Via Email Only November 22, 2016 Attn: Ms. Cassie Archuleta City of Fort Collins 215 North Mason St Fort Collins, CO 80522-0580 Subject: Proposal for Oil and Gas Air Quality Support Services Dear Ms. Archuleta: AECOM (contracting as AECOM Technical Services, Inc.) is pleased to submit this proposal to provide on-call support the City of Fort Collins (the City) with air quality services related to the oil and gas industry. Based on the email request AECOM received from the City on November 14, 2016, the City indicated that they would like to establish funds for on-call support for 2017 based on scope that will be defined on an as-needed basis. AECOM proposes the following scope of work, schedule, budget, and assumptions. AECOM Oil & Gas Services As requested during a call on November 14, 2016, the City would appreciate background information regarding the types of services that AECOM conducts for the oil and gas industry. AECOM services for oil and gas clients operating in the Denver-Julesburg Basin (i.e., the northern Colorado Front Range) include: • air quality and regulatory compliance (i.e. Air Pollutant Emissions Notices [APENs], self- certifications, etc.); • air pollution and control equipment design, testing and engineering out of our lab in Casper, Wyoming; • air quality measurements, both ambient air monitoring and stack testing; • air emissions calculations, both via excel-based tools and emissions management information systems (EMIS) platforms; • process simulation (i.e., emissions estimation via model simulations like HYSYS and ProMAX as well as more simplistic models such as GRIGly-Calc and E&PTANKS); • greenhouse gas reporting; • compliance management (environmental, health and safety audits, EMIS system calculations compared to permit requirements, etc.); and • air quality photochemical (ozone) modeling, dispersion modeling, and health risk assessment. Scope of Work Task 1 – Project Management This task includes the labor for project coordination and communication between the City and AECOM associated with project planning, project quality assurance/quality control, regular invoicing, and monthly status reports required by the contract. Included in this task is a meeting between the AECOM project manager and the City to initiate the project and formalize the priorities AECOM Use or disclosure of data contained on this sheet is subject to the restriction on the first page of this document. 2 for the first task. This task will last the duration of the project, which we assume to be 6 months of invoice activity. The estimated cost associated with this task is presented on the attached Table 1- Cost Summary. Task 2 – Air Quality Support Services Based on the email sent from the City on November 14, 2016, the City may request services and support from AECOM on an as-needed basis. As described by the City, these services may include the following general issues: • Research into best practices for oil and gas operators • Support for local/State regulatory interactions • Review and possible conduct audit of existing Operator’s Agreement (OA) with Prospect Energy • Recommendations for updates to the existing OA Other services might also be requested as determined to be beneficial to the City during the process of updating and revising their OA. It is assumed that one in-person meeting with the City and Prospect Energy would take place at the City office. The specific scope of services to be performed will be defined based on request from the City. When the City requests a specific task, AECOM will email the City with a scope of work and a cost estimate to develop requested deliverables. Work on this task will commence only after receiving written approval to proceed from the City. Estimated Budget AECOM proposes a general budget, not to exceed without prior authorization, of $10,836 on a Time and Materials basis (see attached Table 1) using the Rate Schedule and Terms and Conditions of the Professional Services Agreement Work Order between the City and AECOM, dated March 31, 2015 and extended February 16, 2016. The contract expires March 8, 2017 and will need to be extended. If the City plans not to extend the contract, then this proposal is subject to the negotiation of mutually agreeable terms and conditions in a new contract. Schedule We are available to being work once the City provides an executed Work Order consistent with the Professional Services Agreement. Project management (Task 1) will begin once the Work Order is received, but Task 2 services will not be initiated until the task is defined and approved by the City via email. The scope of work will be completed before December 31, 2017. Assumptions Our budget estimates for this scope of work are based on the following assumptions: • While the period of performance can occur anytime from December 2016 through December 2017, pending extension by the City of the current contract or negotiation of a mutually acceptable terms and conditions in a new contract. For budgeting purposes it is assumed that the work is conducted over six months for project management cost efficiency. AECOM Use or disclosure of data contained on this sheet is subject to the restriction on the first page of this document. 3 • Any requested deliverables will be provided electronically and document printing is not anticipated to be needed. • Any in-person meetings will take place at the City offices in Fort Collins. Travel fees will not be charged for the two meetings explicitly included in this scope of work. • All work is a “desk top” analysis. A site visit is not included, but could be accommodated provided there are additional discussions directly with Prospect Energy about access and health and safety requirements. Terms and Conditions AECOM proposes to complete the work on a time and materials basis in accordance with the Professional Services Agreement, Work Order between AECOM Technical Services, Inc. and the City of Fort Collins, Colorado effective March 31, 2015 and extended on February 16, 2016. The contract expires March 8, 2017 and will need to be extended. If the City plans not to extend the contract, then this proposal is subject to the negotiation of mutually agreeable terms and conditions in a new contract.
