(Pinyon), is pleased to present this proposal to complete an air quality assessment for the implementation of pedestrian and bicycle improvements along Pitkin Street. Pinyon understands that Alta Planning + Design (Alta) is completing the design and traffic analysis for this project under an existing contract with the City of Fort Collins (City). As the project has received funds from the Colorado Department of Transportation (CDOT), a Categorical Exclusion (CE) will be completed to meet the National Environmental Policy Act (NEPA) requirements. The scope of services and schedule details for the proposed project are outlined in Attachment A. Pinyon estimates the cost to complete this project, in accordance with the outlined services, will be $21,327.00 (Table 1). Pinyon will invoice on a time and materials basis, in accordance with the attached Schedule of Unit Rates (Attachment B). The authorized amount will not be exceeded without prior approval. To authorize the outlined scope of services, please issue a contract for review and execution or sign and return one full copy of the attached Consulting Services Agreement, including the General Conditions (initial all pages) and this cover letter. Kennedy Transportation Market Manager Cc: File File Location: Z:\Proposals\2016 Proposals\Fort Collins Bike Project Alta Planning - 116000000p.0071\PM ATTACHMENT A Detailed Scope of Services Task 1 – Carbon Monoxide Hot Spot Air Quality Analysis and Reporting: Based on the traffic data provided, three intersections (Shields Street and Prospect Road; Shields Street and Elizabeth Street; LaMay Avenue and Prospect Road) will require hot spot analysis do to failing conditions in the horizon year. Hot spot analysis will involve running the Environmental Protection Agency’s MOVES vehicle emissions model to generate emissions factors for vehicles in the project area, which will then be utilized along with background pollutant concentrations, intersection geometry and traffic data, and worst-case meteorological assumptions in the CAL3QHC dispersion model to predict ambient pollutant concentrations for near-road receptors. Prior to completing the air-quality analysis, Pinyon will coordinate with Alta, and with the Colorado Department of Public Health and Environment (CDPHE) air-quality specialists and/or CDOT air-quality specialists, to confirm approach, what data/variables to use, and which assumptions to make for the model required for the analysis. Pinyon will produce a technical memorandum summarizing the methodology and results of the hot spot analysis. The memorandum is assumed to have one round of review by CDOT or CDPHE. Pinyon assumes that the following data will be provided to us for input into the models:  County-level fleet mix, inventory and maintenance files, and other “background” variables required for the MOVES model (from CDPHE);  Traffic data (e.g. Synchro report) and roadway geometry for all alternatives (from Alta); and  Background pollutant concentrations for the project area (from CDPHE) Task 2 – Task Management: Pinyon does not anticipate the need to attend any meetings in person but will coordinate with CDPHE and the project team via phone and email. We will invoice on a monthly basis and assume that the modeling and reporting will be completed in three months or less.
