Description of RFP 8315: High Pressure Breathing Air Compressor

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

QUESTIONS & ANSWERS
1. Q: What is the brand and model of the old compressor that you have?
A: Bauer VT42.
2. Q: How many existing ASME storage tanks do you have?
A: 6.
a. How big are they (volume)? A: Please see pictures on Exhibit 2.
b. Do you have any pictures of the ASME tags? A: Please see pictures on Exhibit 2.
c. Do you have any pictures of the storage tanks to get an idea of what kind of condition
they are in? A: Please see pictures on Exhibit 2.
3. Q: Under Section II, D. Installation; we are to quote disassembly of the existing equipment.
Does this include disposal of the existing equipment?
A: PFA will be responsible for the disposal of existing equipment.
4. Q: Under Submittal Requirements, the following criteria cannot be met by my company- we
are new distributors for the MAKO line and we have only one completed install. Is there any
flexibility on this requirement?
Firm Capability: List of three (3) current references, with whom the Project Manager can
contact, in which equivalent equipment was purchased and installed from the proposing
vendor. Include the name and address of each referenced company, as well as the name,
title, and phone number of the contact person.
A: We would consider a proposal with at least one reference.
5. Q: Will there be an opportunity and what is acceptable procedure to visit the location to get a
general layout and revue inlet air and ventilation conditions?
A: Please see Exhibit 2 for pictures of general layout and conditions.
6. Q: Is this unit to be installed indoors?
A: Yes, indoors.
7. Q: Is PFA’s containment fill station rated to contain the catastrophic failure of a 5500 psi
SCBA?
A: No containment fill stations are part of the requested RFP supplied equipment.
8. Q: For the 7000 psi option, are you willing to accept a quote on an open vertical configured
compressor? (not fully enclosed in a cabinet.)
A: No.
9. Q: Does the fire department have any existing breathing air equipment?
If so, please list.
A:This RFP is to replace one compressor at our training facility. PFA has two other
stationary compressors and one mobile compressor.
10. Q: How many SCBA’s does the fire department have?
A: 170.

11. Q: What pressure? (specify 30 minute, 45 minute, 1 hour). If you do not have any 4.5’s, do
you intend to purchase some in the future?
A: Current inventory is Scott Nex Gen 4.5, we are moving to Scot X3 5.5 in late 2016.
12. Q: What is the maximum number of SCBA’s used at a fire?
A: Too variable to answer. A typical 2nd alarm structure fire may use around 20. More
complex fires could use 60-70 or more.
13. Q: Electrical Requirements?
A: 208 Volts, 3 Phase.
14. Q: Drive Requirements?
A: Electric.
15. Q: Where do you intend to locate the equipment (note the room size, door width)?
A: The room is approx. 12 x 24 with a four foot wide door. Room is located directly off of a
bay area with truck access.
16. Q: Is the area suitable (adequate ventilation, remote air intake needed)?
A: Yes, current compressor is operational in this space.
17. Q: Is the fire department interested in any monitors?
A: No.
18. Q: How many SCBA’s would they like to fill at one time (two or three)?
A: 6 bottle simultaneous bottle fill capacity.
19. Q: Are there SCUBA bottles to be filled? If so, offer SSCFS.
A: Yes, we occasionally fill SCUBA tanks for the county dive team. Usually no more than 2-4
bottles total.
20. Q: Does the fire department have a mobile cascade system to fill? If so: What pressure?
How many storage cylinders are there?
A: No, we have a mobile compressor.
21. Q: Do you need a specific hose length to connect the stationary system to the mobile
system for refilling?
A: Not needed.
22. Q: How is the system to be paid for (municipality funded or FEMA)?
A: It will be municipality funded.
23. Q: Formal Bid or Direct Purchase?
A: This is a Request for Proposals (RFP).
24. Q: Time frame for purchase?
A: The anticipated timeframe for purchase is about 2 weeks after the City selects a firm.
Please note- this is contingent upon contract signing.
