The Service Provider will perform an objective and neutral investigation into a complaint by an employee concerning terms and conditions of employment. The investigator will develop a comprehensive record of allegations and evidence of supporting and refuting information to enable the City Attorney’s Office to provide legal counsel. All documents will be marked “Privileged” and “Confidential.” Employees will be asked to assist the investigator in drafting individual summary statements to represent individual perspectives in a factual manner. All participants will be informed of the investigator’s purpose in this process, the City’s’ expectation to keep the matter confidential where deemed appropriate, the City’s prohibitions against retaliation for initiating this process or participating in the investigation and the City’s expectation that he or she be entirely truthful. The investigation shall be completed by January 31, 2017 and returned to the City’s Chief Human Resources Officer.
