EXHIBIT 1 – REVISED BID SCHEDULE
REVISED BID SCHEDULE
The bid schedule in this addendum (Addendum #1) is replacing the original RFP bid schedule.
In addition to requesting a BASE BID for total ACM abatement, this revised bid schedule
requests alternate pricing for ACM encapsulation in flooring adhesive ACMs identified as
FTC06, MA14 & MA15. We are also requesting prices for Regulated Building Material (RBM)
abatement.
AWARD OF THE CONTRACT IS BASED ON THE BASE BID OR AT THE CITY’S
SOLE OPTION IN THE EVENT THE CITY ELECTS TO INCLUDE ANY OF THE
ALTERNATES LISTED BELOW TO THE LOWEST QUALIFIED RESPONSIVE AND

Based on final design plans and subsequent ACM disturbances, the City reserves the right to
select as many, or as few, ACMs to be abated in each work area. The City also reserves the
right to award on factors other than lowest bid, such as work area durations and prior
experience.

EXHIBIT 2 – QUESTIONS & ANSWERS
1. Have you considered encapsulating ACM flooring mastic as opposed to abatement?
a. The City will revise the bid schedule to include encapsulation as an
alternate. In addition to requesting a BASE BID for total ACM abatement,
this revised bid schedule requests alternate pricing for ACM encapsulation
in flooring adhesive ACMs identified as FTC06, MA14 and MA15.
2. In areas where replacing lights, does GAC also abate mercury containing bulbs and
ballasts?
a. Yes, the City is requesting pricing for these and other Regulated Building
Material (RBM) abatement such as emergency lighting, exit lighting,
mercury gauges/switches, and smoke detectors. Please see the Building
Inspection Report and revised bid schedule.
3. Is the February 10 start date firm? Mobilizing February 10 will not work because of the need
to apply for permit from the State which takes 10 business days or 2 weeks minimum.
a. Upon execution of contract, successful GAC shall apply for permit from the
State. Phase 1 Notice to Proceed will be negotiated but will be no less than
15 days in order to provide time for permit. Phases 2 through 5 Notice to
Proceed will remain 10 days.
4. Who will be performing demolition of non-ACM materials in order to access ACM materials
a. The General Contractor will perform demolition to provide access to ACM
materials for GAC.
5. Is the GAC responsible to demolish all material systems that contain ACM?
a. Any building material that has been identified as ACM or is in contact with
ACM and which may be subject to sanding, cutting, grinding or abrading
during the remodel process must be removed by the GAC. For example,
the duct sealant identified as ACM must be removed as well as the duct to
sufficient margins to ensure any and all ACM has been abated. In another
scenario, the GAC shall remove carpet and/or any other flooring that is in
contact with or covering the ACM flooring mastic.
6. Can we have the drawings?
a. No, due to security concerns we cannot share the building plans.
7. Who is performing 3rd party observation, etc.?
a. LT Environmental
8. Will they provide a Project Manager that will be on site full-time?
a. The scope of work for the third party firm to provide inspection, oversight,
and visual and air clearances is not fully identified at this time and subject
to change.
9. How should the duration be bid?

a. Bid longest duration for full abatement of all ACM materials.
10. Will be plumbing be shut-off and drained? There is a concern of pipes freezing during the
abatement process.
a. The City has not established its approach to avoiding frozen pipes. As
necessary, the City and General Contractor will provide temporary heating
to prevent pipes from freezing.
11. Did Walsh do destructive investigation?
a. Walsh performed a comprehensive semi-destructive asbestos inspection
and quantification of all accessible building materials suspected to contain
asbestos found to be present in the building.
12. We noticed the windows are not operational in many areas. Can we remove window for
ventilation?
a. Windows can be removed for ventilation. The GAC must coordinate with
General Contractor when removing windows in order to secure and protect
exterior openings that were created during the abatement process.
13. Is the caulking around windows hot?
a. Refer to Building Inspection report.
14. What criteria is the City leaning towards to evaluate the bids?
a. The primary consideration will be the lowest cost responsive and
responsible vendor based on the cumulative total of the base bid and
alternatives selected at the City’s sole discretion. The City will also take
into consideration qualifications, references and ability to meet the
contract requirements.
15. At the job walk it was mentioned that the only portions of the project may be awarded. Can
contractors assume that all asbestos in a particular work area ID will be awarded or will work
area IDs be broken down to smaller quantities?
a. Work area IDs may be broken down to smaller quantities.
16. Will LT Environmental be providing daily oversight for the duration of the contract?
a. See response to Question 8.
17. Can the city provide construction drawings to assist in the bidding process?
a. See response to Question 6.
18. Is this project subject to prevailing wages?
a. No.
19. On the bid form per the work area ID there is two categories for MA14. Should one of these
work area ID’s be MA15? It states on the bid form under description of ACM and in the
Summary of Asbestos Containing Materials (ACM)- Sorted by Material Type and ID that
MA15 is associated with Building A.

a. Yes, the ACM associated with Building A is MA15. This has been corrected
in the revised bid schedule.
20. Are the rope gaskets considered friable? What type of containment needed for removal?
a. Yes the rope gaskets are friable. Removal must be conducted in
accordance with applicable State and Federal requirements for asbestos
abatement. All identified regulated building materials which will be
impacted during renovation or demolition activities contracted shall be
removed and disposed of by properly trained and qualified personnel in
order to comply with all current EPA, DOT, and OSHA regulations for waste
transportation and disposal, as well as worker protection requirements.
21. Is the wall adhesive associated with wall paper or paneling adhesive? Is it friable? What
type of containment is needed?
a. MA10 is considered non-friable Category II and is associated with
fiberglass wall panel, tile pattern. Removal must be conducted in
accordance with applicable State and Federal requirements for asbestos
abatement. All identified regulated building materials which will be
impacted during renovation or demolition activities contracted shall be
removed and disposed of by properly trained and qualified personnel in
order to comply with all current EPA, DOT, and OSHA regulations for waste
transportation and disposal, as well as worker protection requirements.
22. Will General Contractor remove non-ACM interior walls before exterior wall work to be
done?
a. The General Contractor will perform demolition of non-ACM to provide
access to ACM materials for GAC. GAC will need to coordinate with
General Contractor on scheduling.
23. Is the caulking on walls, windows, and doors friable? What type of containment needed?
a. Caulking is considered Non-friable Category II. Removal must be
conducted in accordance with applicable State and Federal requirements
for asbestos abatement. All identified regulated building materials which
will be impacted during renovation or demolition activities contracted shall
be removed and disposed of by properly trained and qualified personnel in
order to comply with all current EPA, DOT, and OSHA regulations for waste
transportation and disposal, as well as worker protection requirements.
24. Will GAC need to remove all ductwork or just ACM seam sealer?
a. Any building material that has been identified as ACM or is in contact with
ACM and which may be subject to sanding, cutting, grinding or abrading
during the remodel process must be removed by the GAC. For example, the
duct sealant identified as ACM must be removed as well as the duct to
sufficient margins to ensure any and all ACM has been abated.
25. Who will be abating trace ACMs?
a. To be determined and answered in a future addendum in the event that the
City elects to add this effort to the scope of this bid.
