(LTE) is pleased to provide this proposal to the City of Fort Collins (the City) to complete project management, asbestos abatement oversight, and final visual and air clearance monitoring at the Utility Service Center located at 700 Wood Street in Fort Collins, Colorado. PROJECT BACKGROUND The structure is used as a Utility Service Center for the City. The City informed LTE that it plans to renovate certain areas within the building as part of three Work Areas (Work Areas 1, 3 and 5). In general, the renovation activities within Work Area 1 include the removal of concrete masonry unit (CMU) block filler, floor tile, and drywall joint compound, all of which contain asbestos but at concentrations below what is defined as an asbestos-containing material (ACM). The renovation includes the removal of carpet mastic which does contain asbestos at concentrations greater than 1 percent (%) by weight and defined as an ACM. Renovation within Work Area 3 may include removal of Occupational Safety and Health Administration (OSHA) drywall, ACM duct sealant, ACM duct mastic and CMU at less than 1% ACM. Renovation within Work Area 5 will include the removal of CMU containing less than 1% ACM and possibly areas of OSHA drywall. SCOPE OF WORK Task 1 – Project Management LTE will provide project management and overall project planning for the duration of abatement activities associated with remaining work within Work Areas 1, 3 and 5. This will include attending meetings and overseeing environmental staff who will be conducting oversight and daily inspections of the General Abetment Contractor (GAC) to ensure that abatement activities are Mapp, C. Page 2 Utility Service Center Fort Collins, Colorado completed in compliance with Colorado Department of Public Health and Environment (CDPHE) Regulation 8. Task 2 – Abatement Oversight and Collect Daily Ambient Air Samples LTE staff environmental scientists will provide oversight of the GAC during abatement activities and collect ambient air samples to verify that the air quality outside of the containment area is below the maximum allowable asbestos level (MAAL) of 0.01 fibers per cubic centimeter (f/cc). Ambient air samples collected will be submitted to Reservoirs Environmental, Inc., located in Denver, Colorado, for phase contrast microscopy (PCM) analysis. If sample results indicate an exceedance of the MAAL, LTE will have the sample reanalyzed by transmission electron microscopy (TEM) to verify the number of asbestos fibers present and compare the TEM results to the MAAL value of 70 structures per millimeter squared (mm 2 ). Task 3 – Final Visual And Air Clearance Monitoring of Abated ACM Upon completion of abatement activities, LTE will conduct a final visual and air clearance monitoring via PCM of the containment area. Final air clearance samples collected will be submitted to Reservoirs Environmental, Inc. for analysis. The results of the sampling will be compared with the MAAL. If all samples collected are found to be below the MAAL, the work areas will be deemed ready for re-occupancy by the public and/or other contractors. If any of the PCM samples are determined to be greater than 0.01 f/cc the contractor will be required to re-clean the work area and an additional final visual inspection and clearance sampling will need to be completed. Task 4 - Reporting Upon completion of all work, LTE will prepare a final summary report detailing all of the sampling results. COST ESTIMATE LTE has developed the following cost estimate for each of the tasks. ASSUMPTIONS Based on the scope of work and our walkthrough of the facility, LTE has developed the following assumptions: • LTE will provide project management for the duration of abatement activities for Work Areas 1, 3; and 5; • LTE will provide oversight throughout the duration of the abatement project; • LTE will collect no more than four ambient air samples each day during abatement activities with the assumption that only one containment will be erected at a time; • Only five ambient samples will require further analysis by TEM; • LTE will conduct five final visual inspection and air clearance monitoring events via PCM upon completion of abatement within each containment area; • Each containment area will only require one final visual inspection and air clearance via PCM. LTE has assumed 21 additional PCM samples will be necessary to resample containment areas that will require additional clearance.
