Organizational Mission: Our Mission is to provide our clients with the most accountable, reliable, and

B. Project Summary
The Feet would provide courier mail services for the City of Fort Collins, as outlined in the RFP. As the
current City of Fort Collins Mail Services provider, we would be able to conduct the morning mail sort,
execute the route while strictly adhering to the time frames outlined, provide metering service for
outgoing mail with our existing meter machine, deliver outgoing mail to the USPS, and invoice for all
work as described in the RFP.
C. Budget
The Feet would provide the route service, including the sort, route, and delivery to the U.S. Post Office
for $187.00 per day, plus a fuel surcharge. The fuel surcharge is attached as exhibit A.
The Feet would provide the daily mail metering service for $70 per day.
The Feet would invoice for the monthly postage, based on usage, from the 1st day of the month through
the last day of the month.
D. Service Execution
To provide the requested route service, The Feet would operate a late model Ford Transit vehicle. We
have determined that this is the most appropriate sized vehicle, while also being one of the most fuel-
efficient vehicles of this size. Our current route driver and any fill-in staff are already familiar with the
morning mail sort, the existing route time frames, and extreme importance of the work contained in this
RFP to the City of Fort Collins. As an organization, The Feet fully understands this work, the punctuality
necessary, the communication required to address any issues or delays, and the sensitivity of personal
information that is present in the mail, interoffice envelopes, and documents being delivered. The Feet
utilizes a courier specific software program that allows both Feet management, and our clients to view
stop times, signatures, and other data. The capabilities of the software increase our transparency and
accountability.
To provide the requested mail metering service, The Feet would utilize a Hassler mail meter machine.
This machine is already leased by The Feet. The current machine has the ability to departmentalize
postage, as requested. The current mail metering staff is experienced in the multitude of USPS service
options (Priority Mail, Standard, Parcel Service, etc.), as well as the importance of accurately metering
the postage at the department level. The current management and accounting team are already
knowledgeable about the invoicing requirements for the metering service. The Feet would generate 2
invoices on the 1st business day of each month. One invoice would be for the route service provided and
a 2nd for the postage charges used the previous month.
E. Staff
For the actual work, The Feet has one full-time employee already experienced and badged with the City
of Fort Collins Operation Services. Currently, we also employ 8 fill-in drivers who have all serviced the
City of Fort Collins mail services route. Our full-time employee, Jerry Wood, has an advanced knowledge
of the AM mail sort, which is arguably the most complex portion of the services. Our fill-in drivers have a
basic to moderate understanding of the sort, and who to contact with any sorting questions.
For the RFP, and completion thereof, Dustin Huber, is the primary contact. Mr. Huber has an existing
knowledge of the City of Fort Collins mail services, supervises the existing employees outlined in the 1st
paragraph of Section “E,” and currently invoices the City of Fort Collins. My bio is attached at the end of
the RFP (Exhibit B).
Larry Dolgin is President of The Feet, Inc., and would assist in the compilation of information for the RFP,
as well as execute the Service Agreement.
Should The Feet be awarded the RFP, knowledgeable staff and management are already in place,
negating any need for a transition plan or additional staff for this project.
F. Past Experience
The Feet has been in the courier industry for over 21 years. Our organization has no current or past
litigation or contract disputes related to payment or performance. Work that The Feet currently
performs that is similar in size and scope to the City of Fort Collins Mail Services include; the City of Fort
Collins Operation Services, Children’s Hospital of Colorado, First National Bank, and Guaranty Bank &
Trust. For these organizations we deliver interoffice mail, make deliveries to/from the post office, and
transport sensitive bank and health information records. These health information records for medical
clients and financial documents for the banking industry specifically speak to the experience and
sensitivity our organization has with securely transporting personal information that could be used for
identity theft. The Feet trains our couriers to be aware of the concerns and procedures involved with
securely transporting sensitive personal information. The consequences of any breach would follow our
disciplinary policy. Depending on the situation, the first offense could be grounds for discipline up to
termination or suspension.

As a responsible organization, we strive to give back to our community and environment, whenever
possible.
The Feet, Inc. was a City of Fort Collins Gold Climatewise member from 2008 to 2014.
Office practices include a recycling program for bottles, cans, plastic, cardboard, as well as paper
shredding and recycling.
For our footprint on the road, we start by evaluating the needs of our clients and using the most fuel
efficient vehicle to meet the needs. We also utilize a robust GPS program that tracks fuel efficiency, idle
time, and driving habits. With some exceptions, we also work our best to co-load multiple clients’
product. This allows us, for example, to make one or two trips to Denver, instead of one trip for each
client who needs a delivery to Denver. The City of Fort Collins is an exception, simply because the route
has tight time frames that do not allow us to co-load other clients’ product.
Our on-line ordering web portal has eliminated our need for paper log sheets used by our 140
employees. With our clients we strongly promote both electronic ordering and electronic billing which
further decreases the need for paper.
We have been an annual sponsor for bike to work day each year for the last 10 years. Most of those
years, The Feet has set up a roadside station, teaming with other sponsors such as Poudre Valley
Hospital and CrankNstein.

Dustin Huber Bio
I attended the University of Nebraska at Kearney, earning a bachelor’s degree in Political
Science. My intent with Political Science was to go to law school. It was in the last couple of semesters,
that I realized I did not have the desire to pursue this endeavor any longer. Shortly after graduation, I
moved to Fort Collins and began with The Feet.
I have been with The Feet for over 11 years. I started out as a route driver when we held a
contract with DHL Express. I was able to prove myself and the company offered me opportunities to
assume roles of greater responsibility. With The Feet, I have worn many hats. I have driven, dispatched,
been in sales, and finally my current role as Operations Manager.
In my current role, I am responsible for a wide range of tasks. Daily aspects of my current
position include payroll, scheduling, HR aspects including; hiring, orientations, and discipline. Another of
my largest roles is setting our expectations and ensuring our employees and managers meet or exceed
them. I directly supervise and am responsible for over 70 employees and 2 department managers.
Over the years at The Feet, I have worked hard to build quality relationships with our clients’ key
contacts. I believe that these personal relationships myself and other managers have built, have helped
The Feet in regards to client retention. This is another area that is critical to my position and the
companies continued growth.
Personally, I have been married for nearly 5 years, and we have a 4-year old daughter. My wife,
Laura, works at Colorado State University as a horticulturist. I enjoy my family life immensely, as well as,
try to find time for my hobbies of golf, basketball, and fishing. Fort Collins has been a wonderful
community to live and raise a family, so I also enjoy participating and volunteering in many of the events
held in our community.
