Do you have the material specifications? Yes, the material specifications have been attached as Exhibit 2. 2. Can we get the detailed CAD drawings, which will assist in determining SF and LF of materials? The detailed CAD drawings are not available at this time. 3. With the 2 holidays this past week or so, would you be able to extend the RFP due date? Yes, the RFP due date has been extended to January 22nd. 4. Is the City of Fort Collins Park Planning looking for an equipment manufacturer to specifically manufacture what is shown in the attachments of the RFP? Yes 5. Who did the schematic design and are there detailed construction type drawings and specifications for it, so that it can be properly bid for what is drafted? The City of Fort Collins contracted and had the schematic design completed by Cre8Play, LLC. The Specifications are attached as Exhibit 2. The price quoted in the proposal will serve as the basis for the Guaranteed Maximum Price (GMP) which will be finalized after 100% Shop Drawings. 6. Does Cre8Play have a competitive advantage having done the schematic design? No, all firms will be assessed utilizing the criteria established in the RFP. 7. There are a couple of interactive electronic game panels are they supposed to have specific games on there? Yes, the specific games are described in Exhibit 2 8. Silos noted are existing how are they built? The existing silos are bolted together with 4’x8’ steel panels. 9. What type of structure is inside for us to build from on the silo? The inside structure is designed by a Structural Engineer and those drawings will not be available until after the project is awarded. Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 3 of 15 10. Can we get pictures of the silos? Attached as Exhibit 3. 11. Page 8 there is note of a flexible climber is this a specific climber by a certain manufacture? No, the flexible climber is a complete custom play element described in Exhibit 2. 12. On the Barn itself are there specific colors we need to respect? And materials for the roofing material and barn board cladding? Yes, these requirements are detailed in Exhibit 2. 13. Is there an engineer for the site/project on record? Yes, the project has a Structural Engineer that will provide signed and sealed drawings for the silo foundations and all attachments that will need to be in place for the play equipment to be attached to and for the modifications of openings in the silo panels. 14. Are there any engineering done for silos so we know what support loads are needed? Yes, the structural drawings for the silos will be provided after the contract is awarded. (see question 9 above) 15. Foundations are to be designed by whom? The silo foundations will be designed by a third party Structural Engineer under a separate agreement managed by the City. 16. The plans that we are bidding from have they been engineered already? No, the only engineered element is the silos. 17. For all the load structures should they comply with IBC 2012 Building Codes? Yes 18. The Project Description and Scope of Work refer to barn seating. What type of seating is required for the barn? This statement is an error. There is no requirement for barn seating. 19. The Project Description and Scope of Work state “…the playground design should follow CPSC regulations and be IPEMA certified to ASTM standards.” How does the City intend to verify compliance? The selected manufacturer will be responsible for providing an independent third party inspection for ASTM and CPSC compliance. 20. The Conditions and Instructions to this Proposal include the requirement for the manufacturer to be IPEMA certified to ASTM standards. Is this a firm requirement? See question 19 above. 21. After award, what information (and when) is needed to be provided to the City for the selection of the General Contractor? Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 4 of 15 Information needed includes playground installation instructions and ability to answer General Contractor questions regarding installation of play equipment. We expect this time period to be in early March. 22. Section III, B, 6 states, “The estimated cost shall be the Guaranteed Maximum Price (GMP) for the Project. The final project cost shall be determined by 100% Shop Drawings.” These two statements appear to conflict, please clarify. The estimated cost provided in the proposal will serve as the basis for negotiating the GMP. An Interim Guaranteed Maximum Price (IGMP) will be negotiated in conjunction with award of the contract. The Final GMP will be established after 100% Shop Drawings are completed. 23. Section III, B, 6 states, “Any costs not included in the submitted proposal that are required to provide the play equipment, will be the responsibility of the selected proposer. Will the City reimburse the manufacturer for changes? Yes, if the City changes the design or makes other material changes, the parties will negotiate a contract change based on agreed upon labor rates and material mark-up to be included in the contract. 24. Section III, C, 13 requires complete, signed and sealed plans and specification from an architect or engineer licensed in the State of Colorado. Is this requirement limited to the Play Barn Structure? Yes. Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 5 of 15 EXHIBIT 2 – UPDATED SPECIFICATIONS City of Fort Collins SE Community Park Playground: Specialty Themed Play Manufacturer Specifications Section Part 1 – THEMED PLAY ENVIRONMENT 1.01 DESCRIPTION A. DESCRIPTION OF PRODUCT Custom designed and fabricated interactive barn, barn yard and twin silo components for Ft. Collins SE Community Park. B. WORK included The work covered by these specifications consists of furnishing all materials, labor, equipment and performing all operations in connection with the manufacturing of the Themed Play Features in strict accordance with scope of work as shown on drawings and specifications. Work specified in this section includes the following: 1. Supply and deliver Themed Play Element. 2. Structural Support as needed for all themed features. 3. All other special Themed Play Features as indicated in project designer’s concept drawings and descriptions of the Special Themed Play Manufacturer (STPM). 4. Must geo-locate structures to provide maximum shade coverage on structures. C. Shop drawings to include the following: A. Scale drawn images of each special feature depicting the appearance of each feature from all visitors view and as requested by the owner and subject to the owner’s approval. B. Construction details for the following: play elements, GFRC elements, typical connections to framing or supports, footings, sections and details including construction materials, Façade construction details, details, and sculptural feature details. C. Themed Feature connections and anchors: Provide information and data on the proposed system of connections and methods of anchoring the themed features. 1.03 THEMED PLAY ENVIRONMENT STANDARDS Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 6 of 15 A. All Glass Fiber Reinforced (GFRC) components and other special features included in this Contract shall be pre-approved by the owner for use in this project. B. All work within this section shall meet the owner’s standards and requirements for each feature and shall have pre-approved submittals for each feature as requested by the owners prior to construction. C. All play elements shall comply with current ASTM F-1487 and CPSC #325 Standards and Guidelines. 1.05 PRODUCT HANDLING A. Transport, lift, and handle units with care, avoiding excessive stress and preventing damage; use appropriate equipment. B. Store products in manufacturer's unopened packaging until ready for installation, in a clean dry area protected from weather, moisture and damage; store units upright and not stacked unless permitted by manufacturer. 1.06 THEMED PLAY ENVIRONMENT MATERIALS A. Material: All materials shall have a demonstrated record of durability in the playground or similar outdoor setting. All metals shall be painted, galvanized, or otherwise treated to prevent rust. Black steel is not acceptable. B. Glass Fiber Reinforced Concrete (GFRC): A concrete mix reinforced throughout with chopped glass fibers. Cement used shall be Type 1 Portland cement meeting the requirement of the ASTM C 150. Fine, clean, dry sand, able to pass a No. 20 sieve, free of contaminants or deleterious matter and meeting composition requirements of ASTM C144. Glass Fibers specially designed for use in concrete; shall be alkali-resistant (AR) fiber and chopped to 18mm lengths, with 12mm lengths in any topical coat. Concrete shall have integral color that shall be harmless to concrete strength, alkali-resistant, shall not to exceed 10% of amount of cement, and conforming to the requirements of ASTM C979 for color steadfastness. Minimum physical properties shall be: 1500 pounds per square inch in tension and 5000 pounds per square inch in compression. C. Miscellaneous Special Materials: All features created by Specialty Manufacturer shall have drawings indicating materials to be used and shall be submitted and approved by owner prior to construction. D. Hardware: All required hardware for assembly of the structure shall be included. All fasteners shall be yellow zinc di-chromate plated steel or 18-8 grade stainless steel (300 series). Capped lock nuts, which cover bolts ends, shall be included. Tamper-resistant hardware is utilized on principle clamping mechanisms. Special tools are provided for assembly and maintenance. Clamp connection disassembly and use of drive rivets eliminates slippage. Physical Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 7 of 15 locking devices are used on all exposed and accessible connection points, such as lock nuts. A nylon thread locking patch is applied to certain hardware. E. Composite Wood: Composite shall be a solid profile reversible board with a natural wood grain texture on both sides. No capped wood plastic composite or capped PVC. 1. Composition: Reclaimed wood and polyethylene plastic with additives for coloring and inhibiting fungal/algal growth; free from toxic chemicals. 2. Profiles: (5/4x6) (1x5) (2x6) inches x (12) (16) (20) feet long. 3. Surface texture: Deep wood grain accents, textures and multi- dimensional color shading. 4. Characteristics: i. Hardness: 1,352 lbf/6.01kN; ASTM D143 ii. Self ignition temperature: 741°F/394°C; ASTM D1929 iii. Flash ignition temperature: 729°F/387°C; ASTM D1929 iv. Flame spread rating: 100; ASTM E84 v. Smoke Developed Index: 350; ASTME84 vi. Thermal expansion coefficient: 2.0 x 10¯5 in/in/°F (3.6x10¯5 cm/cm/°C); Samples of product must be submitted with submittal of proposal. F. Rotationally Molded Plastic Parts: Shall be rotationally molded from color- compounded, first quality, linear low density, Exxon CP-812 polyethylene. Dry- blended or molded-in resins are not acceptable. Color-compounded polyethylene is 23 times stronger than dry blended resins providing better- bonded strength with greater surface contact. Compounded color provides superior colorfastness, UV resistance, and impact resistance with solid color molecules. Polyethylene shall be ultraviolet (UV) stabilized to UV-8 and have anti-static additives. Cross-sectional design shall be .25” (6 mm) nominal thickness, double wall construction. ASTM Specifications: D-1238 (Melt Index), D-1505 (Material Density), D-638 (Tensile Strength), D-648 (Heat Distortion Temperature) D-790 (Flexural Modulus), D-1693 (Environmental Stress Crack Resistance), D-2565 (Ultraviolet). Dry-blended or molded-in color resins are not acceptable. G. Climbing Netting: Rope shall be 16mm in diameter and is constructed of six high strength strands of steel wire and synthetic rope fiber laid over a three strand fiber core to form a durable yet flexible rope suitable for a range of applications. Each assembly shall have stainless steel connectors and attachment ends. H. Flexible ‘V’ Bridge: Shall be custom gray color .38” thick, 2-ply, and reinforced with a specially woven fabric with textured surface for the perfect amount of grip Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 8 of 15 or slip, even when wet. High quality blend of Nitrile and SBR rubber shall be used. Black or typical industrial conveyor belt products shall not be used. Load rating of 220 lbs. per inch of width, or a total of 2,640 lbs. for a 12” width, breaking strength is 21,120 lbs. for a 12” width. Shall be fully enclosed with Stainless Steel Flexible Mesh Infill as specified herein. I. Stainless Steel Flexible Mesh Infill: Provide Stainless Steel flexible Mesh Guardrail Infill and mounting hardware which have been manufactured to meet or exceed manufacturer’s and project performance criteria. Provide grommet, bushings, washers, swaging ferrules, studs, receivers, fittings and other components as required for system installation. Infill panels shall be dimensioned and manufactured to specified size and labeled according to installer’s specifications. Provide anchorage devices and fittings to secure to in- place construction; including threaded fittings for concrete inserts, toggle bolts and through-bolts. Install mesh panel infill system plumb, level, square, and taut. J. Multi-User Cable Ride: Multi-user ride shall ride on two cables 1/4” diameter; type 302 stainless steel; 19 x 7 strand core; performed and lubricated formation; breaking strength of 5700 lbs.: MIL spec: MIL DTL-83140. Track will not be accepted. Seat shall provide multi-positional use, can be used sitting, lying, or even standing to provide different positions which different user experiences. Seat to allow two or more riders. Support columns shall have a working vertical axis wind turbine. Blade material to be fiberglass with Generator Axis to be metal and unit shall handle wind speeds up to 120mph. K. Mouse Climb Alternating Tower: Structure to be fully welded, painted, assembled and delivered in minimal sections for ease of installation. Wire Mesh Crawl Tubes shall be fabricated from metal - no plastic will be accepted. Lookout platform to incorporate Square Welded Wire Mesh, 0.1200” welded to the structure, not bolted on. L. Flexible Climber: Shall be fabricated from steel frame with custom gray color .38” thick, 2-ply, and reinforced with a specially woven fabric with textured surface for the perfect amount of grip or slip, even when wet. High quality blend of Nitrile and SBR rubber shall be used. Black or typical industrial conveyor belt products shall not be used. Load rating of 220 lbs. per inch of width, or a total of 2,640 lbs. for a 12” width, breaking strength is 21,120 lbs. for a 12” width. M. Rung Climber: Custom fabricated climber shall utilize Galvanized Iron Threaded Pipe Fitting meeting ASTM A197 and ANSI/ASME B1.20.1. Standard-Wall Galvanized Welded Steel Thread Pipe Schedule 40, all welded construction, so there's a weld bead on the inside. Meet ASTM A53 and A733, as well as ANSI/ASME B1.20.1. N. Puzzle Panel: High Density Polyethylene (HDPE) with orange peel texture finish, available in 12, 15 & 19mm two color HDPE. Puzzle game has eight movable tiles that shall glide effortlessly around the panel, without snagging. O. Gear Maze: Panel - High Density Polyethylene (HDPE) with orange peel texture finish Dome - 955mm diameter disc which is covered with a shatter-proof polycarbonate dome Dimensions : 955 x 955 x 800mm Weight : 42Kg. Gear Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 9 of 15 Maze allows 4 or more children to simultaneously try and control and navigate 4x large gauge stainless steel balls around a large diameter, dome covered maze. The maze is fixed with a smooth, easy tilt rubber mounting which also has additional rubber bump stops to limit excess movement and an anti-shear rubber protection system to help prevent damage through vandalism. P. Interactive Electronic Game Panels: Design Panel - 19mm High Density Polyethylene (HDPE) with orange peel texture finish 1000mm W x 1200mm H Game features a narrated introduction and countdown to start the game, LED's light up and flash in a random sequence and when you touch the stainless steel sensors the light goes out, the unit plays a sound and you score a point which registers on the 2 digit LED scoreboard. Each game shall last around 40 seconds. Q. Rain Wheel: High Density Polyethylene (HDPE) with orange peel texture finish (Recycled black core) Perforated Surround - 304 grade stainless steel. R. Chimes: Mounting Panel shall be High Density Polyethylene (HDPE) with orange peel texture finish. Eight Aluminum Tuned Tubes shall be a smooth finish in various high quality bright colored anodized aluminum finish. S. Periscope: Monocular mirror periscope shall be fabricated from rustproof, maintenance free materials. Incorporate a swivel joint for easy positioning and incorporate double hand grip. Length shall be 11’6” to look out roof of barn. T. Pneumatic Elevator: Allows user to step onto the platform to “drop” down 6’ to the bottom, where kids can step off and platform ascends to its original “zone.” Riding platform shall be free to rotate around support pole. Spring or mechanical mechanism is not acceptable. U. Moving Pods: 1. Connector / Adapter - 535 Almag: Shall be cast of high strength Almag 35 (535.0-F) aluminum alloy. Finished with a 420 micro finish and a baked on polyester powder coating. 2. Chain - 4/0 – galvanized: Shall be 4/0 hot dipped galvanized welded link chain. The chain links are low carbon 1008 steel. The Rockwell would be on the B scale @ 90. The working load limit for this chain is 670 lbs. 3. Pods Handle: Shall be an all-welded assembly fabricated of 1.315 in. outside diameter 14 gauge galvanized steel tubing, 2.375 in. outside diameter 12 gauge galvanized steel tubing, 7 gauge hot rolled, pickled and oiled steel, .25 in. hot rolled pickled and oiled steel and zinc plated .5 in. hot rolled, pickled and oiled steel. Finished with a baked on polyester powder coating. 4. Footing Anchor Frame: Shall be an all welded assembly fabricated of 1.66 in. outside diameter 13 gauge galvanized steel tubing and .5 in. hot rolled pickled and oiled steel plate. Finished with a baked on polyester powder coating. Shall be rotationally molded from linear low density polyethylene. Threaded inserts may be molded into the plastic to provide attachment points. V. Custom Sculpture Swings: Swing frame to be fabricated from ASTM A992 Hot Rolled Steel I Beam 6" x 17.25#. Top rail shall be 3-1/2” OD SCH 40 Pipe. Forged Zinc-Plated Steel Clevis Rod End 7/16"-20 Female Thread Size, 2-7/8”. Grade 8 Steel Fully Threaded Rod 7/16"-20 Thread. Each set up uprights shall be rotated at various angles. W. Interactive Geared Helical Climber, Roller Slide & Ergonomic Climber: Helical climb shall be interactive play element that has a cylinder with auger like interior. A mechanical crank through a series of gears shall turn the cylinder which allows users to ‘move’ kids down the climber. Roller slides should meet applicable recommendations for other slides (e.g., side height, slope, use zone at exit, etc.). The space between adjacent rollers and between the ends of the rollers and the stationary structure should be less than 3/16 inch. Alternating Tread Stair Treads: shall be capable of withstanding a single concentrated 1000 pound load without permanent deformation; or 100 pounds per square foot or 300 pounds on an area of 4 square inches without exceeding the allowable working stress of the material. X. Helical Bean Climber: Dual helical curved heavy duty steel post construction with ‘Bean’ themed alternating platform shall be 3/4” thick, high density polyethylene formulated for UV stability and color retention. Sheet plastic shall be extruded meeting ASTM D1505 having a density of .933 G/ cc. Plastic shall meet ASTM D636 having a tensile strength of 2400 psi. After machining process, all edges shall be free of burrs and/ or sharp edges and points. Provide Stainless Steel flexible Mesh Infill and mounting hardware which have been manufactured to meet or exceed manufacturer’s and project performance criteria. Provide grommet, bushings, washers, swaging ferrules, studs, receivers, fittings and other components as required for system installation. Infill panels shall be dimensioned and manufactured to specified size and labeled according to installer’s specifications. Provide anchorage devices and fittings to secure to in- place construction; including, toggle bolts and through-bolts. Install mesh panel infill system taut. Y. Spiral stairways: shall meet the general requirements for spacing, orientation, drainage, tread width, and vertical rise specified for stairway access. The depth of the outer edge of the tread on spiral stairways shall be 8.0 in. or greater. Spiral stairways shall meet the requirements specified for handrails. However, when the design of the stairway does not permit handrails on both sides of the stairway, a continuous handrail shall be provided along the outside perimeter of the steps. PART 2 - BARN STRUCTURE 2.01 DESCRIPTION OF PRODUCT A. Shelter Type: Rectangular Gable structure with Lean-To shed Addendum 1 – 8213 Playground Manufacturer for SE Community Park Page 11 of 15 B. Roof Slope: 12:12 for gable & 3:12 for Lean-To C. Clear height under Tie Beam (UTB): 10’-0”. This is the clearance under the tie beam which spans between the columns at the Lean-to side. D. Roof Material shall be 20 ga Pre-Cut Morin C-29 Corrugated Roofing - Silversmith color Lodgepole Pine 2x6 Roof Deck. E. The structure shall be a pre-engineered package and shall be shipped as a pre- cut (excluding standing seam roof panels) and pre-fabricated package that shall include the structural framing members, roof panels, fasteners and roof trim as well as job specific installation instructions. The structure will be shipped in an un-assembled package for ease of shipment and minimum shipping charges. 2.04 SUBMITTALS A. Submit a minimum of four (4) sets of submittal drawings and (2) sets of structural calculations signed and sealed by a Professional Engineer licensed in the state of Colorado B. PRODUCT DESIGN REQUIREMENTS: 1. The structure shall meet the following design requirements a. Building Code: 2012 International Building Code b. Ground Snow Load: 30 p.s.f. c. Live Load: 20 p.s.f. d. Wind Speed: 120 m.p.h. Exp “C” e. Seismic Design Category: D C. SUBMITTAL REQUIREMENTS 2. Calculations: f. Design according to the requirements of the national, state or local building codes as indicated in Section 1.04.B. g. Calculations shall include all member design for each different member type. h. Connection design for each different connection that will determine the design of the bolts, welds, plate thickness and anchorage to the foundation. i. Foundation design shall be for the loads applied and not a generic foundation design, taking into account all soils information. 3. Submittal Drawings: j. Isometric as well as elevation and plan views of the farming members along with the member sizes and locations indicated on the drawings. m. Connection details for every connection on the frame. n. Roof panel connections and trim installation details. o. All accessories on the structure shall have an installation detail as well as connection details. D. FOUNDATION DESIGN 4. The foundation design shall be supplied by the manufacturer. 5. Anchor bolts shall be supplied by the manufacturer. 6. Foundation materials and labor shall be provided by the structure contractor. 7. Owner should provide site specific soils information for proper foundation design, if that data is not provided the foundation will be design for the minimum soil values allowed by code. 2.06 FIELD OR SITE CONDITIONS A. Foundations shall be installed per the installation drawings. 1. All foundations shall be cast at the same elevation unless specifically noted on the installation drawings. B. Anchor bolts shall be placed in the foundation as per the installation drawings utilizing the anchor bolt template supplied with the anchor bolts. 1. Anchor bolts shall be installed per the dimensions and orientation shown on the drawings.
