alm2s is pleased to submit our qualifi ca ons to your Request for Proposal for the 8254 Park
Architectural Services On-Call including Maple Hill Park. This project represents a wonderful
opportunity to integrate the exper se of our design team with the goals of the City of Fort
Collins to bring new and exci ng ideas to your neighborhood parks. Our combined strengths
are highlighted below:
EXCEPTIONALLY QUALIFIED DESIGN TEAM
We have assembled a project team of highly qualifi ed consultants who share the values and
commitment to achieving the very best value in our public work. alm2s has a long resume
of work with the City of Fort Collins, including numerous projects for the Park Planning and
Development Department. The team will be led by Shaun Moscrip, AIA, a principal with
alm2s, who has worked on several projects that encompass the scope of this RFP. Interwest
Consul ng Group will provide civil engineering; Larsen Structural Design will provide structural
engineering; The Ballard Group will provide mechanical engineering; and Adonai Professional
Service (APS) will be our electrical engineering consultant; with Ambient Energy lending their
services for LEED and energy consul ng.
PARKS EXPERIENCE
alm2s has been the lead design fi rm for several parks projects, including the Signature Pavilion
at Ruby Hill Park for the City and County of Denver, and Radiant Park for the City of Fort Collins.
We welcome the opportunity to overcome the numerous challenges that can come with
designing parks projects. The buildings must complement the park, be func onal yet elegant,
and withstand park elements.

1. UNDERSTANDING OF ONͳCALL
REQUIREMENTS
SUMMARY
alm2s has extensive knowledge and understanding the process of working with the City of
Fort Collins on an on-call basis. We held an on-call contract with Opera ons Services for
over 15 years. As part of this on-call we provided architectural services for almost 30 park
and park type projects for the city; the majority of these projects were managed by Shaun
Moscrip.
We understand the diversity of the on-call contract. Having performed on-call services for
the City of Fort Collins -- from new buildings to recommenda ons on paint selec ons where
corrosion had become an issue -- has provided diverse opportuni es in the past. We are up
for any challenge, big or small. Being aware of this diversity from the beginning we know
what is expected of us and our team.
We understand the need for all par es in this process to create a cohesive team. O en mes
on park projects there are team members that are not bound contractually, but bound by the
desire to provide the best possible product for the end users.
We understand that every project is diff erent, but has similar requirements. Park structures
need to have a concept, design or form that refl ects the overall concept of the park. They
need to be durable, low maintenance and vandal resistant.
Today’s ci zens expect a park to be a social area that facilitates Community Building and
inspires living-learning ac vi es. Serving as the social heart of the neighborhood, a new or
revitalized neighborhood park can be a vital and relevant se ng for extending living-learning
beyond the home or school, and shaping a culture that is uniquely Fort Collins.

PROJECT MANAGEMENT
To ensure the highest level of client service, alm2s provides project management and lead
design responsibili es at the principal level. The principal-in-charge remains closely involved
in the project from programming and schema c design through construc on administra on,
and is responsible for all areas of overall project coordina on.
During the design phases, prepara on of construc on documents and construc on
administra on, the project architect assists in the day-to-day project coordina on with the
client, and handles all coordina on with consultants, contractors and in-house staff . The
following staff is proposed for the project:
Shaun Moscrip, AIA, Principal-In-Charge
Shaun Moscrip is a principal and project manager in the fi rm of alm2s of Fort Collins. Shaun’s
extensive experience in the area of parks, recrea on and open space master planning and
design includes the Signature Pavilion at Ruby Hill Park for the City and County of Denver,
Radiant Park and numerous parks for the City of Fort Collins, and other smaller neighborhood
parks for communi es throughout Colorado. Historic site master planning work includes
the Morse Coffi n Homestead Restora on for the City of Longmont, Colorado. Recrea onal
facili es include the Northside Aztlan Community Center for the City of Fort Collins, and the
Moby Arena Renova on and Addi on and the Indoor Prac ce Facility for Colorado State
University.
Shaun has two degrees in Architecture from the University of Nebraska-Lincoln, and is a
licensed architect in Colorado. His 22 years of experience include prac cing with a number
of architectural fi rms, becoming an Associate Principal with alm2s in 2008, and Principal in
2014. Shaun was instrumental in helping the fi rm achieve design awards for projects such as
the Westlands Park Treehouse, Sandstone Ranch and Sonny Lubick Field at Hughes Stadium,
as well as the 2002 Colorado Firm of the Year and 2003 Western Mountain Region Firm of the
Year.
Chad Koscinski, AIA, Project Architect
Chad Koscinski joined alm2s in 2008 and is a registered architect in Colorado. Chad brings
relevant public sector experience to the Parks On-Call project, having served in a job captain/
project architect role for projects including the Gardens at Spring Creek Pavilion for the City
of Fort Collins, the Lory Student Center Revitaliza on for Colorado State University and the
University Center Ballroom Renova on for the University of Northern Colorado.
Chad is highly skilled in Revit 3D modeling, dra ing and project management technologies,
and has coordinated BIM applica ons with contractors on many of his projects. He holds
a Bachelor of Science in Architecture from the University of Wisconsin-Milwaukee, and is a
member of the American Ins tute of Architects.
David Lingle, AIA, LEED AP, Historic Preserva on Specialist and Quality Control Principal
David Lingle is a founding principal in the fi rm of alm2s. Established in 1986, the fi rm has
grown to become a leading architecture/planning fi rm along the Front Range of Colorado.
David’s exper se in historic preserva on has led the fi rm to become a leader in the design of
crea ve historic preserva on, rehabilita on, restora on and adap ve reuse projects.
Other relevant projects include the Signature Pavilion at Ruby Hill Park for the City and
County of Denver, The City Center municipal complex for the City of Greeley, and the South
Transit Center and Lincoln Center Addi ons and Renova on for the City of Fort Collins.

David has two degrees in Architecture from Iowa State University. In addi on to being a
licensed architect in Colorado and New Mexico, David is a NCARB Cer fi cate holder and a
LEED Accredited Professional. David’s civic involvement has included the City of Fort Collins
Landmark Preserva on Commission and Planning and Zoning Board. Professional affi lia ons
include the American Ins tute of Architects, the Colorado Arts and Cra s Society, Colorado
Preserva on Inc. and the Na onal Trust for Historic Preserva on.
INTEGRATED TEAM APPROACH
alm2s designs and produces construc on documents using an integrated team approach.
Professional staff members are assigned to the project based upon their prior experience
and technical exper se in the design and construc on systems an cipated, with a goal of
maintaining con nuity of staff with par cular clients. Once assigned to a par cular project,
the staff will be involved in that project from beginning to end. By maintaining the same
personnel throughout the project and having the principal personally involved in all phases,
we can maintain con nuity with the Client and minimize errors due to miscommunica on
and misunderstanding.
Our proposed team of consultants shares our commitment to innova on, design crea vity,
sustainability and excep onal client service. Before we begin the ini al programming or
design phases for any project, we establish a clear scope of work for each consultant, using
the Client’s input, and coordinate these with the other members of the design team to assure
that all aspects of the project are being addressed, but without any unneeded overlap of
eff ort.
COMPUTER-GENERATED DOCUMENTS
alm2s and our team of design consultants employ the latest technologies in computer-aided
architectural design and document prepara on. These tools enable our design staff s to
produce documents of the highest quality and accuracy, while allowing greater fl exibility in
our crea ve design and problem-solving tasks.
While much of our conceptual design eff orts can be done by hand, alm2s and our team of
consultants u lizes Revit 2016 so ware to create design and construc on documents for all
of our projects.
Revit is a 3-dimensional CAD pla orm that allows all aspects of a project to be designed
and coordinated with 3-D visualiza ons, while simultaneously crea ng the construc on
documents for the project. The program creates conceptual 3-D graphic representa ons that
can be used to explore alterna ve building design styles, massing, materials, fi nishes, colors
and systems early in the design process, then create fully modeled CAD renderings in later
design phases. We create 3D modeling of exterior and interior spaces as our design solu ons
are developed.
By u lizing Revit and other rendering programs, we can create highly ar culated 3-D
computer models, renderings or anima ons. Rendering styles can vary from watercolor
“washes” to highly photorealis c.
Hardware in support of our 3D so ware includes a Canon iPF 700 full-color plo er, Savin
2400 WD engineering scanner/copier and Xerox Color C70 color printer/copier.

We have developed an extensive system of computerized Microso Word master specifi ca ons, providing our
project managers and design staff access to accurate and up-to-date documents for use in a wide range of
project types. We have found this approach to be more accurate and mely than using either generic “master
specifi ca on” systems or outsourcing these documents to specifi ca on wri ng consultants.
These master specifi ca ons are regularly updated to keep pace with changing technologies and to respond
to workmanship and quality control issues that have been encountered during construc on of our current
projects.
CONSULTANT COMPUTER SOFTWARE
Our consultants use computer so ware programs for tasks such as structural load calcula ons, energy modeling
and energy analysis, dayligh ng studies, structural systems compara ve analysis, mechanical and electrical
systems compara ve analysis, and cost control and es ma ng. Life-cycle cost analysis so ware, such as the
na onally-recognized HAP (Hourly Analysis Program), is used to forecast energy usage over set me frames.
PROJECT CONSTRUCTION DELIVERY METHODOLOGY
alm2s has considerable experience working in all current project construc on delivery systems, including
design/build (D/B), construc on manager at risk (CMAR) where the CM or GC provides a guaranteed maximum
price at a set point in the design process, construc on manager/general contractor (CM/GC) where the CM or
GC provides pre-construc on design-assist services, and tradi onal design/bid/build methods. We have had
successful design and construc on experiences with each of these, as well as numerous “lessons learned” with
each.
We understand that the City of Fort Collins will generally select a design/bid/build process for the City parks
projects.

PROJECT APPROACH TO MAPLE HILL PARK
alm2s approaches each project as a unique and compelling challenge, and an opportunity
to pursue new and crea ve solu ons. We have earned a reputa on for crea ng sensi ve
and cost-eff ec ve designs, while remaining responsive to the balance between program
and budget, permanence and fl exibility. Our goal is to bring a blend of crea ve design,
professional integrity and excep onal client service to all of our projects.
We apply what we have learned from past projects, but always approach new developments
in an open and inquiring manner to explore new solu ons.
Our approach to the Maple Hill Park project will begin with a thorough understanding of your
programma c needs, goals, issues and concerns. The parameters that will form the basis for
the design response will be defi ned and priori zed, including the programma c requirements
for the project, neighborhood compa bility, sustainability, constructability, maintenance and
opera onal considera ons, budget and scheduling, future fl exibility and expansion, life-cycle
cost-eff ec veness, and the goals you as the client wish to achieve through the design.
In response to your Request for Proposal, we have prepared the following Project Approach
describing the basic steps in our proposed design process:
PHASE 1 - PROJECT START-UP AND PROGRAMMING
1.1 Ini al Scope Mee ng
alm2s will meet with the City of Fort Collins Park Planning and Development Department
to confi rm the scope of work for the design contract, and to determine if other specialty
consultants are needed for specifi c aspects of the project, and to discuss any op onal
services.
1.2 Schedule
We will prepare and periodically update a design and construc on schedule to assure the
project progresses effi ciently toward comple on.
1.3 Program Verifi ca on
alm2s will meet with the Park Planning project manager to discuss the vision for the project,
to establish the parameters for the design phase, to more clearly defi ne the spaces needed,
and to priori ze these needs into immediate and long-range goals. Basic programma c
requirements will be confi rmed, and major design components discussed to ensure a clear
understanding of the program.
1.4 Base Drawings
alm2s will create base drawings for use by the balance of the design team, using the as-built
documents provided by the City of Fort Collins based upon fi eld measurements described
above.
PHASE 2 – CONCEPTUAL AND SCHEMATIC DESIGN
2.1 Conceptual Design
The Conceptual Design process will confi rm the following basic topics:
• Building si ng and orienta on alterna ves
• Design image and historic preserva on goals

• Circula on fl ow and sight lines through the building

• Mechanical and electrical systems design parameters

2.2 Conceptual Design Alterna ves
alm2s will develop alterna ve conceptual design solu on(s) that respond to the input gathered from the various
groups and that meet the established program requirements, including building confi gura on plans, fl oor plans
and conceptual building eleva ons.
2.3 Structural System Evalua on
alm2s and Larsen Structural Design, the structural engineer, will evaluate alterna ve structural systems for the
facility’s fl oor and roof framing.
2.4 Mechanical and Electrical Systems Evalua on
The Ballard Group, the mechanical engineering consultant and APS Inc., the electrical engineering consultant,
together with any other specialty consultants and our LEED consultant, will evaluate alterna ve mechanical
and electrical systems as appropriate to maximize the energy effi ciency and cost-eff ec veness of the proposed
systems.
Based upon these recommenda ons, APS will determine the electrical loads required to implement the
upgrades or equipment replacement, and evaluate the exis ng facility’s electrical capacity and infrastructure
condi on.
Also based upon the scope of the recommended improvements, further design of specifi c mechanical systems
and energy modeling of these solu ons.
2.5 U li es Coordina on
The civil, mechanical and electrical engineering consultants will evaluate and develop preliminary u lity
infrastructure requirements for the project, including domes c water, sanitary sewer, storm water, natural gas,
fi re sprinkler, primary and secondary electrical service.
2.6 Schema c Design
Based upon the selected conceptual design solu on, the design team will move into the Schema c Design
phase, developing the following:
• Preliminary architectural fl oor plans and exterior eleva ons
• Preliminary building sec ons and typical wall sec ons
• Preliminary structural fl oor and roof framing layout plans
• Preliminary plumbing, mechanical and electrical plans
2.7 Interac ve Computer Modeling
alm2s shall produce interac ve computer modeling of the exterior and interior of the building using our in-
house Revit 2016 so ware, for use by the Owner.
2.8 Quality Control Methodology
alm2s will provide overall project management and quality control. Our project architect will lead the design
team in each design phase to assure that the project design meets the Client’s expecta ons for durability,
maintainability, energy effi ciency and life-cycle cost eff ec veness.

As discussed in the Design Team and Project Management sec on, our in-house quality control program is
headed by one of the principals not directly involved in the project.
2.9 Cost Es mate
A preliminary Es mate of Probable Construc on Cost will be prepared for the City of Fort Collins review.
2.10 Design Review
Upon review of our Schema c Design submi al, we will a end a design review mee ng with Park Planning and
Development Department.
PHASE 3 – DESIGN DEVELOPMENT
3.1 Design Development
The design team will develop complete Design Development documents, generally represen ng a 50% level of
construc on document comple on. Documents will include complete architectural, structural, mechanical and
electrical layouts, building eleva ons and sec ons as appropriate for each component of the project, and an
outline of technical materials specifi ca ons.
3.2 Design Reviews
We will assist the City in making presenta ons of the project to interested groups during the design phases of
the project.
Upon review of our Design Development submi al, we will a end a design review mee ng with City of Fort
Collins.
PHASE 4 – SUSTAINABILITY AND LEED CERTIFICATION
The design staff of alm2s has an understanding and apprecia on for environmentally-sensi ve design issues,
crea ng sustainable solu ons where appropriate to a project’s goals and budget. Our design approach fosters a
conscious a empt to incorporate philosophies and technologies of sustainability into the design of each project.
While a facility’s site is o en selected prior to our involvement, we can assist in the ini al evalua on of poten al
sites against all relevant sustainable criteria, including sun and wind exposure, topography, access to mul -
modal transporta on, reclama on of environmentally-damaged sites and avoidance of “green fi eld” sites.
While the following Sustainability and LEED Cer fi ca on tasks are grouped together, these tasks are actually
spread over the en re design and construc on process.
Note: While the alm2s design team will apply its exper se to maximize the likelihood of the project a aining
the LEED cer fi ca on goal desired, decisions adverse to the poten al LEED score may be made by other par es,
such as the City of Fort Collins. Therefore, alm2s cannot guarantee that the project will be awarded the number
of points required for such cer fi ca on level.
4.1 Sustainability Consul ng
Ambient Energy, our Sustainability Consultant, will coordinate the eff orts of our design team to iden fy,
explore, develop and implement sustainable strategies to the extent feasible within the project’s scope and
budget.
Strategies for moving the project design toward “net zero” energy usage will be discussed during the Conceptual
Design phase of the project, but it is understood that the implementa on of these strategies will be achieved
over me, with incremental improvements such as adding solar panels for domes c water, photovoltaic panels
for electrical ligh ng, purchase of energy credits, etc.

4.2 Establish Basis of Design
The design team will develop the basis of design (B.O.D.) for the project, based upon the Client’s project
requirements, including primary design assump ons, space use, redundancy, clima c design condi ons, space
zoning, opera ons, cost goals, and applicable standards and codes.
4.3 Energy and Daylight Modeling
alm2s and our design team will provide energy modeling through the project design phases.
4.4 Commissioning
alm2s and our design team will coordinate with the City’s independent commissioning fi rm to commission the
building’s mechanical and control systems.
PHASE 5 – CONSTRUCTION DOCUMENTS
5.1 Construc on Documents
Upon approval of the Design Development submi al, the design team will develop full construc on drawings
and technical specifi ca ons to allow the project to be compe vely bid to General Contractors. The drawings
shall include all necessary site and landscape plans, fl oor plans, roof plan, refl ected ceiling plans, building
eleva ons, building and wall sec ons, schedules and details as necessary to adequately illustrate and describe
the full scope of work. All drawings will be produced with Computer-Aided Design and Dra ing (CAD) systems
using Revit 2016 so ware. Construc on drawings and technical specifi ca ons will also be included for work of
all subconsultants, including civil, structural, mechanical and electrical engineering.
The construc on documents are generally developed to a 90% level of comple on, submi ed for review, then
completed a er receiving review comments.
5.2 Cost Es mate
We will review and revise the Design Development es mate as required to refl ect changes made in the 90%
Construc on Documents phase.
5.3 Design Review
Upon review of our 90% Construc on Documents submi al, we will a end a design review mee ng with the
City of Fort Collins.
PHASE 6 – BIDDING AND CONSTRUCTION ADMINISTRATION
6.1 Bidding
Bidding phase services shall include assistance to the City of Fort Collins in facilita on of a Pre-Bid Mee ng to
provide a project overview and to allow prospec ve bidders to tour the site and ask ques ons, issue addenda
and par cipate in the Bid Opening, nego a ons and contract award.
6.2 Building Permit Applica on
We will assist the Owner to submit fi nal construc on drawings and specifi ca ons to the City of Fort Collins for
building permits and plan review, concurrent with the bidding process for the project.
6.3 Construc on Administra on
Construc on phase services shall include facilita on of a Pre-Construc on Mee ng, regular on-site fi eld
observa ons of the work in progress by alm2s and limited periodic site observa ons by our consultants, review

of contractor pay requests and proposed changes in the work, review change orders, review of all submi als,
shop drawings, materials and color selec ons, and assistance in acquiring all project close-out documenta on.
6.4 O/A/C Mee ngs
alm2s, in conjunc on with the Contractor, will a end regular jobsite mee ngs, concurrent with our schedule
of construc on observa ons, held to discuss the project’s progress, schedule, fi eld problems and any other
construc on-related issues.
The Contractor shall be responsible for providing agendas and minutes of the O/A/C mee ngs.
6.5 Special Material or Systems Installa on Mee ngs
We will specify and a end, as appropriate, special mee ngs on installa on of various cri cal systems (such as
roofi ng assemblies, curtain wall assemblies, rainscreen wall assemblies, specialty concrete fl oor slab fi nishes,
etc.) with the Contractor and related specialty subcontractors involved to ensure that project requirements are
fully understood prior to fabrica on, applica on or installa on.
PHASE 7 – POST CONSTRUCTION
7.1 Record Drawings
The design team shall prepare a set of record documents for the use of the City of Fort Collins, based upon
redlined prints of the as-built condi ons of the project provided by the Contractor.

Founded in 2002, Interwest Consul ng Group, Inc. has a philosophy that allows them to off er

Larsen Structural Design
Structural Engineering
Larsen Structural Design is a service-oriented structural engineering fi rm that brings professional knowledge,
prac cal experience and superior documenta on to every project. Based in Fort Collins, Larsen’s projects range
from commercial to municipal to high-end residen al structural design, with the majority of their work centered
in Northern Colorado.
Blake Larsen has genuine know-how as the past president of a small design/build construc on company in
Northern Colorado. This prac cal experience helps our design team in early decision making and drives the
project forward in the right direc on. With this unique combina on of knowledge as a designer and contractor,
they arrive at quick and inexpensive solu ons to any project type.

The Ballard Group
Mechanical Engineering
The Ballard Group, Inc. was established in 1978 to provide quality mechanical engineering services. The
scope of their work is comprehensive and varied in the mechanical engineering fi eld, with specifi c emphasis
on hea ng, ven la on, air condi oning, plumbing and fi re protec on design. They maintain two offi ces in
Colorado; their main offi ce in Denver and a branch offi ce in Fort Collins. The fi rm of 22 engineers and support
staff makes them par cularly responsive to the goals of their clients.
The Ballard Group’s philosophy is to provide sound, innova ve engineering services tailored to the individual
needs of their clients, on me and within budget. They strive to be a forward-thinking company that uses their

Adonai Professional Services (APS) Inc.
Electrical Engineering
Adonai Professional Services Inc. (APS) is an electrical engineering design fi rm established in 2002. Upon
observing the common dissension between electrical contractors and electrical engineers, they saw an
opportunity to provide services that bridge that communica on gap. U lizing the budge ng, constructability
and real world common sense skills of the contractor, plus incorpora ng the engineering theory and safety
perspec ve, their fi rm has the tools to produce clear and concise construc on documents.
APS applies systems and technologies into every design that are socially responsible yet simultaneously consider
budget constraints and program requirements. Their staff of eight professionals can design projects of all types
and scales. Their project experience includes commercial offi ce buildings, restaurants and retail, schools and
higher educa on, and light industrial and health care. Their goal is to develop long term rela onships built on
integrity, trust and dependability.
APS has worked with alm2s on a variety of projects including light industrial, schools, mixed-use residen al,

LEED Consul ng and Energy Consul ng
Ambient Energy has worked on many municipal and urban design projects. Services range from charre e
facilita on to energy and daylight analysis to LEED facilita on to commissioning.
We are Leaders in Sustainability: We believe that a LEED Gold or Pla num ra ng is the minimum standard for
all projects given the sustainable infrastructure found in Northern Colorado. While we con nue to thoroughly
implement LEED, we are addressing the next steps in sustainability with projects such as the LEED Pla num and
net-zero energy site entrance building and parking garage project for the Na onal Renewable Energy Laboratory,
the fi rst LEED Pla num vehicle maintenance building in the U.S., TRANSPO, in South Bend, Indiana, and the CSU
Laurel Village Pavilion in Fort Collins pursuing a LEED Pla num with a passive cooling tower, photovoltaics, and
green roof. We support clients to broaden sustainability ini a ves to include elements of the Living Building
Challenge, the WELL Building Standard, STARS and to enact sustainability occupant-based awareness programs that

Earth Engineering
Geotechnical Engineering
Since 1993, Earth Engineering Consultants, Inc. (EEC) has provided geotechnical consul ng services for a full
spectrum of building projects, including roads and highways, subdivisions, municipal facili es, commercial
development, schools, industrial parks and dams. EEC engineers work on over 300 explora on projects every year,
with those services provided predominantly in the northern Front Range area.
In addi on to preconstruc on geotechnical explora ons, EEC personnel provide a wide range of construc on
materials tes ng services, con nuing through complete building construc on. Our Fort Collins laboratory is
AASHTO cer fi ed for asphalt and soils tes ng and EEC fi eld technicians are ACI cer fi ed for concrete tes ng.
EEC par cipates in leading edge technology. EEC is one of the few laboratories in the country capable of
performing mix design and quality control tes ng on foamed asphalt recycling for pavement rehabilita on. EEC
engineers have pioneered the use of alterna ve lining systems for feedlot storage lagoons in the sandhills of
eastern Colorado and have been involved since the incep on of EEC in the modifi ca on and stabiliza on of soils
with addi ves including lime, Portland cement and Class C fl y ash.

Historic assessment report and rehabilita on design for the 1860s- through 1880s-era farmstead,
including the original sandstone and mber frame barn, brick masonry milk house and two
concrete silos. These remaining farmstead structures are listed on the State Register of Historic
Proper es.
The barn was rehabilitated into a conference center for Woodward Inc., part of their new world
headquarters campus on the historic Coy-Hoff man Farm site.
Lyons Depot Library Restora on
Town of Lyons, Colorado
Lyons, Colorado, 2014-15
1,475 sq. . exterior and interior restora on (and interior rehabilita on) of the 1885 sandstone
depot and circa-1910 wood framed railroad freight building, currently used as the Town Library
and severely damaged in the September 2013 fl ood of the N. St. Vrain River. The original depot is
listed on the Na onal Register of Historic Places.
Nix Farm Barn Restora on

$97,000; Restora on of the Nix Farm dairy barn, including reconstruc on of missing windows and

for offi ce, maintenance and support space, including a public mee ng room and a new 5,400 sq.

Morse Coffi n Homestead Restora on
Sandstone Ranch Community Park
City of Longmont
Longmont, Colorado, 1998-2000
$210,000; Limited restora on of the historic Coffi n House, and complete restora on of the barn,
ice house and other outbuildings, part of the mul -phased development of the $7.69 million
Sandstone Ranch Community Park. The house was constructed in the early 1880s and is listed
on the State and Na onal Registers of Historic Places, as well as being designated as a Local
Landmark. Uses for the manor house include an interpre ve center and museum, community
mee ng space and administra ve offi ces for the Parks and Recrea on Department. The project
was awarded a Stephen H. Hart Award by History Colorado.

Interwest Consulting Group, Inc., founded in 2002, specializes in providing public and private civil
engineering services. Our experienced professional staff provides services on a wide range of municipal,
institutional, multi-family residential, commercial, and industrial site development projects, as well as a
variety of municipal facility and transportation projects. In particular, Interwest has extensive experience
working with the City of Fort Collins Park Planning Department on a variety of projects through our
General Services contract with the City. Interwest distinguishes itself with consummate commitment to
meeting the specific needs of each client and each project. We find innovative solutions to difficult issues,
offer better communication through processes which can often be complex, and strive to build lasting
relationships with our clients.
Availability – In committing to this on-call contract, Interwest commits to providing staff as necessary to
provide the services requested. Any staff member submitted with this proposal is prepared to dedicate
10%-20% of their available time to Parks On-Call projects when services are requested.
RELEVANT PROJECT EXPERIENCE:
Southeast Community Park – Fort Collins
Interwest prepared the Civil Utility and Grading Plans, Drainage Report, and Erosion
Control Report for this large new community park project, located at the northeast corner of
Kechter and Ziegler Road.
Spring Canyon Park, Soft Gold Park, Fossil Creek Park, Waters Way Park – Fort Collins
Interwest provided design or engineering assistance on these parks for the City of Fort
Collins as part of an on-call contract for civil engineering services.
Nix Farm Office Building - City of Fort Collins Operations Services, Fort Collins
Interwest provided engineering services for the development of this new 4,000s.f. office
building located at the Nix Farm facility. Interwest created conceptual and final utility
service, drainage and grading plans for the project for the City approval process as well as
construction bidding.
Northside Aztlan Center (LEED-Gold) – Fort Collins
Interwest staff was responsible for all grading, drainage and utility design for a City
recreation center in Old Town, Fort Collins. The original center was occupied during the
construction of the new facility and construction phasing was crucial. The reconfiguration
of the existing park adjacent to the site; as well as environmental issues related to the
Poudre River were also key components of this design.
Radiant Park – Fort Collins
Prepared the required grading, erosion control, and utility plans as well as the drainage and
erosion control report and SWMP required for this nine acre municipal park in southeast
Fort Collins. The plans included the layout of two pedestrian bridges (structural design by
others). Interwest also provided required stormwater modeling, assisted the City of Fort
Collins with the Floodplain Use Permit and Erosion Buffer Waiver.
BMX Track – Fort Collins, Colorado
Interwest managed the demolition of an existing BMX Track within the FEMA Spring
Creek Floodplain and Floodway requiring HEC modeling to show not change to the
existing floodplain water surface elevation. The material from the old BMX track was
moved to the Southeast Community park where it was rebuilt outside of the City
Floodplain and a new percolation type water quality facility was designed and built.

Mike Oberlander, P.E., LEED-AP

PROFESSIONAL EXPERIENCE
Mr. Oberlander has 21 years of experience in a variety of civil engineering
areas for both public and private sector projects including municipal and
commercial site development, residential site and subdivision design,
street and highway improvement, recreation trail design, parks, water and
wastewater projects, and surveying. He has extensive experience in
commercial site and residential subdivision design where he has been
responsible for site layout, utility design, grading, erosion control, and
stormwater management. Mike has managed several projects which
earned LEED certification as well as acted as acted as a LEED consultant
on other projects.
RELEVANT PROJECT EXPERIENCE

Buffalo Creek Park – Wellington, Colorado
Project Manager for the civil engineering design associated with this 30+
acre community park. The park includes baseball fields, tennis courts,
playground, flex field, trails, restrooms, announcer box, irrigation and
water feature. Interwest prepared demolition, grading, drainage and
utility plans for the preliminary phase of this project.

Mr. Almirall has 30 years of experience providing general civil engineering,
project management and client support services. His experience includes
the design, management and oversight of public and private projects in
Virginia, California and Colorado. These have included municipal
facilities, commercial and industrial site developments, residential
developments, grading and drainage plans, roadway designs, watershed
analyses, storm sewer and stormwater management plans, erosion and

City Park Nine – City of Fort Collins
Project Manager for the preparation of construction plans for additional
roof drain collection systems and golf cart parking/drive aisle
improvements to alleviate nuisance runoff and enhance the viewing
experience from the area north of the club house.
Fort Collins Police Services Facility (LEED-Gold) – Fort Collins
Project Manager providing site civil engineering design services along with
the design of adjacent Timberline Road on behalf of the City. The 7.5-
acre site included a new Police Building, parking for the public and a
secured parking lot for police vehicles, utility and drainage design, and all
required coordination with City Operation Services and review
departments.
Woodward Campus Manufacturing Facility – Fort Collins
Project Manager – Interwest prepared master plan and final construction
documents for the 120-acre site, utility, grading, drainage and erosion
control for a new manufacturing and office facility campus on an approx.
Construction plans also included the design for improvements to two
adjacent roadways involving the addition of curb, gutter and sidewalk,
median modifications, and commercial entrances to the project site.
Poudre Fire Authority Station #4 (LEED-Gold) – Fort Collins
Project Manager. Provided site civil engineering design of this sustainable
and cost effective 4-Bay fire station on a 3.5 acre site. The design
included grading, drainage, storm water management, utility design,
erosion controls and a new concrete left turn lane off of Drake Road. The
project earned LEED Gold Certification.
YMCA of the Rockies – Estes Park, Colorado, LEED-Gold
Project Manager for a campus revitalization project for the 900+ acre site
in Estes Park. The project included the design of several miles of new
roadways, utility and parking infrastructure to support the construction of
three large residential lodges and a large expansion of the conference
facilities. Detailed site grading and drainage design was required to
balance the need for accessibility and the steep grades found on this
mountainous property.

Provincetown Subdivision through the City of Fort Collins Park Planning
and Development department. Design included overall park grading,
stormwater conveyance, sanitary sewer and water service
connections, and an extended trail connection from the park to
Carpenter Road.

SOUTH TRANSIT CENTER | FORT COLLINS, COLORADO
New 4,300 square foot multi-modal transit center, 11 bays for
BRT and fixed-route Transfort buses, 175-space park/ride facility,
and bike and pedestrian trail connections. The southern-most
bus station on the MAX line, the Transit center includes a café,
weather protective structures, bathrooms, full service customer
service counter, and indoor waiting area.

PIONEER PARK | BERTHOUD, COLORADO
The project consisted of a 1,130 square foot three-season park
structure that includes a maintenance shop, mechanical room,
men’s and women’s restroom on either side of the mechanical
room, and concession room for food sales. Two exterior picnic
areas will be provided with full roof coverage for a total of
2,000 square feet added to the new park. The full park includes
a basketball court, outdoor hockey rink, playground equipment,
community garden, (3) pavilions, bocce court, and horseshoe
pits.
ERIE COMMUNITY PARK, PHASE II | ERIE, COLORADO
Development of the 8 acre site creates opportunities by the newly
built adjacent Erie Community Recreation Center, library and
larger community. Features include an amphitheatre, destination
play space, a skate park, picnic shelters, and parking. A 1,200
square foot restroom and storage building accommodates park
guests.
RICHARDSON HUFFHINES & BRECKINRIDGE BALLPARKS | RICHARDSON, TEXAS
Full project scope included a 1,200 square foot restroom/office
building, shade structures, site grading, lighting, site furniture,
fencing, planting, mulching, edger, seeding, and irrigation
system at both locations to enhance the existing Huffhines and
Breckinridge Ballparks.

STATEMENT OF QUALIFICATIONS
Since 1993, Earth Engineering Consultants, LLC (EEC) has provided geotechnical consulting services
for the full spectrum of building projects including roads and highways, subdivisions, municipal
facilities, commercial development, schools, industrial parks, recreational parks, dams, etc. At present,
EEC engineers work on over 300 exploration projects every year with those services provided
predominantly in the northern Front Range area. A brief list of current/recently completed parks and
recreation related projects in which EEC provided the upfront Geotechnical Engineering Reports
included the Mehaffey Park in Loveland, the Buffalo Creek Community Park in Wellington, the Pioneer
Park in Berthoud, and the Onorato Park in Firestone, Colorado. Additional “Park & Recreation” related
projects and associated client contacts can be provided as a separate attachment to this Statement of
Qualifications (SOQ).
In addition to preconstruction geotechnical explorations, EEC personnel provide a wide range of
construction material’s testing services. With 25 technical personnel working in our Fort
Collins/Windsor office, EEC technicians provide services on a very wide number of projects in the
northern Colorado area. Those services beginning at stripping of topsoil off a development site, continue
through complete building construction and end with final paving of drive and parking areas for
development. Our Fort Collins/Windsor laboratory is AASHTO certified for asphalt and soils testing
and 10 EEC field technicians are ACI certified for concrete testing. EEC encourages and promotes
demonstration of technical competence for technicians through NICET examinations for soils, concrete
and asphalt and CAPA certification for testing on state highway projects.
EEC personnel are not only involved in conventional and routine testing of various materials,
participation in leading edge technology is also a focus for EEC personnel. EEC is one of the few
laboratories in the country capable of performing mix design and quality control testing on foamed
asphalt recycling for pavement rehabilitation. EEC engineers have pioneered the use of alternative lining
systems for feedlot storage lagoons in the sandhills of eastern Colorado and have been involved since
the inception of EEC in the modification and stabilization of soils with additives including lime, Portland
cement and Class C fly ash.
At EEC, our market and focus is Front Range Colorado. We know the local market, the local

and picnic shelter that es in with the overall theme of the park; the
environment and the elements of the earth.
The park restroom, whose shape and layout is complimentary to other spaces in the park, sits
at the focus of the park and diff erent ‘elemental features’, such as water, wind, etc., radiate
from that point. The restroom building itself provides natural daylight to help reduce the
load on u li es during the day. There are solar panels on the sweeping roof (lted at an
op mal direc on for catching the sun) to provide a renewable power source for the park.

When the City and County of Denver Parks and Recrea on Department
embarked on a $6 million master plan for improvements at Ruby Hill Park,
they tasked alm2
s with designing a “signature” overlook pavilion as the
centerpiece of the redeveloped park. The resul ng pavilion, designed to
accommodate 150 people in three separate shelter areas with both public
and semi-private restrooms, has become a magnet for park users city-wide,
who have rediscovered the historic regional park and its breathtaking
panoramic views.
The park master plan, designed by Russell + Mills Studios, included signifi cant roadway changes
to return the park to pedestrian uses and maintain the popular Winter Railyard sledding hills,
including a major north-south promenade with demonstra on gardens that connects various
park func ons. Phase 1 of the master plan includes $4.3 million of improvements including the
pavilion, themed playground, ac ve recrea on uses and a new entry roadway.
The pavilion design features a series of roof blades that fan out and up to embrace the sky,
in response to the celes al theme of the park design. The blades are arrayed around a
solar oculus, using a simple 30 degree grid but in a complex pa ern of progressively larger
and overlapping blades, crea ng a func onal yet visually
stunning architectural expression.

Park shelter and restroom facili es for a $3.5 million redevelopment of an
exis ng 3.5-acre neighborhood park.
The shelter was programmed to accommodate large weekend summer fes vals, with the
architectural design infl uenced by the local mountain vernacular. The structures were
sited to provide a separa on between the amphitheater and sledding hill on one side and
the playground, skate park and climbing wall on the other, allowing the park to be used
independently of concerts.

The schedule for a park project is typicaly driven by the Landscape Architect and the planning
review process. We establish milestone schedules for internal design team reviews and set
regular progress mee ngs of the en re design team to track the project’s progress toward

By establishing schedules at the beginning of the project we are able to be prepared and
meet the deadlines by providing the appropriate amount of support for the project. Planning
ahead allows us to maintain quality control and a en on to the details.

In a project that is fast tracked, we use the review me to keep the project moving forward
while wai ng for comments. Comments for park structures are typically minimal during the

Construc on Documents. Our approach varies based upon the par cular needs of the project, but can include
independent cost consultants, our prior experience in projects of similar types and scale, cost es ma ng guides,

For many projects we use a professional cost consultant to provide independent cost es mates, or to help verify
our own es mates. Procedures for implemen ng their involvement vary depending upon budget constraints,
me limita ons or project complexity. Generally, an es mate is prepared at the comple on of the Schema c
Design phase of the project. If the project’s scope does not change signifi cantly during the Design Development

Our quality control during programming and conceptual design includes:
• Ensuring all prac cal design alterna ves are explored early in the process, so that the City understands that
their decisions are based upon as many feasible alterna ves as possible
• Ensuring the conceptual design remains within the allowable budget, including provisions for bid alternates

DESIGN AND CONSTRUCTION DOCUMENTS QUALITY CONTROL
Project design is con nually reviewed by the project architect and principal-in-charge to ensure that the project
design meets the established goals and the design is well coordinated between disciplines. Aspects of this quality
control include:
• Implemen ng “Best Prac ces” for all architectural and engineering design applica ons where feasible and
cost-eff ec ve.
• Ensuring that designs adhere to applicable City of Fort Collins land use code and architectural design
standards.
• Ensuring that designs adhere to applicalbe building, fi re and life safety codes. We consider building code
language to be the “minimum” requirements, and ususally strive to exceed code minimums where cost-
eff ec ve.
• Ensuring that designs are well coordinated between disciplines, an cipa ng poten al confl icts between
architectural/structural, structural/mechanical and related services, and resolving such confl icts early in the
process to avoid redesign and schedule impacts.
Construc on documents are regularly reviewed by the project architect and principal-in-charge to ensure that the
project design con nues to meet the established design parameters. Then, an independent review by another
principal is completed at the end of each major design phase, with drawings checked and cross-referenced
between disciplines. Finally, the technical project specifi ca ons are normally wri en by the principal-in-charge,
serving as a fi nal coordina on review between components of the construc on documents.
We encourage our design staff and consultants to develop and organize the construc on documents in a consistent
and logical progression, related to the an cipated sequence of construc on or site development, fostering an
apprecia on for what they would need on the jobsite if they were the contractor. Our 3-D Revit so ware allows
us to create BIM models of the project during design to help ensure that structural, plumbing, mechanical and
electrical systems are well coordinated.
CONSTRUCTION ADMINISTRATION QUALITY CONTROL
Quality control during construc on begins with thorough and comprehensive reviews of submi als and shop
drawings. This represents the “last line of defense” in ensuring that the drawings and specifi ca ons are consistent,
and accurately represent the Client’s goals and expecta ons.
We mentor our project architects and project managers to work closely with the contractor’s superintendent and
staff to foresee fi eld issues and proac vely work to resolve them ahead of something becoming a signifi cant issue
or impac ng the construc on schedule.

Linda Morrison is Building Performance Engineer Team Leader and Project Manager at
Ambient Energy with nineteen years of experience in sustainable design, analysis of
energy, renewables, and carbon, and facility audits for energy and operational efficiency.
Ms. Morrison’s experience also includes low-carbon strategies, efficient system design,
supply and demand side energy strategies, measurement and verification protocols, and
pro-forma financial business case analysis. Her projects include multi-family, commercial,
educational, healthcare, industrial, and government facilities. She has a Bachelor of
Science in Mechanical Engineering and is a registered Professional Engineer.
