Description of RFP 8228: Nix Farm Office & Shop Additions
OPENING DATE: 3:00 PM (Our Clock) February 16, 2016
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Who was the architectural firm that designed the 2014 office building addition?
a. Aller-Lingle-Massey Architects
2. Who was the architectural firm that designed the 2002 Nix Maintenance Shop?
a. Aller-Lingle-Massey Architects
3. Will the new buildings be LEED Gold Certified through the U.S. Green Building Council?
a. Yes. The awarded design firm is expected to follow the latest version of
LEED.
4. Does the City of Ft. Collins have a DBE procurement program or policy?
a. The City encourages all DBE businesses to participate in this RFP, but there
is no stated goal for this project.
5. If the City does have a DBE program, are there goals established for this project?
a. N/A.
6. Is there federal funding involved in the project?
a. No.
7. How can a design firm provide a Not to Exceed design fee for phases 3 & 4 if they are so
far out on the schedule?
a. NTE pricing is needed for phase 1 & 2. Estimate pricing for phase 3 & 4, with
an understanding that the Scope of Work for the last two phases will be
refined based on the results of phases 1 & 2. The submitted hourly fee
schedule will provide the basis for updating the pricing for phases 3 & 4.
8. Will the selected architectural firm be involved in the planning process for the project?
a. The selected architectural firm will be involved in taking the project through
the planning process.
9. Is the City open to adding on to the existing new office building?
a. The City is open to adding onto the existing new office if it makes sense from
a cost, design and constructability standpoint.
10. What is the expected (increased) trip activity at this site? What is intended for a
conceptual TIS, maybe a Memo. re-cap of sorts, stating existing conditions for Planning
submittal? Can you confirm is there a previous TIS that can be accessed, built-on, we
assume there would be one available....?
a. The City is not aware of one at this time. This work is to be included as part
of Phase 2, per the RFP.
11. Confirm any Public access to buildings (vs. Staff only, ie. Vehicle shop areas), (from the
ADA Consultant)?

a. Reference the attached site plan.
12. I talked with Rebecca Everett at Planning, she agreed that the Conservation Easement
would be provided internally with City Staff, so we'd assume to not include that in our
Proposal Scope. Also, we discussed this would include a full Staff and P&Z commission
review. Can you confirm does the Phase 1 & 2 include a formal City Planning application
and processing for a PDP review or is this provided at Ph. 3 & 4?
a. Staff review along with Planning & Zoning review will be required as part of
Phase 3 for the project.
13. Civil & Planning - Is a hard scope and fee to be included in Phase 2? The RFP states
“Preliminary Design” but is written such that it’s similar to a PDP submittal set. Is this
intended to be a PDP level plan for city submittal then, the Civil needs to confirm the
Scope of what we’re designing. ("Is Phase 2 still at design development level, an internal
working document, or developed to full plans and reports for City approval?").
a. A hard scope & fee is to be included in Phase 2. Phase 2 is part of the design
development level and Phase 3 will complete the drawings and Planning &
Zoning process for bid documents.
14. Given the existing Vehicle/Shop building is a PEMB structure should we assume the same
or allow for separate structural shell design?
a. The City is open to suggestions or new ideas.
15. Do we include Geo-tech services or is this under another City contract?
a. The City of Fort Collins will contract their own vendor for the Geo-tech
Services.
16. On other recent projects, (Wood Street) the City Staff provided the Cx & Energy Modeling
Consultants, should we assume the same? Similarly, for survey, topo., as-built of the
existing site, new easements, will the City provide this Consultant or do WE provide that
now or later at Phases 3 & 4?
a. Yes. The City will provide their own Cx & Energy Modeling Consultants.
Please reference the RFP for scope of work regarding the design teams
responsibility for providing surveying, topo., as-builts of the existing site,
new easements, etc.
17. Are we separating out the shop from the office in the design fees and in the construction
administration fees or are we lumping them together?
a. Lumping them together.
18. Is the 4,999 sf addition to the shop or is this the office area or are they combined into 1
structure?
a. Depends upon the design that is proposed. If you decide to go with two
buildings, each building cannot be over 4,999 sf. You can have an office
building with a square footage of 4,999 sf and a shop with a square footage
of 4,999 sf. You can also have a combination of a shop and office for one
building with a square footage of 4,999 sf and potentially another
combination shop and office with a square footage of 4,999 sf.

19. Does the remodel /renovation of the existing shop require any landscaping?
a. Landscaping at the site must meet any code requirements.
20. What is included in “Project Close Out?”
a. Typical project close out. O&M manuals, as-builts, LEED Documentation, etc.
21. Confirm the landscaping irrigation system, anticipated water source for irrigation, potable
or raw water?
a. Water source is a domestic line; there are no raw water options.
22. Regarding the Additions option, can we get data on the existing buildings, since fire
protection features are dependent on area/height/occupancy combinations?
a. This information can be provided upon request once the design team has
been awarded the project.
23. What kinds of operations are intended for the shop? There are very different requirements
for vehicle repair garages versus woodworking facilities versus metal shops and so forth.
a. The City would like to remove the terms vehicle repair garage and metal
shop and amend the wording wood working facility to a wood working area.
The intended use of this area is a wood working area.
24. Are there any concerns for hazardous materials? Depending on the answer to the
previous question, there could be a range of possible hazardous chemicals that could
push into an “H” occupancy.
a. No, the City stores all of our pesticides/herbicides in a separate facility.
25. Does the City foresee storing any vehicles in the new shop building? If yes, would any of
the vehicles be either CNG or LNG powered?
a. The City would potentially foresee storing vehicles in this building and at this
time. We do not have CNG or LNG powered vehicles.
26. For the shop building, will a dust collection system be required for the wood shop use?
a. The City prefers to stay away from an industrial dust collection set up and
continue with the set-up we currently have which is a small stand-alone
system for our table saw.
