Section III Proposal Submittal, H.3., Please clarify if the $25/hr direct labor cost includes burden (taxes, insurance, benefits) or do we need to add that cost in? A1. It does not include it, please show burden separately. Q2. Section H.3., Does the proposer need to provide separate line items for General Conditions (i.e. management staff)? A2. For the example project, no extra line is necessary. For the Centrifuge Project, please include General Conditions and detail what the General Conditions consist of. Q3. Section H.3., Is Utilities looking for us to provide a complete sample detailed estimate with takeoffs for performing the scope of work totaling the provided numbers or just a summary using the provided numbers and showing our proposed markups? A3. In H.3., we are looking for a summary using the provided numbers (H.3.) showing how your firm will apply the proposed markups to a project, using the Construction Cost Factors as outlined in H.2.. Q4. Could the Proposal due date be extended an additional week and changed from Monday to a different week day? A4. At this time, we do not see a reason to extend the date. If there are extenuating circumstances, please call Pat Johnson at 970-221-6816 to explain the situation. There is no guarantee that the due date will change. Q5. Section II Scope of Services, B. says Project work will be paid by one of the three methods using a work order system…T&M from rates submitted, negotiated unit price, lump sum. Section III Proposal Submittal, H. 3. Says your firm is expected and required to have a completely open book policy on all pricing of work. Can you clarify if project accounting during construction will be based on the submitted rate sheet amounts incorporated in the pricing or if it will be based on actual costs shown through payroll reports and other internal accounting reports? A5. It will be based on the submitted rate sheet amounts. Q6. As an additional clarification to the above question, if pricing is based on a rate sheet would the rates be negotiated each year? A6. The City expects that the rates will be held firm for one year at a minimum. Following years may be negotiated on an annual basis at the time of contract renewal. Q7. Will the concrete floor need to be replaced? A7. It is the equipment pad, assume it’s structurally what is needed and replace if necessary to fit the equipment that will go there. Q8. What centrifuge are you looking at? Addendum 1 Page 3 of 4 A8. We are looking at two each of a Centrisys, capable of 200 gpm. Q9. Will the conveyor be moved prior to this project? A9. No, it stays in place. Q10. Will painting of the walls, piping equipment and floor need to be included? A10. Yes. Q11. Do the Meter Control Center’s (MCC’s) stay? A11. They will be changed out, but they are not to be included in the scope of work or cost for this RFP response. Addendum 1 Page 4 of 4 EXHIBIT 2 – REVISIONS TO THE RFP DOCUMENT Change 1 In III. PROPOSAL SUBMITTAL, Section C. FUTURE PROJECT: WATER RECLAMATION CENTRIFUGE INSTALLATION on Page 7: Replace the paragraph that begins “For the Centrifuge Project:” with the following paragraph. For the Centrifuge Project: 1. Provide a scope of work and fee (see III. Proposal Submittal, Section H. for required construction cost details for the necessary efforts in the proposed project). Detail how your costs were calculated, including number of hours, position and name of employee working those hours, the hourly rate as well as the total projected cost Change 2 In III. PROPOSAL SUBMITTAL, Section H. FINANCIAL INFORMATION, #3 Future Project Pricing on page 10 – replace the title of the paragraph and the first paragraph with the following: 3. Example Project Pricing Price the following simplified example project with the above described construction cost factors applied (H.2.). This is a sample project to show how your firm determines and calculates the cost of a project.
