Project Title: HWY 392-TIMBERLINE RD TO I-25 DUCT BANK PROJECT
TASK SUMMARY
The City plans to install underground electric feeders along Highway 392 between Timberline Road and
Interstate 25. The general alignment follows the north side of the Highway 392 and passes near Duck
Pond and through Fossil Creek Reservoir Natural Area. Professional will provide design services,
easement acquisition and permitting services to support the project.
CHANGE ORDER No. 1: Scope of Services
This change order provides additional professional services requested by the City to provide engineering
design and permitting support necessary to complete the project.
Task 1.0 – Obtain Easement through Fossil Creek Reservoir Natural Area
1. City requested Professional to contact approximately six property owners along the south side of
Highway 392 to see if they were open to granting a new easement to the City for the purpose of
exploring an alternate design route on the south side of the highway. Professional performed
research of parcel information to identify property owners, searched for phone numbers, made
multiple phone calls and prepared and mailed letters to contact owners. Professional had several
discussions with each owner and provided brief report and map to City.
2. Professional will locate a third party vendor to obtain a plan for mitigating impact to prairie dogs
colonies. City will provide a list of contacts and Professional will coordinate and obtain a
proposal from qualified vendor(s). Information will be relayed back to the City for its review and
approval. The findings will be incorporated into the natural areas application.

Task 4.0 – Floodplain Permit/No Rise Certification
1. No additional services for this task.
Task 5.0 – CDOT Special Use Utility Permit
Due to the increasing number of problems with Horizontal Directional Drilling installations of utilities in
CDOT Region 4 and throughout the State, the State Utility Engineer has directed the Region Utility
Offices to require that larger bored utility installations be designed and stamped by a Licensed
Professional Engineer. Professional will coordinate and oversee geotechnical testing services for the
project by contracting with Terracon Engineering.
1. Professional will provide stamped design for bored utility crossing Highway 392 (CDOT ROW).
The installation shall comply with the provisions of the CDOT State Highway Utility Manual.
2. Terracon will perform up to 2 soil borings approximately 10 feet in depth and provide a
geotechnical report of its findings. Professional will use the information to prepare its bore design
required to satisfy CDOT requirements.

Task 6.0 – Construction Dewatering Permit - (New Task)
A construction dewatering permit will be required from the Colorado Department of Public Health and
Environment (CDPHE) if ground water needs to be diverted as part of the project.
1. Professional will complete and file the application with CDPHE and provide coordination with
City and CDPHE to obtain approval.
2. Professional will perform a review of online resources to determine if there are issues in the area
such as leaking underground storage tank (LUST) sites, superfund sites and/or other ground
contaminants in the project area.
3. City will provide ground water discharge locations.

Task 7.0 – Electric Distribution Design - (New Task)
1. Contact City’s engineering staff to confirm or refine issues during conceptual stage.
2. Begin (8-5” & 4-5”) conduit duct bank from 10’X10’ vault (SP60008) located at the intersection
of HWY 392 & S Timberline Rd. Continue duct bank approximately 13,200’ landing conduit

bank in 10’X10’ vaults spaced out approximately 1,100’ apart. Ending duct bank at the
intersection of HWY 392 & SW Frontage Road. Directional boring wetlands and entrances along
HWY 392 the way staying within utility easements until reaching Fossil Creek Regional Open
Space bring duct bank into road right of way. Continue duct bank in road right of way until
reaching South Fort Collins Sanitation district bringing duct bank back into utility easement
approximately 900’ past sanitation facility. Continue duct bank to the intersection of SW
Frontage Rd and HWY 392. Continuing into road right of way.
3. Install 8’X13’ vault for future switch gear at the intersection of SW Frontage Rd and HWY 392.
Connecting vault with (6-5”) conduits from 10’X10’ main line vault. Directional bore (2-4” & 1-
2”) approximately 200’ south across HWY 392 for future single phase primary. Install electronic
marker balls at the end of conduit.
4. Continue conduit bank (8-5” & 4-5”) from 10’X10’ main line vault at the intersection of HWY
392 & SW Frontage Rd approximately 800’ north to the construction entrance to Swede Lake
ending a 10’X10’ vault.
4. Professional will coordinate and oversee utility locating and potholing services for the project by
contracting with Safesite Utility Field Services. Safesite will perform pot-holing and existing
conditions documentation. Identify existing utilities horizontal and vertical locations. This task
includes 10 potholes on soft surface, 4 potholes on hard surface and 1000 linear feet of locating.
5. Additional survey services will be needed to prepare a detailed design package, locate existing
utilities and facilitate the CDOT boring requirements. Professional will coordinate and oversee
survey services by contracting with Precision Survey and Mapping.
a) All existing above ground features will be survey located including but not limited to
existing roadways, sidewalks, structures, parking lots, driveways, utility boxes, utility
poles, trees and bushes. Tree stands will be located by edge of trees only and individual
trees in groups of trees will not be specifically located. Standalone trees will be
located.
b) Survey locate buried utilities as indicated by painted and pin flagged marks as provided
by professional utility locator. Utilities of public record will be shown and a diligent
effort will be made to locate private utilities. Precision Survey & Mapping can’t
guarantee that all private utilities will be shown because of lack of records.
c) A topographic survey will not be provided but elevations will be collected on all shots.
Stanley Consultants will be utilizing the City of Fort Collins’ GIS Data for contour
information.
d) For Storm & Sanitary lines, the survey will identify alignment, pipe size, pipe material,
inverts, rim elevations and accurate alignments between manholes, inlets, etc. All
storm and sanitary sewer will be labeled with leaders identifying, Type of structure,
Rim/Inlet elevation, Pipe diameter and material, Inverts in and out and directions.
e) The location of subsurface waterline services, gas services, and sanitary sewer laterals
are not included as a part of this scope of work. These items would need to be
specifically addressed if desired.
f) Provide a 50’ cross-section on the crossing of Hwy 392 on the east side of the project.

g) Survey and plot existing Poudre Valley overhead electric easements as provided by
Stanley Consultants.

SCHEDULE
We estimate the additional services in this change order to commence on October 15, 2016 and will
be completed by March 15, 2017.
COMPENSATION
Original fee was $66,864. The revised estimated fee is $124,439 which is an increase of $57,575.
Compensation will be billed per Professional's hourly rate plus reimbursable expenses identified in the
Professional Service Agreement. The Professional will submit monthly invoices to the City. The
estimated fee will not be exceeded without a change order agreed upon by the City and Professional.
