The General Contractor SHALL employ a full time
superintendent whose sole responsibility is to monitor
and coordinate all facets of the work

Highlights of General Conditions
• Liquidated Damages – Substantial Completion
If the Contractor goes past the calendar days for
Substantial Completion, damages in the amount of
One Thousand Dollars ($1,000.00) for each calendar
day will be assessed
• Substantial Completion Defined
Completion and acceptance of the following items as
awarded by alternative: placement of erosion control
items, removals, earthwork, topsoil placement, fine
grading, boulder placement, concrete placement,
native seeding, mulching and tackifier, landscaping
installation, and irrigation installed and fully functioning

• Project Coordination Meetings
• Weekly meetings on site or at 281 N College
• Contractor to submit weekly a two week look-ahead
schedule. Contractor may be required to submit
additional schedules depending on progress of the
project and at the City’s discretion.

Highlights of General Conditions
• Construction Hours
• Standard working hours are from 7:00 am to 6:00
pm, Monday through Friday
• Lane Closures are ONLY allowed between 8:30 am
and 3:30 pm, Monday through Friday
• Weekend Work and/or Extended Hours Work may
be granted. Requests for either must be made it
writing a minimum of 48 hours in advance.
Requests are subject to approval by the City of Fort
Collins.

Traffic Control
• Contractor Responsibilities
• Contractor responsible for developing and getting approval of
Traffic Control Plans prior to work
• Maintain vehicle, bicycle and pedestrian traffic at all times
using existing configuration or approved detours.
• ALL detours for ALL modes of transportation shall be approved
by the City prior to implementation
• Maintain access to all local businesses
• Review all upcoming lane closure needs and/or changes in
traffic control setup at Weekly Progress Meetings
• Traffic Control Plans need to be submitted to the City seven
(7) days prior to setup

• Lane Rental – Revision of Section 104
• Approved Lane Rental
• Contractor granted allowance of fifty five (55) lane-days
• Lane-days in excess of allowance will be deducted from
payment to Contractor - $500 per lane-day
• Lane-day is measured as any closure of vehicular traffic
lane as shown in approved Traffic Control Plan
• Excludes bicycle lanes and sidewalks
• Lane closures will not be measured for approved night
work (8:00 pm to 5:00 am)
• Lane closures shall be documented in TCS diaries each
day a closure is in use. Copy of diary shall be given to
Engineer at the end of each day of lane closure

• Lane Rental – Revision of Section 104 (Continued)
• Unapproved Lane Rental
• Contractor charged hourly lane rental fee (rounded up to
nearest whole hour) for any lane closure set up outside of
working hours per approved Traffic Control Plan and/or
work performed without an approved Traffic Control Plan.
• Unapproved Lane Rental Fee is $1,000 per lane-hour
• Fee will be measured and applied separately to each lane
impacted by unapproved lane closure
• Fee does not constitute authorization to work without an
approved Traffic Control Plan
• Fee may be charged in addition to other fees as defined in
the Contract

• Haul Routes
• Arterial and Collector Streets ONLY. Contractor will
not be allowed to use Residential Streets to access
the site
• Hauls to or from Martin Marietta Materials (MMM)
on Taft Hill Road must enter and exit MMM site from
the NORTH to CR 54G
• See Project Special Specification Section 107 for
haul route and covered load requirements

• Site Clean-Up
• Construction work shall be kept and accomplished
in a neat, clean and orderly fashion
• Street sweeping may be required in order to
minimize vehicle tracking and to meet EPA storm
water quality requirements
• Dust control will be required as necessary

• Contractor Responsibilities
• Erosion Control in accordance with Sheets S1 – S4
in plans
• Contractor is responsible for maintaining and
repairing all erosion control devices throughout the
project
• Payment will be made under the “208” pay items
