fiber used throughout the building. It
provides facilities for large splice containers, cable termination mounting, and possibly electrical
protectors. All cabling is to be terminated on a patch panel.
This space is in addition to any space required for network switching equipment or active system
components.
4.1.1.3. This space should be located on the lower level. Design and location of the room should also
take into consideration the route and placement of the City’s fiber and copper backbone to and from
connecting buildings.
The room should be within 50’ of an exterior wall.
4.1.1.4. The minimum floor space requirements, for a broad range of projects is typically 10 feet x 10
feet. Additional space may need to be provided if this room is expected to double as a Building Service
Entrance and a Network Closet. The IT Project Engineer in conjunction with the designated Facilities
Project Manager, along with the integrated design team, will determine if additional or less space is
needed during the design phase of the project.
Comment: the network space should be designed appropriately for the building just like all the other
spaces.
4.1.1.5. The door to the Building Service Entrance room (network closet) needs to open outwards and be
controlled by a door access system (electronic locking/fobbed).
4.1.2. Network Closet
4.1.2.1. The network closet is used to house network and telecommunications equipment intended to
service users throughout the building. This type of equipment commonly includes phone systems,
network equipment, video distribution systems, racks, patch panels and cabinets. The network closet is
the space that also supports the cable, fiber, and the equipment necessary for transmission between the
building’s backbone system and the station outlets.
4.1.2.2. Although this space may incorporate the space requirements of the Building Service Entrance by
increasing the size of the room, it must be designed as a true network equipment room in terms of its
support environment.
The optimum effective cooling air temperature of this space is 80 degrees F with a relative humidity
range of 10% to 85% non-condensing when only housing network equipment. *Note: You may wish to
consider how this change may affect any future placement of servers in this space. It is important to
note that some of the telecommunications equipment (e.g. servers), which may be placed in this space
can only function in an environment that is between 68 degrees F and 72 degrees F effective cooling air
temperature with a relative humidity range of 10% to 40%, noncondensing. Anything outside of these
ranges will cause damage to those units. It is important to work with the IT Project Engineer to

determine the exact specification required for this space as equipment can vary from one closet to
another.
*Please keep in mind that changing the optimum temperature needs to take into account a person’s
suitable working environment.
4.1.2.3. The air handling system for equipment rooms must be designed to provide positive air flow and
cooling 24/7 including times when the building air system is shut down or turned down during non-
business hours. This may require separate air and/or cooling systems. If this room is to be used as a
central communications hub, then the air handling system should be connected to the buildings backup
power generation system.
4.1.2.4. The size of this room can vary depending on the communication requirements of the building
but are typically 10’ x 10’. The actual dimensions will be determined by the IT Project Engineer in
conjunction with the Facilities Project Manager.
4.1.2.5. The network closet should be located near the center of the building, but no farther than 290
feet (horizontal cable pathway distance) from the farthest station outlet. The average distance should
be in the 100 to 200 foot range. There may be a need for more than one network closet per floor based
on the design of the building.
4.1.2.6. The network closets should, if possible, be located directly above one another in a multiple story
building. If the entire space cannot be located in-line, space will need to be provided for the in-line
placement of backbone (riser) conduits. If a multi-story building requires two or more rooms on every
floor, each series of rooms should, if possible, be stacked one above the other. Multiple rooms located
on the same floor must be interconnected with conduits or cable tray.
4.1.3. General Requirements – Building Service Entrance and Network Closets
4.1.3.1. The room should be equipped with ceiling space that does not contain water pipes, air
conditioning ducts, drainage pipes or other utilities crossing through. The exception to the water pipes
are those pipes installed in conjunction with a fire suppression system.
4.1.3.2. Limit the possibility of flooding by configuring the surrounding floor area to drain accidental
leaks before the network closet becomes involved.
4.1.3.3. Locate the equipment room away from potential sources of interference such as electrical
power supply transformers, motors, generators, elevator equipment or other such devices that has the
potential for creating electromagnetic fields.
4.1.3.4. Equipment rooms must be dedicated rooms and are not to be shared with other functions such
as a janitorial closet, electrical closet or storage room. Fire and other alarm equipment should be
located in a separate room. Placement of any non-network equipment or colocation in these rooms
must be approved by the IT Project Engineer in conjunction with the integrated design team. See Section
G-6
4.3 for specifics for the use of network spaces and pathways by third parties regarding placement and
installation of equipment, cables and systems.
4.1.3.5. One wall, to the extent necessary, must be covered with 3/4” A-C plywood, painted and
mounted vertically starting 2” above the finished floor and secured to the walls. Multiple plywood
panels must be mounted in contact with one another leaving no gaps between the sheets. The IT Project
Engineer will designate the location of these panels.
4.1.3.6. The lighting design shall provide sufficient overhead lights installed to provide a minimum of 540
lux (50 foot candles) illumination measured 3’ above the finished floor. These lights must be separately
switched within the room and must be mounted a minimum of 8.5’ above the finished floor. Needs to
accommodate 8’ tall cabinets.
4.1.3.7. The door to the room must be a minimum of 36” wide by 6’8” high and at a minimum, use a key
lock that is keyed to the IT Telecom Primus Grand Master (GM3). Electronic locks are to be included in
the design and utilized when a facility is remodeled or a new facility is wired and equipped to support
electronic door locks. The door should open outward.
4.1.3.8. An electrical ground as defined by building codes must be provided on a 6” bar mounted 6”
above the finished floor. This grounding bar should be connected to building steel (main building ground
electrode), a separate concrete-encased electrode, or a buried ring ground with 00 copper wire using a
short feed to the actual ground. It should be noted that NEC stipulates that communications cable
shields be grounded as close as possible to the entrance into the building (NEC Article 800-4).
4.1.3.9. A minimum of two dedicated 20 Amp, 110 volt AC quad electrical outlets, each on separate
circuits, shall be installed in each room. At least one of these dedicated circuits will feed power that is
located in the network cabinets . Circuits providing power to the racks will need to be suspended from
the ceiling above the racks or installed into the rack or cabinet as designated by the IT project engineer.
Additional power outlets will be placed in the wall and/or in racks or cabinets in quantities and locations
designated by the IT Project Engineer. The IT Project Engineer will determine current loads and
determine how many circuits and receptacles are needed.
4.1.3.10. All conduits entering the building from outside shall be plugged with reusable stoppers to
eliminate the entrance of water or gases into the entrance room. All conduits leaving the entrance room
for other portions of the building will be fire-stopped after the installation of cable.
4.1.3.11. The room shall be equipped with a constant positive air flow sufficient to provide a minimum
of two air changes per hour. If a room serves as both the building Service Entrance and a network closet,
it may need to be equipped with a separately controlled HVAC. Once the design of the building is known
and customer requirements have been fully developed, the IT Project Engineer can determine whether
additional HVAC equipment will be recommended.
4.1.3.12. Rooms will need to have an anti-static floor. A sealed concrete floor is acceptable. At no time is
carpeting to be installed.

4.1.3.13. Do not install a suspended acoustical tile or other false ceiling.
4.1.3.14. The permanent walls of the room need to extend to the rafters of the hard ceiling in order to
prohibit access to the room by climbing over walls from an adjoining room.
4.1.3.15 A cabinet or Cube-IT is required to house cable terminations and network equipment. The use
of a cabinet or Cube-IT is at the discretion of the IT Project Engineer based on project requirements.
Interconnections between multiple cabinets are to be terminated on patch panels housed in the
respective cabinet.
4.1.4. Data Center
4.1.4.1. Data Centers will house various computer systems including servers, storage and other devices
in addition to network, voice and video related equipment and systems. Their HVAC systems are sealed
and separate from the rest of the building. Data Centers will also have independent power service to the
room along with room-based UPS systems. Multistage pre-action fire suppression systems utilizing gas
and water are used, as required, based on function and customer need.
4.1.4.2. There will be situations where a department may house computer systems in rooms in their
work areas. These rooms do not constitute data centers and are not to be considered as such.
4.1.4.3. General Requirements
4.1.4.3.1. The data center room should not have any windows on exterior walls.
4.1.4.3.2. Designers and installers of the data center are to be certified as being skilled and
knowledgeable with data center design and construction. All data center designs and requirements are
subject to the approval of the IT project engineer.
4.1.4.4. Security Requirements
4.1.4.4.1. Access to the data center is done via key and electronic lock. The key is not to be a part of the
building master key system rather a separate IT Telecom Primus Grand Master (GM3) key.
4.1.4.4.2. An electronic lock using an access control device shall be used on all doors leading into the
data center.
4.1.4.4.3. The data center is to be considered a restricted access facility. As such, the master key needs
to be strictly controlled. Access to the master key needs to be maintained in coordination with the IT
Project Engineer during the course of the project and with the designated person within City IT once the
project is completed, as required. A separate key must be placed in a knox box secured by a
combination code.
4.1.4.4.4. The access control list for the electronic lock including additions, deletions, and logging needs
to be maintained in collaboration with City IT.

4.1.4.5. Floor & Ceiling Requirements shall be determined by special conditions per project.
4.1.4.6. Fire Suppression must meet applicable codes and standards.
4.1.4.7. Electrical Requirements
4.1.4.7.1. The power supplying the data center is fed through an uninterruptible power supply (UPS)
that provides continuous power in the event of a general power failure. The UPS should have the
capability for sub-metering electrical usage for utility billing purposes (as determined necessary).
4.1.4.7.2. The UPS is also configured to filter and stabilize the power from the primary source.
4.1.4.7.3. The UPS is also supplemented by an independent power generator. This is to be determined
per project.
4.1.4.7.4. The battery racks for the UPS do not have to be in the data center. The battery racks should be
located in a room where the floor is at grade, if possible. The batteries can be of very significant weight,
in the range of several tons. The building structure where the battery racks are to be housed needs to
take into consideration the initial battery capacity plus the potential for expansion (modular). This is to
be determined per project.
4.1.4.8. HVAC Requirement
4.1.4.8.1. The data center has to be kept to an effective cooling air temperature of 68oF with the
average effective cooling air temperature in the 68 degrees F to 72 degrees F range. The size of the
room, the equipment that will occupy the room and anticipated growth, will determine the HVAC
capacity required.
4.1.4.8.2. Relative humidity needs to be maintained between 10% and 40% non-condensing at all times.
4.1.4.8.3. The data center HVAC system is a system that is independent from the rest of the building, but
the main building HVAC system may be the back-up for redundancy. The HVAC system shall be sub-
metered for utility billing purposes (as required).
4.1.4.8.4. HVAC systems are to be designed and configured to include alerting capabilities for
temperature, humidity and system failure events. The alert systems need to be able to send pager and
e-mail notifications as well as audible alerts within the data center.
4.1.4.8.5. The design and layout of the data center including the HVAC unit will need to take into
consideration the location of equipment cabinets. The cabinets will be arranged within reason to create
hot and cold alleys. The HVAC unit and ducting will need to be located in such a way as to optimize
airflow and the cooling of equipment.

4.2. Pathways
Pathways refer to the facilities and supporting structures used to transport network media from one
location to another. It is important to think in terms of pathways as more than simply conduit and to
properly design these portions of the distribution system.
4.2.1. Inter-Building Distribution System
4.2.1.1. This distribution system includes the conduit, tunnel system and related support structures
between buildings.
4.2.1.2. The designer must consider where the distribution system originates and determine what is
required to make it meet the needs of the new construction.
4.2.1.3. Although most design projects for individual City buildings do not specifically address
communications outside the building, care must be taken in developing plans for making these
connections. In some cases, a separate construction and/or installation contract might be required to
provide adequate pathways up to the point at which the building project can be interconnected. In
general, the following points should be observed when developing plans for communication feeder
facilities:
4.2.1.3.1. Anywhere from four to nine conduits ranging in size from 1.5” to 4” are required to feed an
average building. These conduits will be used for City fiber optic and copper cabling as well as third party
cables such as Comcast and CenturyLink. This is to be determined by the building design, per project.
4.2.1.3.2. The numbers, size and location of conduits will be determined by the IT Project Engineer,
Utilities Telecommunications Systems Administrator and the cabling needs of third parties such as
Comcast and CenturyLink in conjunction with the Facilities Project Manager.
4.2.1.3.3. All conduits entering the building will terminate outside the building in one or more vaults.
The number, placement, and type of vaults will be determined by the IT Project Engineer and Utilities
Telecommunications Systems Administrator in conjunction with the Facilities Project Manager and will
depend upon which utilities are involved, the total number of conduits entering the building, the
landscaping or hardscaping around the building, and other factors specific to a given site. Ideally, the
vault will be located in a grass or landscaped area. By example, a typical fiber optics vault would be
30"x48"x18" deep constructed of polymer concrete and mounted flush with the ground. The bottom
area of the vault would be bare ground covered with pea gravel or a similar covering. All conduits would
enter from under the bottom of the vault and extend approximately 4"- 6" above the gravel ground
cover. All conduits will contain mule tape and will be capped to prevent debris or animals from entering
the conduits. The vault cover will be made of polymer concrete, traffic rated to 20,000 pounds, non-skid
surface, with corner bolts or some other type of locking mechanism. Other vault types or configurations
may be substituted at the discretion of the IT Project Engineer. The area around any vault will be filled
and tamped to prevent erosion, sinking, or washout, and will then be landscaped to blend in with the
surrounding area. If the vault is located in a vehicle traffic area, a 6"- 12" space surrounding the vault

will be filled with concrete to a depth of 18" to further stabilize the vault. If the vault is located in a
pedestrian area, care must be taken to avoid any trip hazards (raised edges). Specific utilities such as
telephone or cable TV may have their own vault requirements.
4.2.1.3.4. The entrance conduits must be designed to allow the placement of various types of cables
including large copper cables, fiber optic cable (within inner duct), and coaxial cables.
4.2.1.3.5. Conduits will have no more than two 90 degree bends with a minimum bend radius of 2 feet.
Fiber optic cabling may require a larger radius, typically ten times the outside diameter of the fiber
cable.
4.2.1.3.6. The entrance conduits should enter the service entrance spaces either directly from outside,
perpendicular to the outer wall at a level above 8’ or through the floor parallel with the outer wall
keeping the conduit bend radius greater than 48”. Variances from the 8’ requirement will need to be
approved by the IT project engineer. The entrance conduits must be protected from potential water
damage and from vehicles running into them. Below grade building entrances with sufficient conduits
are much preferred as that avoids the poly-to-steel conduit transition at the side of the building, a box
on the building and conduit exposed to view and possible vandalism.
4.2.2. Building Backbone Raceway (Riser and Tie)
4.2.2.1. The risers are pathways which connect all network closets and space throughout an individual
building. They may consist of conduit, cable trays, or sleeves to allow for cabling to enter and exit the
network closets.
4.2.2.2. The term “backbone raceway” replaces both the term “riser” and “tie” conduit to reflect the
need for both vertical and horizontal pathways in a building distribution system. In general, this is the
path used for placement of network media between the Service Building Entrance room, the network
closets, and the station outlets. These pathways must typically support copper, fiber optic, and coaxial
cables serving equipment and should be cross-connected to station outlets located on each floor of the
building. “J-hooks” may be permissible with the approval of the IT Project Engineer.
4.2.2.3. All backbone conduits and sleeves must be 4” in diameter or as agreed to by the IT project
engineer in conjunction with the Facilities Project Manager. Conduits must be designed with no more
than two 90 degree bends. The minimum number of vertical backbone (riser) conduits is 5. However,
the number can change as the building customer requirements become known. Again, this should be
based upon actual needs.
4.2.2.4. General Requirements:
4.2.2.4.1. Pathways shall be designed and installed to meet applicable building and electrical codes or
regulations including the applicable TIA/EIA Network standards. (See 3.1.2 above.)
4.2.2.4.2. Grounding and bonding of pathways shall comply with applicable codes and regulations.

4.2.2.4.3. Pathways shall not have exposed sharp edges that may come into contact with network
cables.
4.2.2.4.4. The number of cables placed in a pathway shall not exceed manufacturer specifications nor
will the geometric shape of a cable be affected.
4.2.2.4.5. Pathways shall not be located in elevator shafts.
4.2.2.4.6. Sleeves are to be used in backbone vertical pathways. Sleeves should extend a minimum of 2”
above the floor space. If the room is equipped with a raised floor then the 2” shall be above the base
floor and not the raised floor. The sleeves are also to be 4” below the true ceiling deck in rooms where
conduit is running from a room on the floor above. All sleeves are placed to provide short and straight
pathways between floors.
4.2.2.4.7. Conduits used to interconnect the Building Service Entrance and/or network closets should be
placed above the ceiling with no more than a total of two 90 degree bends. Do not angle these conduits
down into the termination space. Fix the conduit 4” to 6” inside the room at a right angle to the wall. All
metal conduits must be fitted with a collar or end bushing to eliminate damage to the cables during
pulling.
4.2.2.4.8. Pull boxes shall be placed in conduit runs which exceed 100’ or in situations which require
more than two 90 degree bends (IT Project Engineer approval). Such pull boxes must be located so as to
provide free and easy access in straight sections of conduit only and must be installed to allow cable to
pass-through from one conduit to another.
4.2.2.4.9. Two 2” conduits must be dedicated from a sealed junction box on the roof of the building in a
direct line to a specified network closet for use as an antenna access point, as determined necessary. In
addition, a separate earth ground must be provided at the roof junction box point and the antenna
conduit must be grounded separately from the isolated ground in the network closet. A 1” conduit
terminating in a weatherproof duplex box must be provided from the roof to the closest electrical panel
for electrical power, as required.
4.2.2.4.10. All riser sleeves must be fire stopped and sealed following code and manufacturers’
instructions, as required.
4.2.3. Horizontal Cabling
4.2.3.1. The horizontal pathways between the network closet and the station outlet locations receive
the heaviest usage and the most complaints of any component of a network distribution system. It is an
area with a significant number of alternatives and one which frequently falls victim to budget cuts.
When working on this issue the building designer should identify methods for placing and supporting
both the initial station cable and future cable additions.
4.2.3.2. The designer should assume the City will install plenum rated station cables to satisfy code
requirements for return-air plenums.

4.2.3.3. Cables will be bundled using Velcro strapping and labeled at each end of the cable run plus
every 15 feet along the length of the run.
4.2.3.4. The label must indicate the owner of the cable as well as the source and destination of the
cable.
4.2.3.5. Cabling installed in the ceiling space/air plenum for future devices (e.g. security cameras) shall
have a 25’ end loop and be terminated in a wall mount box (biscuit) in the ceiling space.
4.2.3.6 Every network closet must provide a minimum of twice the amount of horizontal pathway access
as is required to support the initial installation, as required.
4.2.3.7. Any outlet separated from the main horizontal support system, such as a tray, by a fire or smoke
partition, must be provided a rated pathway.
4.3. Shared Spaces
4.3.1.1. The Building Service Entrance, network closet and the Data Centers are for equipment owned
and/or maintained by the City of Fort Collins. Equipment and systems from third parties should not to
be housed in these facilities without the approval of the IT Project Engineer.
4.3.1.1.1. Exceptions include third party equipment and systems that are installed in support of City
operations and systems. These may include but may not be limited to Comcast equipment to provide
independent internet connectivity and cable television connections; CenturyLink equipment to provide
telephone connectivity. The final placement of this equipment and related components are subject to
the approval of the Network Administration Manager or IT Project Engineer in collaboration with the
Facilities Project Manager and Service Area Director.
4.3.1.1.2. Examples of third party equipment and systems that cannot be housed in these rooms are
commercial entities using City facilities in support of their infrastructure systems and where the City is
not connecting to or utilizing the equipment to be installed.
4.3.1.2. The pathways and risers within City owned facilities can be used to provide needed copper and
fiber cable runs needed by the third parties within reason and as approved by the IT Project Engineer.
4.3.1.2.1. Third party copper and fiber cables must be bundled separately from City cabling systems.
4.3.1.2.2. The bundled cable runs need to be labeled at each end of the cable run plus every 15 feet
along the length of the run. Cables will be bundled using Velcro strapping.
4.3.1.2.3. The label must indicate the owner of the cable as well as the source and destination of the
cable.
4.3.1.3. The Network Administration Manager or IT Project Engineer must be provided with written
requests to house third party equipment, systems and cables and the installation of the items are
subject to his/her approval. The written request must include:

4.3.1.3.1. A schematic diagram of the systems;
4.3.1.3.2. All related drawings showing the installed equipment;
4.3.1.3.3. Who is authorized to access the equipment;
4.3.1.3.4. Who are the contact individuals for the installation and maintenance of the equipment.
5. Design Issues
5.1. This subsection provides an overview of the minimum network infrastructure requirements in the
specific area of new construction. It is intended to be used during program planning.
5.2. Office Spaces
5.2.1. Office spaces range from the standard one-person space to multi-room office suites and all need
to be suitably equipped to access various City network resources. All offices must be designed to
support multiple voice and data outlets situated to allow changes in furniture layouts, depending on the
use of the facility.
5.2.2. Newer buildings and installations may be using data lines for voice connectivity and this will alter
the combination of outlets in office spaces. The IT Project Engineer will work with the customer and
Facilities Project Manager to determine the number of station outlets required during the design of the
facility.
5.2.3. All offices must be equipped with a minimum of 2 duplex communication outlets, preferably on
opposite walls and near electrical outlets. Larger offices and open suite areas should have multiple
communication outlets with an average of 2 per 75 square feet of floor space. There should be no less
than one at every other electrical outlet. There may also be staff and office locations that will need to be
provided with an additional video or coaxial outlet. Smaller offices or rooms may need fewer outlets.
The IT Project Engineer will work with the customer and Facilities Project Manager to determine
locations and the number of station outlets.
5.2.4. The furniture plan has to consider its location in reference to station outlet locations. Furniture
should not be placed in such a way as to prevent access to station outlets and nearby electrical outlets.
5.3. Station Outlets
5.3.1. New construction or remodel projects where new walls are being installed will require that
network station outlets be installed similar to electrical outlets with an outlet box mounted in the wall
and vertical conduit going up the wall ending above the false ceiling space. In areas with a hard ceiling,
the conduit should be extended to an appropriate pull box at the proximity of what would be considered
a suspended ceiling location. The network cabling will then be installed through the conduit to the
station outlet. An access panel for future additional outlets should be a primary consideration.

5.3.2. New construction will require that wall outlets be installed at the same height as electrical
outlets. Exceptions could include lab areas that may require outlets above work surfaces.
Wall phone units may also need to be installed according to ADA regulations.
5.3.3. In remodeling projects that include the installation of new station cabling in existing walls
without pre-existing conduit, an outlet box will be installed and the cable fished down the inside of the
wall as appropriate if the wall has an accessible space.
5.3.4. Installation of vertical drops and exterior cable raceways visibly placed on interior walls will not be
used in new construction unless deemed necessary and approved by the Facilities Project Manager and
the IT Project Engineer.
Remodel projects may require exterior cable raceways due to problems with existing construction and
these will need to be approved by the Facilities Project Manager and the IT Project Engineer.
5.3.5. Locations where the station outlets are to be installed in office furniture or cubicles need to be
identified. The IT Project Engineer, cabling installer and the Facilities Project Manager will need to
ensure that proper outlets, furniture interfaces, and cable length are provided for proper termination in
the furniture.
5.3.6. Sometimes it is not possible to reach station outlet locations via the wall or ceiling and may need
to be installed via the floor. This is especially common in cubicle areas. In these cases, appropriate size
and quantity of conduit will need to be installed in the floor and in the case of the ground floor, installed
before the slab is poured. An alternative to conduit in the floor is a raised floor office area.
5.4. Conference Rooms
5.4.1. Conference rooms should be equipped with a minimum of 1 duplex voice/data outlet per wall,
with two video outlets on opposite walls, as appropriate per project requirements.
5.4.2. The IT Project Engineer and the Facilities Project Manager will work with the customer to
determine the optimal number of station outlets and where they will be located. These locations may
include the wall, floor or terminated in furniture such as conference room tables.
5.5 Security Considerations
5.5.1. All network closets will be electronically locked (fobbed).
5.5.2 Security cameras should be installed to monitor access to the network closet and data centers.
