Where are the dedicated spaces for the battery pack location? There is limited room in the mechanical yard, so if the inverter can be located somewhere other than the mechanical yard, we could use that dedicated space for the battery pack location. Otherwise we’re looking to our successful vendor to help us determine the location for both the inverter and batteries. 2. What is the roof deck material and manufacturer? The roof system is a white TPO roof. The manufacturer of the roof material is Firestone. See attached documentation for roof warranty. 3. What are the expected PV installation project dates, and will the building be occupied during work? Refer to the RFP for exact details. Expected PV installation start date range is late August to Early September, 2016. The expected occupant move-in date range is Mid-September. 4. What are the Performance and Payment bonding requirements? Performance and Payment bonding is required for all City of Fort Collins construction projects over $100,000. If the total construction cost for PV installation, including material and labor, is more than $100,000, the contractor will be required to include Performance and Payment bonding with the Services Agreement. Additional Proposal Submittal Requirement: Provide the name, address and phone number of the firm’s bonding agent. Provide a letter from the bonding agent indicating the firm’s bonding capacity is adequate to undertake this work. 5. What is the roof structure support design? The roof was designed to carry 10 lbs/SF for the PV panels. Additionally Submitted Questions 6. The RFP asks for a PPA. However an ESA, or energy savings agreement, will be more economical for this size of system. The differences are lower legal costs for the investor, a lower payment, and a fixed monthly payment rather than one fluctuating monthly with production. Would you entertain an ESA offer? The City of Fort Collins is more familiar and comfortable with PPA’s, but we are willing to review an ESA and determine if it would be beneficial to our needs. 7. We want to recommend a particular roof- an Energy Star rated white TPO. This allows us to use a bifacial module with significant extra production, by a US manufacturer. They have a written ruling from the IRS that part of the roof cost will earn the tax credit, because the roof boosts the production and is therefore a part of the solar system. Will this recommendation be entertained? A white TPO is already included in the project. The City of Fort Collins welcomes proposals including new and innovative technologies and products. 8. We usually include specific energy efficiency equipment in commercial solar projects. In particular USES Power Conditioners. These are GSA rated and have been installed on numerous government buildings over the past 30 years. They are effective at reducing both peak electrical loads and kWh usage, substantially improving the economics of solar projects. Our financing partner has accepted this equipment. Would you allow this equipment to be included? At this time, the City of Fort Collins is not interested in including power conditioning equipment into the RFP.
