FOR THE CITY OF FORT COLLINS IN LARIMER COUNTY, COLORADO

Proposed Scope of Work and Assumptions
The City of Fort Collins Natural Areas proposes improvements along the Cache la Poudre
River corridor between S. Lemay Avenue and S. Timberline Road in the City of Fort Collins.
These improvements are designed to restore habitat and restore riparian zones and wetlands
to return the corridor to more natural state. Additionally, the Timnath Reservoir Diversion
dam will be modified to form a fish passage.
The proposed project area encompasses approximately 179 acres of Natural Area. It is
assumed that all 179 acres will be included in an intensive Class III archaeological inventory
and that this area, as shown on a kmz received by Centennial on July 26, 2016 will form the
Area of Potential Effect (APE). If the APE is expanded to include additional areas,
additional survey and reporting time may be necessary. Costs associated with this survey will
be negotiated separately.
Section 404 permitting from the Army Corps of Engineers may be needed due to work in and
adjacent to the river thereby triggering the need for regulatory compliance with Section 106
of the National Historic Preservation Act. The Army Corps would serve as lead federal
agency.
Proposed cultural resources work consists of the Class III (intensive)
archaeological/historical inventory of the APE. All cultural resources that are 50 years in age
or older will be documented.
It should be noted that the Timnath Reservoir Diversion Dam (built 1978) is less than 50
years old, but was documented in 1994. Because this resource was previously documented,
and is therefore in the files maintained by the OAHP, it will have to be re-documented and a
full cultural resources technical report will need to be prepared. Additionally, at least three
other historical resources are known to be situated in the APE including the Great Western
Sugar Effluent Flume, which was listed in the National Register of Historic Places (NRHP)
in November, 2014. All four of these resources will need to be re-evaluated.
It is assumed that no more than six cultural resources including the ones described above will
be encountered. If more than six resources are encountered additional recording and
reporting costs may be incurred. Any such costs will be negotiated separately.
Deliverables will consist of the Office of Archaeology and Historic Preservation (OAHP)
inventory record forms as well as a cultural resources technical report that meets the
standards for format and content of the OAHP.
Fieldwork (inventory and recording) is estimated to require no more than two days for a team
of two archaeologists consisting of a supervisor and a field technician to complete.
Report and site form preparation for up to six resources is estimated to require approximately
5 days for the supervisory archaeologist in addition to staff support.
It is assumed that there will be no barriers to access, either legal or physical, and that the
ground will be clear and snow free at the time of the field investigation.
No artifacts will be collected; all cultural materials will be documented in the field. Should
the City require collection, curation costs will be passed directly through.
Proposed Costs
Proposed costs are an estimate based on the assumptions presented above. Centennial
works on a time and materials basis. Should work be completed in less time than anticipated the
proposed costs will be correspondingly less.
