To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1) We have reviewed the RFP and find it to be an ambitious scope of work for the $35,000
maximum budget indicated in the RFP. In particular, conducting a statistically valid
survey of public opinion in the study area as well as providing significant support to the
extensive public engagement process could easily comprise the bulk of the $35,000
budget, which would not leave sufficient budget to properly address the wasteshed
needs assessment. Given the above, we have the following questions:
a) Would the City/Wasteshed Planning Coalition accept as complete and responsive, and
consider funding, proposals that address the full scope of work, even if that means
proposing a cost above the maximum $35,000 budget?
b) Alternatively, would the City/Wasteshed Planning Coalition accept as complete and
responsive, and consider awarding, proposals that meet the maximum $35,000 budget
but that may not address the full scope of work?
Answer:
1.a)
The City and the North Front Range Wasteshed Planning Coalition will look favorably upon
those proposals that come in under the stated budget allowance, but will consider funding
proposals that are up to 20% above the stated budget allowance.
1.b)
The emphasis of the consulting work sought by the City and the North Front Range Planning
Coalition should be focused on the research and overall analysis portion of the study.
For clarification, the coalition team seeks a survey to simply “take the pulse” of the
community, and while expecting the results to be statistically significant, they need not be
exhaustive. It may be possible for consultants to collaborate with Colorado State University,
which has extensive experience administering surveys in the region and will be able to
assist with some duties.
Also for clarification, support for the public engagement process is primarily intended as a
means of informing the analysis and reporting portion of the study, and it could be executed
mostly remotely. A successful proposal will incorporate assembling and reviewing feedback
from the community, the attendance of at least one public forum, assistance in framing the
issues under review, and suggestions to the coalition team for public communication
strategies.
