Key Project Staffing: We have assembled a team of construction professionals, who we feel fit the needs of this project and who are extremely motivated to accomplish the goals as set forth in the RFQ. As you will see from their resumes, our team brings a diverse and extensive background. Connell Resources, Inc. self performs approximately 85% of all their contracts. With the information provided we would anticipate subcontracting concrete paving, landscaping, fencing, and concrete structures, electrical. With a long standing history in the Fort Collins area, we have established relationships with subcontractors that we feel are qualified to work with us. Project Manager – Full time office contact. Responsible to handle all estimating, CPM schedules with cost loading as needed, budgets, purchase orders, subcontracts, invoice approvals, pay estimates and time and materials documents. Available for all design and constructability reviews. Will attend and participate in neighborhood meetings. On-Site Manager – Full time field contact. Oversee the execution of the project schedule and directly oversee Connell’s assigned foreman and crews, as well as coordinate any subcontractors, schedule supplier deliveries, document any jobsite information, as well as daily coordination with project team, and adjacent property owners. Will be involved in design and constructability reviews. Vice President of Operations– Handle any contract negotiations, ensure that projects have all the necessary management support needed and ensure that proper and adequate resources are allocated to the project. CM will be available for design and constructability reviews and neighborhood meetings. Safety Manager – Jobsite checks and provide any needed safety equipment and make jobsite safety assessments. Safety Manager will be available and actively participate in project meetings and planning sessions. He will also consult on OSHA standards. Assist in shoring design and selection. Environmental Health Technician – Assist in any needed environmental compliance requirements and permitting. Perform water quality testing for discharge permit compliance and erosion control compliance reviews. Project Manager/Estimator –Dan Giesler – Please see attached resume Mr. Giesler has been an Estimator / Project Manager for Connell for 8 years, with over 16 years of field, estimating, and project management experience in heavy/civil construction including tunnel, dirt, utility, concrete structures, base and pave operations. Mr. Giesler will be responsible for detailed cost estimating, tracking project costs, monthly billings along with subcontractor pay applications, attending weekly owners meetings, and managing the overall project schedule. Mr. Giesler is the Project Manager for the City of Fort Collins Water, Wastewater, and Stormwater Utilities Design and Construction Services contract. Project Superintendent – Jeff Laugel – Please see attached resume Mr. Laugel was hired with Connell Resources, Inc. 19 years ago as an operator and later was promoted to a utility crew foreman, he is now a site manager overseeing entire projects. He currently provides field supervision, estimating support, and field project management. Mr. Laugel has a diverse background in all aspects of site development and civil construction. Environmental Health & Safety Officer – Damon Abeyta - Please see attached resume Mr. Abeyta has over 16 years of safety experience to include OSHA General Industry and Construction along with The Federal Motor Carrier Safety Regulations (FMCSR). He has a proven record in developing, implementing and managing comprehensive health and safety programs. He also has significant experience in interpreting and implementing regulations and recommendations for health and safety, working experience with employee supervision and fiscal management. He is a Construction Safety and Health Specialist (CSHS) as designated from the OSHA Training Institute and is an authorized OSHA Outreach trainer for 10 and 30-hour courses in construction. Erosion Control Inspector – Brandon Martin Mr. Martin provides guidance and direction to the company in the area of Environmental Compliance to include the areas of storm water management, water discharge, and air quality. Mr. Martin is directly responsible for APEN’s, relocation notices, observing visible emissions on all regulated equipment and performing routine analysis for a variety of water discharges. In conjunction, he maintains all Environmental Permits through appropriate reporting, filing, and amending as needed. Mr. Martin is also responsible for reporting and disposing of any hazardous waste that is encountered. Mr. Martin will be on site as needed. 3. General Company Resources We feel that Connell Resources, Inc is uniquely qualified to team with the City of Fort Collins to construct this challenging and schedule critical project. We work with the City of Fort Collins on the Water, Wastewater, and Stormwater Utilities contract with the same approach. Connell Resources, Inc. has a large fleet of well-maintained equipment selected specifically for the type of construction we perform. All three of Connell’s project team members are personally familiar with all of the equipment in the fleet and what each piece is capable of or most efficient at. This allows them to assign equipment to each project as it is needed and to ensure only the equipment necessary to complete the work is dispatched to the site and in turn charged to the City. Additionally, Connell transports our equipment with our own trucks allowing us to have equipment on site quickly; this is also facilitated by our close location to any work requested by the City. All of Connell’s fleet is available for use on the Integrated Recycling Facility Project. In addition to this equipment Connell Resources, Inc. owns and operates its own asphalt hot plant as well as mining and processing our own aggregates. Connell utilizes our resources to recycle our own materials for concrete and asphalt aggregates. Connell Resources, Inc. uses the latest technology in estimating software, B2W. A sample estimate has been attached for your review. Connell is familiar with this construction approach as we currently operate on these terms with the City of Fort Collins Utilities and Larimer County. Please see attached organizational chart and equipment list. 4. Project Experience Throughout our 65 year history Connell Resources, Inc. has had the opportunity to successfully complete a variety of diverse and challenging projects. These projects have been completed through sound project management and by a dedicated group of highly skilled pipeline crews. On the following page are a few projects for your review, which, highlight a fraction of the work we have completed over the past three years. Our key staff involvement, contract size, and owner and consulting engineer references are included as well. Connell completed work at the Larimer County Fairgrounds for Larimer County. Installing scales and paving. We have also worked at the North Weld Landfill in Ault for Waste Management, installing new scales. We operate our own recycling facility for concrete and asphalt materials. We feel with our experience we can bring valuable constructability knowledge to the team. We are highly qualified as a site work contractor. In the past three years we have worked as the site contractor on several student housing projects and residential developments in Fort Collins. Project Budget and Cost Control Connell will dedicate a full time project manager and estimator to this project from the beginning. He will be a part of the team throughout design and construction, attending meetings, offering insight and ensuring the estimate reflects what has been discussed amongst the team. When plans and specifications are reviewed by the City and Connell personnel, the effort will be to brainstorm any innovative methods to construct portions of the work. We have the ability to quickly build detailed cost analyses and schedules to assist in examining if cost savings or cost increases justify the end project goals. The Project Manager will be committed to providing a monthly cost report detailing out all charges for the month. The agreed upon rates will be factored onto the actual costs and submitted for payment. The cost report will be reviewed and agreed upon between Connell and the City. Please see the attached Plum Street Sewer Rehab Budget for Cost. This is an example of a budget that Connell put together with the City of Fort Collins on the utility contract. 6. Construction Sequencing and Scheduling It would be our intent to develop the sequence and schedule of the project through a collaborative effort with the Integrated Recycling Facility team. The initial meetings would be used to build an understanding of the project budget, create overall project goals as well as share information pertaining to design status and project requirements. Along with the discussion of specific goals, we would look at project phasing and interim schedule milestones. The next step for the team would be to develop preliminary cost estimates, activity durations, and an initial cost loaded CPM schedule using Primavera software. These estimates and schedules would be reviewed with the City to discuss any further refinement or value engineering options that are available. We would update our schedule weekly and distribute to all necessary parties, highlighting the critical path. Assuming that the design of the project would continue to be refined, the above process would need to repeat as necessary until the project was ready for construction. We have found that the more time and effort that can go into partnering during the preconstruction process the higher the project success rate. The foundation to maintaining a successful project from start to finish is communication and coordination among all parties. Since Connell self performs an average of 85% of each contract we perform, we are able to manage the schedule with our crews performing the work. We would hire subcontractors that we have successfully worked with in the past and are confident could meet the project schedule. We have an extensive knowledge of what each company’s strengths are; this knowledge allows us to match the correct subcontractor with the needs of a specific project. We do use subcontractors exclusively. We feel it is critical to match subcontractor’s strengths to the specific needs of a projects and its team. Please see the attached Plum Street Sewer Rehab schedule as a sample. 7. Quality Assurance and Quality Control In addition to our Managers being directly involved in quality control through oversight and project involvement Connell also employs an internal Quality Control department headed by a full time Quality Control Manager. This department helps to ensure quality product and installation on site through tests processed in our lab. Our company culture is such that quality is a top priority second only to safety. 8. Experience with Sustainable Design and Construction As a site development contractor, sustainable design is not as recognized as it would be on a building project. However, Connell does recycle and produces our own aggregates that are incorporated into projects. We recycle approximately 75,000 tons of asphalt material per year. We have contributed to several LEED qualifying projects with our aggregate base and asphalt containing recycled content. All projects over one acre in size, have a storm water management plan on site that is adhered to and updated throughout construction. We employ a full time Environmental Health Technician to assist in the permit acquisitions and compliance. 9. Partnering Experience Our culture at Connell is based on the free flow of ideas that encourages constructive criticism, mutual respect, and peer accountability; these traits aide in the idea and values of partnering. We try to approach all projects, whether they are hard bid or negotiated, with a partnering attitude. Through this attitude, we found partnering methods, that work well and others that do not. The most success we have had in partnering and project execution is through the use of “Early Contractor Involvement”. The ECI method of partnership allows for the involvement of the contractor in the preliminary design phase of a project. This benefits the project stakeholders not only by adding the contractor’s experience in terms of construction means, methods, and material selections but also facilitates a team atmosphere and creates an attitude of project ownership from the entire team. Further, the use of open book estimate reviews, value engineering, and shared past experiences from the city staff, the engineer, the contractor its’ subcontractors and suppliers helps develop a true partnership that aides in achieving the project goals. Connell Resources, Inc. has a long and successful history of partnering on its construction projects. We have been involved in a wide variety of projects from the public and private sector that have utilized partnering both on a formal and informal basis. Our core belief in advantages of partnering and the mutual benefit of open communication and trust between the project stake holders has led us to over 40 such successful negotiated projects in just the past 5 years with contract values that range from $50,000 to over $10,000,000. Connell is currently working with the City of Fort Collins on the Water, Wastewater and Stormwater Utilities Infrastructure Design and Construction Services contract. We also hold the Larimer County Annual Contract which operates on an open book, cost plus basis. Dan Giesler is the project manager and estimator for both of these projects and would be assigned to the Integrated Recycling Facility. 10. Safety Record OSHA Recordable Incident Rate 2013 – 5.10 2012 – 5.04 2011 – 4.13 Insurance Modifier 2014 – 0.74 2013 – 0.80 2012 – 0.84 Connell Resources, Inc. evaluates each job during pre-construction in house and Owner meetings for safety concerns, in addition to evaluating the safest way to complete various portions of the work during bidding. Once plans are received, Estimators will bid the installation of the work with the safest means and methods. A project specific safety plan will then be designed upon award of the project based on these discoveries during the estimating process. In addition to project specific safety plans Connell has a companywide standard Safety Program and an Employee Safety Handbook which are provided to all employees during orientation, can be sent for your review. Additionally, field personnel are required to complete a Daily Job Hazard Analysis Worksheet, which is included for your review. The culture of our company is such that safety is held as highest priority, our employees are our greatest asset and we do everything we can to keep them safe. Our full time EHS Manager is involved in all aspects of construction planning and makes job visits regularly to ensure sites are safe and possible hazards are dealt with in advance. His resume is also attached for your review. Connell employees work as a group and our incidents are not tracked by project manager but rather as a company as a whole. 11. Subcontractors Connell Resources, Inc. is a full service site construction and heavy civil construction company, our crews complete earthwork, utilities, minor concrete structures, aggregate base course, and asphalt paving with our own aggregate and equipment. We pride ourselves on our ability to provide a complete civil package to our customers, and generally self-perform 85% of our contracted work. Our ability to self-perform so much of our contracts allows us to maintain tight project schedules, and the limited number of subcontractors minimizes interruptions in the schedule due to coordination difficulties. Our longstanding presence in Northern Colorado has given us the opportunity to establish strong working relationships with quality subcontractors for scopes we typically don’t perform in house. Over the years we’ve been able to evaluate these subcontractors on projects and establish relationships with those who uphold our quality and safety standards. The following are subcontractor scopes we would use for the work presented in the scope of services. These projects involve new as well as rehab (pipe reaming, pipe bursting, relining & slip-lining) utility work and have included several grading projects as well. Larimer County Miscellaneous Construction Contract ($ 1.5 million + per year) This project is awarded every five years by Larimer County. Mr. Giesler is the Estimator/Project Manager for all projects that come up under this contract. These projects are generally design/assist and are completed on an open book billing basis. Recently these projects have included 15 separate flood repair projects. SPT Phases - Laramie, WY ($2,480,000) Estimator/Project Manager for these 3 City of Laramie projects. The projects required rehab of existing water (30” to 6”) and sewer lines (12” to 8”). 95% of this work was constructed in 12’ alleyways where all work had to be completed in a narrow linear work zone with buildings and fences lining the alleyways. Lost Creek Waterline - Keenesburg, CO ($2,792,000) Estimator/Project Manager for Front Range Resources on this cross country waterline project. The project included 35,800 LF of 16”, 12”, 10”, 8”, 6” & 4” Fusible PVC Pipe installation. The project was completed in 75 days and included 15 different 24” cased bores and 7 directional drill bores. Through the relationship with the owner we are estimating future phases of this work. Hermit Park - Estes Park, CO ($1,102,000) Estimator / Project Manager for this overhaul of an existing campground / park for Larimer County. Work included the construction of a new entrance, road shaping and base work, a parking lot, utilities and installation of new culverts. Timnath Sewer Trunkline, Timnath, CO ($2.8 million) Estimator/Project Manager for the installation of an 18” PVC sewer trunkline an average of 14’ deep for 3 miles. Groundwater was at 4’ so the depth of the pipe meant the project included extensive dewatering. 47 coated manholes were installed along the pipeline which crossed multiple landowners and involved several municipalities. The project was completed ahead of schedule and for less than the original GMP contract amount. Giesler - Page 2 Ken Mitchell Inlet-Outlet Project, Brighton, CO ($ 1,258,470) Estimator/Project Manager for City of Brighton to Install Inlet & Outlet piping, Valves, meters, check valves in control building & pump station piping in wet wells. The project included 1,500 LF of large diameter HDPE, structure excavation, 400 LF of submerged pipe installation, 20, 42, & 72” motorized head gates, fusing, barge & diver work, dewatering and backfill. The widening included drainage improvements and concrete pavement, which was then overlaid with hot mix asphalt and included a reflective crack interlayer asphalt pavement product designed to stop concrete joints from causing cracks in the driving surface. City of Fort Collins Stormwater Design/Build – Fort Collins, CO Connell Resources has teamed up with the COFC to design-build stormwater and pipeline work throughout Fort Collins. Gateway Timnath Improvements - Timnath, CO ($7.0 Million) Construction Manager on these design/assist project. The project brought a trunk sewerline from an existing development to another being built. Multiple municipalities and various landowners were involved in the construction of this project. Also, constructed major infrastructure improvements for the Town of Timnath. New Belgium Brewery Bottling Plant Expansion - Fort Collins, CO ($1.0 Million) Mr. Warren was the project manager for the site infrastructure on this design/build, LEED Silver accredited project. Front Range Energy Ethanol Plant - Windsor, CO ($3.0 Million) As the Project Manager for this project, Mr. Warren was responsible for the complete site development of this design/build contract for a new 40 million gallon ethanol plant. Project scope included construction of all plant infrastructures and railroad spur to access Great Western Railroad’s mainline.
